Department of the Interior and Local Government (DILG) Secretary Benhur Abalos has called on Sangguniang Kabataan (SK) leaders to join the government and be proactive in the fight against illegal drugs, malnutrition and stunting, HIV/AIDS, and other societal ills that confront the nation.
Speaking before some 1,000 newly-minted SK Federation Presidents and Philippine Military Academy (PMA) cadets during the National Youth Convention 2023 in Baguio City on Saturday, Abalos dared the youth to participate in the grand task of nation-building as he acknowledged their crucial role in addressing societal problems.
“You, the Filipino youth, hold immense power to help address societal concerns. Your talents, skills, and numerical advantage make you a formidable force for positive change,” he said.
The DILG chief also encouraged SK leaders to include and prioritize in their respective Local Youth Development Plans (LYDP) programs, projects, and activities that will help advocate the Department’s holistic anti-illegal drug program called Buhay Ingatan, Droga'y Ayawan or BIDA program.
“Help your fellow youths na mapalayo sa bisyong nakakasira ng kanilang kinabukasan,” he pointed out.
Abalos also encouraged the SK officials to support their HIV/AIDS local coordinating councils, noting the “worrying” rise in HIV cases this 2023, a concern that is prevalent among FIlipino youth.
Citing data from the Department of Health, he said there are 50 new cases of HIV cases in the Philippines daily, which is more than double the 22 daily cases reported last year.
The latest figures also show that cases are rising in the younger population, with 47% of the registered cases daily from Filipinos aged 15 to 24.
Likewise, the DILG Secretary rallied the youth leaders to give importance to nutrition programs to help address the country’s problems of malnutrition, hunger, and high prevalence of stunting.
“Mga kabataan, eto ang hamon ko sa inyo: isapuso ninyo ang inyong responsibilidad bilang mga lider ng susunod na henerasyon. Kayo ang may kakayahang humubog sa tatahakin ng ating bansa sa susunod na mga dekada’t siglo,” Abalos concluded.
Organized by the National Youth Commission (NYC) and DILG, in partnership with PMA, Armed Forces of the Philippines (AFP), and the Department of National Defense, the National Youth Convention 2023 provided participants with a comprehensive overview of the youth landscape in the Philippines.
It also tackled the National Youth Assessment Study, the role of the NYC and the Philippine Youth Development Plan 2013-2028, as well as the Philippine National Action Plan on Youth, Peace, and Security.

SUBJECT : BOY SCOUT OF THE PHILIPPINES (BSP) 18TH NATIONAL SCOUTS JAMBOREE
Pursuant to Section 3 of the Republic Act (RA) 7278, and RA 8044 or the Youth in Nation- Building Act, the Boys Scouts of the Philippines is mandated "to promote through organization and cooperation with other agencies, the ability of boys to do useful things for themselves and others, to train in scoutcraft, and to inculcate in them patriotism, civic consciousness and responsibility, courage, and self-reliance, discipline and kindred virtues and moral values, using the method which are in common use by boy scouts." It recognizes the vital role of Filipino youth in nation-building, and helps mold boys and girls into socially conscious, morally educated, skill-tested, environmentally aware, and service-oriented citizens and leaders of the country, through various scouting programs, projects, and activities in the local, regional, national, and international levels.
The formation of the youth through the scouting movement is a potent and effective way to address the existing social malady caused by drugs and vices that corrupt many young individuals, especially boys. It also makes the youth active volunteers, community builders, disaster responders, and environmental warriors.
Related thereto, the BSP will be conducting the 18th National Scouts Jamboree on December 11-17, 2023 at the Camp Pintados de Passi, City of Passi, Iloilo, with the theme: "Youth Engagement: Sustaining Relevance and Strengthening Resilience."
The event is conducted only every four (4) years and is expected to host at least 30,000 scouts and leaders nationwide, with at least 300 foreign scouts from neighboring countries in the Asia-Pacific Region. This year's jamboree aims to provide a progressive learning environment for scouts to enhance their full social, physical, intellectual, character, emotional, and spiritual potential as active citizens in making contributions to creating a better community.

📢 CALL FOR NOMINEES | OUTSTANDING YOUTH ORGANIZATION REGISTRATION PROGRAM (YORP) AWARDEE: Time To Shine: YORP as Vanguard for Change 💫🏆
Background:
To acknowledge the exemplary contributions of Youth Organization Registration Program - YORP - registered youth organizations to nation-building and Philippine Youth Development Plan, the National Youth Commission envisions the institutionalization of KABAYANI AWARDS.
In preparation for the large-scale KABAYANI Awards, a pilot awarding ceremony for Outstanding YORP Award will be given to the participating YORP-registered organizations of the 1st National YORP convention “Time To Shine: YORP as Vanguard for Change” which was conducted on August 12-13, 2023.
The Outstanding YORP Award aims to achieve the following objectives:
● To showcase youth-led advocacies and initiatives aligned to the 10 Centers of Participation of the Philippine Youth Development Plan 2017- 2022 and 2023-2028 of youth organizations and youth-serving organizations registered under the Youth Organizations Registration Program (YORP) of the National Youth Commission;
● To inspire and encourage youth organizations, youth-serving organizations to be involved in addressing social youth issues in their own communities;
● To provide opportunities to share current youth engagements that connect the youth to relevant partners for project development, implementation, replication, and/or scale up activities.
The Outstanding YORP Award is granted to a youth organization or youth-serving organization registered under the Youth Organizations Registration Program of the Commission for their extraordinary effort and contribution to the Philippine Youth Development Plan, resulting in positive outputs and impacts that directly benefit the community and contribute to nation building.
This is a strategy of the Commission to showcase, recognize and reward youth organizations and youth serving-organizations that initiate advocacies addressing social issues and concerns aligned to the 10 Centers of Participation of the Philippine Youth Development Plan 2017-2022 and 2023-2028.
The NYC will be awarding 20 YORP-registered organizations from Luzon, Visayas and Mindanao. Each organization awardee will receive a trophy and tokens, and will be featured on NYC and YORP social media pages.
Eligibility for Outstanding YORP Award:
1. YORP-registered organization, with a representative who participated in the 1st National YORP Convention on August 12-13, 2023;
2. Has implemented a youth project or program aligned to the 10 centers of participation of the Philippine Youth Development Plan 2017-2022 and 2023-2028 (Active Citizenship, Agriculture, Economic Empowerment, Education, Environment, Global Mobility, Governance, Health, Peace Building and Security and Social Inclusion and Equity).
3. The program or project must have been implemented within the period of 2021-2023 with a minimum of 20 beneficiaries;

2. Project/Program documentation or report which includes the following: (to be uploaded in the google form)
a. Program concept note/primer
