JOINT 4TH QUARTERLY MEETING OF THE MDRRM COUNCIL AND MPOC

The Municipality of Esperanza conducted the Joint 4th Quarterly Meeting of the Municipal Disaster Risk Reduction and Management Council (MDRRMC) and Municipal Peace and Order Council (MPOC) today, October 2, 2026, presided over by Municipal Mayor Hon. Charles Federic R. Ploteña.

During the meeting, LDRRM V Sir Jim L. Auza, RN, MAN presented the MDRRMO Accomplishment Report for July–September 2026, highlighting the office’s various programs, activities, and emergency response initiatives during the quarter.

Among the significant accomplishments highlighted was the number of patients catered by the MDRRMO Rescue Team from July to September 2026, reflecting the team’s continued commitment to providing timely medical assistance and emergency response services to individuals in need within the municipality.

Sir Jim also presented Project CONNECT, an application/system intended to strengthen communication and coordination and facilitate a faster and more efficient response to emergency situations. The initiative aims to further enhance the municipality’s emergency response mechanism through improved coordination and timely delivery of assistance.

The joint quarterly meeting reaffirmed the Municipality of Esperanza’s commitment to strengthening disaster preparedness, emergency response, peace and order, and community resilience through effective coordination among concerned offices and stakeholders.

July • August • September 2026

The Municipal Disaster Risk Reduction and Management Office (MDRRMO) Esperanza, led by LDRRM Officer V Sir Jim L. Auza, RN, MAN, continues to provide prompt, responsive, and compassionate emergency medical assistance to the people of Esperanza.

For the 3rd Quarter of 2026, the MDRRMO Esperanza Rescue Teams catered a total of 282 patients requiring various medical and emergency services.

📌 Monthly Accomplishment:
🔹 July 2026 – 126 patients
🔹 August 2026 – 95 patients
🔹 September 2026– 61 patients
TOTAL: 282 CATERED PATIENTS

Team Alpha and Team Bravo made this accomplishment possible by responding to various cases, including admissions, transfers, dialysis, childbirth, CT scans, check-ups, referrals, shooting incidents, and other emergency medical needs.

This reflects the MDRRMO Esperanza’s continuing commitment to providing timely, reliable, and efficient emergency response services to our constituents.

With the continued support of the Municipal Government of Esperanza under the leadership of Mayor Charles Federic R. Mayor Junjun Ploteña Official, the MDRRMO remains always ready to respond and serve whenever and wherever help is needed.

MDRRMO | MUNICIPAL DEVELOPMENT COUNCIL (MDC) MEETING
October 1, 2026

On this first day of October, the Municipal Development Council Meeting was conducted as part of the Municipality of Esperanza’s continuing efforts toward effective and responsive local governance and development planning.

The meeting was attended by LDRRM V Sir Jim L. Auza, RN, MAN, representing the MDRRMO Esperanza, following the successful passage of the MDRRMO Budget for Calendar Year 2027.

The approved budget will support the continued implementation of the MDRRMO’s Programs, Projects, and Activities (PPAs), strengthening the Municipality’s preparedness, response, prevention and mitigation, and recovery efforts for the safety and resilience of the Esperanza community.

A heartfelt thank you to our Municipal Mayor, Hon. Charles Federic R. Ploteña, for your unwavering support and commitment to the PPAs and initiatives of the MDRRMO. Your continued support enables our disaster risk reduction efforts to move forward and serve our community more effectively.

MDRRMO RESCUE TEAM BRAVO | STANDBY MEDIC | September 29, 2026

The MDRRMO Rescue Team Bravo of the Municipality of Esperanza led by Sir Jim L. Auza,RN,MAN, was deployed as Standby Medic during the Dual Meet held at Notre Dame of Esperanza, Inc.

The team remained on standby throughout the activity to provide immediate first aid and emergency medical assistance, ensuring the safety and well-being of all participating students, coaches, and personnel.

This initiative reflects the commitment of the MDRRMO Esperanza, under the leadership of Mayor Charles Federic R. Ploteña, to strengthen preparedness, promote safety, and provide timely emergency response during school and community activities.

MDRRMO ESPERANZA CONDUCTS WEEKLY MEETING AND SKILLS ENHANCEMENT ACTIVITY

On September 28, 2026, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Esperanza, led by Sir Jim L. Auza, RN, MAN, under the leadership of Mayor Charles Federic R. Ploteña, conducted its regular weekly meeting following the monitoring activities conducted at various schools in the municipality.

As part of the meeting, Sir Jim L. Auza, RN, MAN provided a hands-on orientation and demonstration to the MDRRMO personnel on the proper operation and use of the wrist sphygmomanometer for blood pressure monitoring and the pulse oximeter with respiratory rate for monitoring oxygen saturation and pulse rate.

The team was also reminded of the proper utilization of the Patient Referral Slip. MDRRMO personnel attending to patients are required to properly accomplish the referral slip and ensure that it is presented to the receiving hospital. Upon arrival at the hospital, the referral slip must be properly received and acknowledged by the hospital to ensure appropriate documentation and continuity of patient care.

This initiative reinforces the MDRRMO Esperanza’s commitment to strengthening the skills, preparedness, and documentation practices of its personnel in providing timely, organized, and responsive emergency assistance to the community.

SCHOOL SAFETY AND SECURITY MONITORING

On September 28, 2026, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Esperanza, led by Sir Jim L. Auza, RN, MAN, under the leadership of Mayor Charles Federic R. Ploteña, conducted a monitoring and safety assessment at Esperanza National High School (ENHS) and Notre Dame of Esperanza, Inc.

The activity was conducted to strengthen safety and security measures within the school premises, ensure the protection and well-being of learners, teachers, and school personnel, and help identify and address potential threats and risks following the recent shooting incident.

The MDRRMO continues to coordinate with schools and concerned authorities in promoting a safe, secure, and disaster-resilient learning environment for every learner in the Municipality of Esperanza.

Safety is a shared responsibility. Together, we remain vigilant and committed to protecting our children and our community.

The Department of the Interior and Local Government (DILG) has issued an advisory regarding a Tropical Depression located outside the Philippine Area of Responsibility (PAR), which has developed from a Low-Pressure Area east of southeastern Luzon.

While the storm itself is still outside PAR, its trough is affecting the eastern sections of Visayas and Mindanao, bringing potential weather disturbances to our region.

Weather Conditions: Expect cloudy skies with scattered rains and thunderstorms.

Vigilance:All residents, especially those in flood- and landslide-prone areas, are advised to stay alert for potential flash floods and landslides.
