Ang Migrant Advisory and Information Network (MAIN) Desks ay nagsisilbing frontline unit laban sa illegal recruitment at human trafficking sa mga komunidad.

Ilan sa mga responsibilidad nito ang mga sumusunod:

βœ… pagdodokumento at paghawak ng mga kaso laban sa human traffickers at illegal recruiters
βœ… pagsasagawa ng information campaigns sa mga paaralan at barangay
βœ… pagtukoy at pag-report ng mga kahina-hinalang recruiter at job offers
βœ… pakikipag-ugnayan sa PESO at social welfare offices para sa rehabilitasyon ng trafficking victims-survivors

Sa kasalukuyan, mahigit 600 LGUs na sa bansa ang may MAIN Desks. Patuloy na hinihikayat ng Department of the Interior and Local Government ang lahat ng LGUs na magtatag ng MAIN Desks alinsunod sa Republic Act No. 9208 o ang Anti-Trafficking in Persons Act of 2003.

A caller from Barangay Camaman-an, Cagayan de Oro City immediately called 911 to seek assistance and urgent medical aid for a patient from their community who was about to give birth.

Thanks to 911, the baby’s first cry was safely and joyfully welcomed by the mother and filled the community of Brgy. Camaman-an.

READ | DILG urges LGUs to fast-track Renewable Energy project approvals

Amid the ongoing energy crisis, the Department of the Interior and Local Government (DILG) has urged local government units (LGUs) to streamline and accelerate the approval process for the establishment of Renewable Energy (RE) projects nationwide.

RE projects include the development of infrastructures such as energy storage systems, solar, wind, hydro, geothermal, biomass, and other renewable sources, which produce clean energy.

Through a memorandum circular, the DILG laid down more optimized guidelines for securing vital documentary requirements, providing clearer procedures for the applicants seeking approval of RE projects at the local level.

The DILG said the measure seeks to reduce unnecessary delays, eliminate redundant documentary requirements, and improve coordination between national government agencies and LGUs in support of the country’s RE goals.

Under the directive, LGUs are required to issue a standardized Resolution of No Objection (RONO) through the Sangguniang Panlungsod or Sangguniang Bayan, replacing the Letter of No Objection (LONO) issued by local chief executives. The RONO formally greenlights the LGU’s support for the proposed RE project.

To simplify government transactions, the Department underscored that there should only be a maximum of three steps from the perspective of an applicant, namely submission of application forms and documentary requirements; receipt of order of payment; and payment of fees along with the receipt of the RONO.

LGUs must also act on RE applications within 45 working days from receipt of complete requirements. In cases of disapproval, LGUs must provide a written justification and specify remedial measures that applicants may undertake.

The directive supports President Ferdinand Marcos Jr.’s push for energy security, conservation, and faster public service delivery following the issuance of Executive Order No. 110, which declared a national energy emergency and strengthened the government’s commitment to clean and sustainable energy.

Under DILG Memorandum Circular No. 2024-066, all Local Government Units (LGUs), regardless of size or classification, may establish sister-city or town-twinning partnerships with local and international counterparts.

The updated guidelines strengthen the framework for meaningful collaboration, enabling LGUs to expand opportunities, enhance governance, and deliver lasting benefits to communities.

These partnerships can drive cooperation in:

βœ… Information Technology
βœ… Health and Human Development
βœ… Agriculture
βœ… Sustainable Tourism
βœ… Environmental Management
βœ… Climate Change Action
βœ… Disaster Risk Reduction

LGUs may also pursue exchange visits, cultural programs, technical cooperation, and other collaborative initiatives aligned with their Annual Investment Plan (AIP) and Comprehensive Development Plan (CDP).

Healthcare is not a privilege but a fundamental right, and local government units (LGUs) play a crucial role in ensuring that quality healthcare reaches every Filipino, especially those in vulnerable and underserved communities.

To strengthen healthcare delivery at the grassroots level, the Department of the Interior and Local Government (DILG) continues to intensify efforts to bridge healthcare gaps by empowering LGUs through the Local Initiative in Governance and Social Protection (LINGAP) Program.

Launched in November 2025, LINGAP serves as the DILG’s umbrella initiative for social protection and Gender Equality, Diversity, and Social Inclusion (GEDSI) at the local level. The program is anchored on the β€œLeaving No One Behind” principle of the United Nations 2030 Agenda for Sustainable Development.

Through LINGAP, the DILG is equipping LGUs with stronger capacities to implement social protection measures and health-related programs in support of Republic Act No. 11223 or the Universal Health Care (UHC) Act.

As part of these efforts, the Department actively participates in technical working groups crafting strategies and action plans to address pressing health concerns such as antimicrobial resistance (AMR), tuberculosis, and cancer.

Together with partner agencies, the DILG has also issued joint memorandum circulars promoting healthy learning institutions, safe public spaces, telemedicine services, and the retention of barangay health workers, among others.

The LINGAP Program supports President Ferdinand R. Marcos Jr.’s directive to bring government services closer to the people, particularly the most vulnerable sectors.

Through LINGAP, the DILG reaffirms its commitment to helping build healthier, more inclusive, and more resilient communities where every Filipino, regardless of gender, status, or religion, has equitable access to quality healthcare and social protection services.
