DA VI - Farm and Fisheries Clustering and Consolidation F2C2 Program

𝗣𝗨𝗕𝗟𝗜𝗖 𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 on the Illegal Representation of the Department of Agriculture in Official Transactions

The Department of Agriculture Western Visayas- Farm and Fisheries Clustering and Consolidation Program, in partnership with the Cooperative Development Authority (CDA) and support of the National Irrigation Administration (NIA)- Region VI, spearheaded a virtual consultation meeting on agriculture cooperative registration with the identified pilot clusters namely Bariga-Magdalo Farmers Irrigators Association Inc., Oton Bulb Onion Growers Association, Panay Darag Chicken Breeder Association, and Smart Agro Association. The meeting tackled key agenda including the overview of the functions and interim structure of the Agricultural Cooperative Enterprise Development Division (ACEDD), process flow of CDA registration, and documentary requirements for coop registration.

Mr. Clark N. Melendres, OIC-Chief of ACEDD, formally opened the meeting with the comprehensive discussion on the functions and mandate of the ACEDD. He emphasized the importance of coordinating with partner agencies to strengthen the agricultural organizations and guide them in forming and transitioning into a registered agriculture cooperative. Meanwhile, Mr. Vincent Unarce, Chief of Registration Section of CDA, presented the step-by-step cooperative registration process, highlighting membership requirements, capitalization guidelines, and the online application system.

The pilot clusters actively engaged in the discussion, raising and clarifying concerns on registration procedures to ensure their smooth transition towards becoming fully registered agriculture cooperatives. # # #

𝐇𝐚𝐩𝐩𝐞𝐧𝐢𝐧𝐠 𝐍𝐨𝐰: Policy Formulation Workshop for Iloilo Rice Clusters

: Ang huling batch ng Technical Guidance Session on the Preparation of Cluster Development Plans ay naisakatuparan noong Setyembre 15-19, 2025 sa Dreamers Valley Camp and Resort, Beunavista, Tigbauan, Iloilo. Ang pagsasanay na ito ay nilahukan ng pitong Agricultural Extension Workers at 26 farmer leaders na may kabuuang 33 na mga kalahok mula sa walong clustered associations at LGUs ng Guimaras at Iloilo.

Ang aktibidad na ito ay humasa sa kaalaman at kasanayan ng mga kalahok sa kani-kaniyang Cluster Developments Plans na siya nilang gagamitin sa pagpapalago ng kanilang mga asosasyon sa pamamagitan ng pagsali sa iba’t-ibang proyekto at pagnenegosyo.

Ang mga kalahok ay ginabayan ng mga resource persons kabilang sina G. Clark N. Melendres, Interim Chief, ACEDD/ Focal Person ng DA-F2C2 Program ng Western Visayas, G. Nicole G. Macuja, Organizational Development Officer, F2C2 at G. Eduardo T. Tresico, Farmer Leader/LSA Cooperator – Dreamers Valley Camp and Resort.

Ilan sa mga impormasyong natutunan ng mga kalahok ay Principles of CDP, Cluster Profile, SWOT and TOWS Analysis, Formulation of Vision, Mission, Goals and Objectives, Monitoring and Evaluation at iba pa. Nagkaroon din ng pagkakataong maitanghal ng mga kahalok ang kanilang nagawang CDP na siya namang ginabayan ni G. Nicole G. Macuja upang maisaayos pa nila ang kanilang mga output.

Sa huli, ang mga magsasaka ay nagpapasalamat sa oportunidad na maging kalahok sa training na ito at sila ay natulungang magawa ang kanilang CDP na kanilang magagamit sa pagpapalago ng kanilang asosasyon.

Ginpatigayon sang DA-F2C2 RPMO VI ang tatlo ka adlaw nga workshop agud nga mas-mapasanyag ang kapasidad sang mga committee officers sang mga nanari-sari nga farm clusters sa rehiyon sa pagdihon kag pag-intindi sang ila mga polisiya.

Gintalakay diri ang policy formulation, development processes, policy analysis kag kon paano mag-ubra sang mga board resolutions tuhoy sa pagpadalagan sang ila organisasyon. Natagaan man sang mas madalom nga paghangup ang mga partisipante kag mas napapag-on ang ila mga kapasidad sa pagdesisyon kag pagdumala sang ila mga clusters. # # #

Pagpanghanas sa Basic Accounting for Non-Accountants, ginpatigayon sang DA-F2C2 Program

Ang training naghatag sang aktwal nga oportunidad sa mga opisyales sang mga F2C2 Clusters agud ila mahangpan ang insakto nga proseso sang bookkeeping kag accounting kag paano maanalisar ang ila financial reports. Si Dr. Joyce S. Wendam, Associate Professor sang CPU CARES, amo ang nagsilbi nga Resource Speaker kag nag-giya sa mga partisipante sa insakto nga pamaagi sang bookkeeping, accounting principles kag financial statement preparation. Paagi sa sini nga inisyatibo, ang DA-F2C2 program nagapadayon sa pagsuporta sa mga farm clusters agud mas-mapabaskug ang ila kapasidad sa pagpadalagan sang ila clusters kag organisasyo kag mas mapasangkad ang ila ihibalo sa pagamit sang financial reports sa pagdesisyon kag pagpaumwad sang ila agriculture enterprises. # # #
