ICDJ-FD Gift-Giving of Hygiene Kits
The Iloilo City District Jail–Female Dormitory (ICDJ-FD), headed by JCINSP IMEE S LOPERA, Acting Jail Warden, together with SJO1 Gretchen J Demisana, Chief, Welfare and Development Officer, conducted a gift-giving activity for selected Persons Deprived of Liberty (PDLs) through the distribution of hygiene kits.
This initiative serves as one way of showing humanity, care, and compassion within the custodial setting. By providing basic hygiene necessities, the activity aimed to promote cleanliness, wellness, and a sense of dignity among the PDLs.
The ICDJ-FD continues to uphold its commitment to the welfare and holistic development of PDLs through meaningful programs that foster hope and kindness.

ICDJ-FD Awards Snappy Dorm for Discipline
The Iloilo City District Jail–Female Dormitory (ICDJ-FD) conducted an awarding activity in every dormitory in recognition of Persons Deprived of Liberty (PDLs) who consistently displayed discipline and respectful behavior.
For this awarding, Dorm 6 was recognized as the “Snappy Dorm” for maintaining orderliness and good conduct. The prizes were generously provided by an anonymous sponsor, made possible through the assistance and coordination of SJO1 Melody T Divino, Assistant Shift Supervisor of Team 2.
This activity was strongly supported by the ever-dynamic JCINSP IMEE S LOPERA, Acting Jail Warden, as part of the jail’s continuing efforts to promote positive behavior and harmony within the facility.
The awarding was led by duty custodial personnel, SJO1 Dennis Columbres, Chief of Security and Control, together with JO2 Leslie Anne L Puestes, Duty Custodial.
The ICDJ-FD remains committed to encouraging discipline, respect, and unity among all PDLs through meaningful and uplifting initiatives.

ICDJ-FD Health Promotions Through Visuals Presentation and Awarding
The Iloilo City District Jail–Female Dormitory successfully conducted the Health Promotions Through Visuals Presentation and Awarding, where every dorm actively participated by creating creative visual presentations highlighting the importance of health promotion inside the facility.
This activity was spearheaded by JCINSP IMEE S LOPERA, Acting Jail Warden, together with SJO1 Janny Rose B Fecara, Unit Nurse and custodial personnel, emphasizing the value of wellness, awareness, and healthy living among Persons Deprived of Liberty (PDLs).
Through teamwork and creativity, each dorm showcased informative and inspiring health-themed visuals, strengthening the jail’s continuous advocacy for a healthier community behind the walls.

The Iloilo City District Jail–Female Dormitory (ICDJ-FD), headed by JCINSP IMEE S LOPERA, Acting Jail Warden, together with the personnel, conducted a Valentine’s Day special activity in celebration of the occasion, participated in by both jail personnel and Persons Deprived of Liberty (PDLs). With a simple yet heartfelt gesture of sharing flowers, chocolates, and cakes, the activity symbolized appreciation, friendship, and the spirit of togetherness inside the facility.
The activity aimed to promote love, unity, and compassion within the jail community, making the celebration meaningful and memorable for everyone. VALUES RESTORATION PROGRAM (VRP)
Theme for the Week: “Generosity”
In line with the weekly theme on “Generosity,” the Iloilo City District Jail–Female Dormitory (ICDJ-FD), under the leadership of JCINSP IMEE S LOPERA, Acting Jail Warden, and SJO1 Johnalyn S Laguna, Chief, UVRO, together with the personnel, conducted the Values Restoration Program (VRP) to promote the spirit of kindness, compassion, and selflessness among the Persons Deprived of Liberty (PDLs).
The activity elaborated /emphasized by SJO1 Gretchen J Demisana, Chief, Welfare and Development Officer that generosity is not only expressed through material giving but also through sharing time, encouragement, and support to others. Through guided discussions and reflective sharing, participants were reminded of the importance of helping one another, fostering unity, and strengthening interpersonal relationships inside the institution.
Furthermore, the program encouraged the Personnel to practice generosity in their daily lives by showing empathy, respect, and cooperation. This initiative served as a meaningful opportunity to nurture positive values and create a more harmonious and humane environment within the jail community.

ICDJ-FD Jail Nurses’ Weekly Monitoring of PDLs’ Health
In line with the mandate of the Bureau of Jail Management and Penology (BJMP) to ensure the welfare, health, and well-being of Persons Deprived of Liberty (PDLs), the Iloilo City District Jail–Female Dormitory (ICDJ-FD) continues to conduct regular weekly and monthly health monitoring activities.
This initiative is spearheaded by the jail nurses to closely assess the physical condition of PDLs through routine health check-ups, vital signs monitoring, and medical evaluations. Part of the activity includes blood pressure (BP) monitoring and the proper administration of prescribed medicines to ensure continuous care and prevention of health complications.
Through these consistent health monitoring efforts, ICDJ-FD through the leadership of JCINSP IMEE S LOPERA, Acting Jail Warden & SJO1 Janny Rose B Fecara, Unit Nurse strengthens its commitment to providing accessible healthcare services inside the facility, promoting early detection of illnesses, and ensuring that all PDLs receive appropriate medical attention and support.
The activity reflects the Bureau’s dedication to humane custody and the delivery of quality health services as part of the holistic rehabilitation program for PDLs.

Day 1 Workshop: “Stitch in Time: Sewing Hope Quilt Project”
The Day 1 Workshop of the “Stitch in Time: Sewing Hope Quilt Project,” facilitated by author Ma’am Rosa Zerrudo, marked a day of extraordinary handcrafting that showcased the remarkable talents and creativity of selected Persons Deprived of Liberty (PDLs).
Implemented through the collaborative efforts of Ma’am Rosa, the Hilway Arts Group, and JCINSP IMEE S LOPERA, Acting Jail warden and SJO1 Gretchen J Demisana, Chief, Welfare and Development Officer, the workshop introduced a meaningful opportunity for the participants to learn sewing and quilting as a form of self-expression, healing, and rehabilitation.
This brand-new workshop served not only as a skills-enhancement activity but also as a platform to inspire hope, encourage productivity, and nurture artistic potential among the PDLs. Through every stitch, participants were reminded that transformation and new beginnings are always possible.

ICDJ-FD PERSONNEL DISTRIBUTION OF REPRODUCTION AND USE OF INFORMATION, EDUCATION, AND COMMUNICATION (IEC) MATERIALS FROM BJMP AND DILG
February 10, 2026, two (2) personnel of the Iloilo City District Jail–Female Dormitory carried out the distribution of Information, Education, and Communication (IEC) materials prepared by the Bureau of Jail Management and Penology (BJMP) and the Department of the Interior and Local Government (DILG) at Brgy. Nanga, Pototan Iloilo
Following the activity, pictorial documentation of the DILG’s Preventing and Countering Violent Extremism (PCVE) campaign was posted on the official ICDJ-FD CRS page.
This undertaking signifies the jail unit’s strong support for the government’s campaign to End Local Communist Armed Conflict (ELCAC) and its continuous commitment to implement initiatives that further intensify public awareness and advocacy efforts.

JO1/T’s Courtesy Call to the Jail Warden: “A Sign of Respect and Commitment to Service”
In line with the Jail Immersion Program of the JO1/Trainees, the activity was conducted to further align their training with the actual operations of the Bureau. Through this immersion, the trainees were given the opportunity to observe real-life jail situations and gain firsthand experience in the performance of duties within a custodial setting.
As part of this learning engagement, a courtesy call was rendered to the Iloilo City District Jail–Female Dormitory, headed by JCINSP IMEE S LOPERA, Acting Jail Warden. This meaningful gesture served as a sign of respect and acknowledgment of the leadership of the unit, while also reflecting the trainees’ commitment to professionalism, discipline, and dedication to service.
Furthermore, the Acting Jail Warden reminded the trainees to observe properly, maintain discipline at all times, and familiarize themselves with the dos and don’ts inside the facility to ensure compliance with jail rules and regulations.
Afterwards, JO1 Precious Mae V Malaca, Program Development Officer, provided follow-up instructions regarding their duty details, tasking, and responsibilities throughout the duration of their immersion program.

ICDJ-FD Participates in SPHI Run: 115 Years of Fame, Faith, Mission, and Excellence
On February 7, 2026, the Iloilo City District Jail–Female Dormitory (ICDJ-FD), headed by JCINSP IMEE S LOPERA, Acting Jail Warden, together with selected personnel, actively participated in the St. Paul Hospital Iloilo Fun Run in celebration of its 115 years of dedicated service, highlighting its enduring legacy of faith, mission, and excellence.
The event was joined by various jail units, non-government organizations (NGOs), local government units (LGUs), and other partner agencies and bureaus, demonstrating unity and support for this significant milestone.
The activity was organized not only to promote health and wellness but also to support a meaningful cause, as the beneficiaries of the fun run were the charity patients of the Cardinal Dougherty Social Service Incorporation.
This participation reflects the unit’s continued commitment to community involvement and service beyond the walls of the institution.

First Friday Mass: A Moment of Reflection and Blessing
In line with the month of February 2026, a First Friday Mass was held in the afternoon at around 4:00 o’clock. The Holy Mass was officiated by Rev. Fr. Ildefonso C. Cachuela, Jr., Director of the Jaro Archdiocesan Commission on Prison Pastoral Care (JACPPC), together with the members of Ang Dios Gugma (ADG).
The activity was made possible through the collaboration of the Iloilo City District Jail–Female Dormitory (ICDJ-FD), headed by JCINSP IMEE S LOPERA, Acting Jail Warden, and the Iloilo District Jail–Female Dormitory (IDJ-FD), headed by JINSP FATIMA P DIOM.
During the Mass, a beautiful Gospel message was shared, which deeply touched the hearts of many Persons Deprived of Liberty (PDLs). It became a meaningful moment of reflection, allowing everyone to contemplate and strengthen their faith.
Afterwards, a facility blessing was also conducted, bringing spiritual guidance, hope, and renewed strength to all participants. The activity was properly assisted and facilitated by the duty custodial personnel from ICDJ-FD, SJO1 Melody T Divino, Assistant Shift Supervisor of Team 2, and JO1 Ronjie C Senon, Unit Welfare and Development Officer (UWDO) of IDJ-FD.
