The UP NCPAG, in partnership with ASPAP and PSPA, ushered in this year's Public Administration Week celebration with the inaugural launch of PAhayag Masterclass Seminar Series on February 17, 2025, at the Assembly Hall in NCPAG, UP Diliman. In his Opening Message, NCPAG Dean Dr. Kristoffer Berse traced the evolution of the PA Week commemoration since the 1950s and discussed how the multi-faceted meanings of hayág/háyag relate to the design of the five-day Masterclass. Spoken in at least five regional languages, he noted that pahayág/paháyag not only signals the expression of one's insights or the declaration of a current state, it also refers to a state of illumination, if not enlightenment.

Dr. Ederson Tapia (President, PSPA, and Vice-President and Dean, University of Makati) and Dr. Michville Rivera (President, ASPAP, and Dean, Pamantasan ng Lungsod ng Valenzuela) likewise delivered their respective Welcome Remarks before an audience of more than 150 Public Administration educators, students and practitioners from all over the country. Their messages set the tone for a dynamic exchange of ideas on public administration education and research, and the exploration of prospects and challenges that lie ahead.

PAhayag 2025 is being implemented in cooperation with the Makati City Government, Pasig City Government, Valenzuela City Government, Pamantasan ng Lungsod ng Valenzuela, Polytechnic University of the Philippines, University of Makati, Philippine Councilors League, and the Office of Quezon City Councilor Alfred Vargas.

The 19th Congress has adopted House Resolution No. 2203 urging the national government to support and collaborate with the UP NCPAG and its partner associations—the Association of Schools of Public Administration in the Philippines and the Philippine Society for Public Administration—in building an effective, efficient, and agile government that can adapt to the country's increasingly changing landscape, and shape policies and programs that are sustainable and responsive to the people's needs.

The resolution also moves the celebration of PA Week every 2nd week of June to coincide with the introduction of Public Administation as a discpiline in the Philippines through the establishment of the Institute of Public Administration, the precursor of NCPAG, at the University of the Philippines.

The sponsorship speech was delivered by TINGOG Partylist Representative Jude A. Acidre, one of authors of the resolution.
