The Memorandum Circular provides the instances where 𝗟𝗢𝗖𝗔𝗟 𝗔𝗦𝗦𝗘𝗦𝗦𝗢𝗥 can 𝗥𝗘𝗖𝗟𝗔𝗦𝗦𝗜𝗙𝗬 𝗔𝗡𝗗 𝗥𝗘𝗔𝗦𝗦𝗘𝗦𝗦 agricultural lands to any other uses for 𝗥𝗲𝗮𝗹 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗧𝗮𝘅𝗮𝘁𝗶𝗼𝗻 𝗽𝘂𝗿𝗽𝗼𝘀𝗲𝘀 pursuant to Section 217 of R.A. No. 7160 or the Local Government Code (LGC) of 1991, to wit:

a. Lands with development without DAR conversion and SP ordinance;
b. Lands with DAR conversion order and development thereon;
c. Lands with Sangguniang Panlalawigan/Panlungsod/Bayan Ordinance and development thereon;
d. Lands with approved CLUP and development thereon; and
e. Lands already subdivided to smaller parcels even without improvements that are intended for urban uses and which actual condition no longer satisfies the definition of "Agricultural land" under the LGC.

“𝗦𝗲𝗰𝘁𝗶𝗼𝗻 𝟮𝟭𝟳. 𝗔𝗰𝘁𝘂𝗮𝗹 𝗨𝘀𝗲 𝗼𝗳 𝗥𝗲𝗮𝗹 𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗮𝘀 𝗕𝗮𝘀𝗶𝘀 𝗳𝗼𝗿 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁. - Real property shall be classified, valued and assessed on the basis of its 𝗮𝗰𝘁𝘂𝗮𝗹 𝘂𝘀𝗲 regardless of where located, whoever owns it, and whoever uses it.”

Furthermore, a 𝗰𝗼𝗿𝗿𝗲𝘀𝗽𝗼𝗻𝗱𝗶𝗻𝗴 𝗮𝗱𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗻𝗼𝘁𝗮𝘁𝗶𝗼𝗻 in the Memorandum portion of the tax declaration shall state:

Ito po ay paalala sa lahat ng nagmamay-ari at nagbabayad ng buwis sa mga ari-ariang hindi natitinag sa bawat bayan sa ating lalawigan na ang bagong Schedule of Fair Market Values ay magiging epektibo sa ika-1 ng Enero, 2026.

Inaanyayahan po ang lahat na makipag-ugnayan sa kani-kanilang Tanggapan ng Pang-Munisipyong Tagatasa para sa karagdagang impormasyon o paglilinaw.

The Provincial Assessor’s Office of Isabela, led by Ms. Zenaida A. Gabriel, Provincial Assessor, with Ms. Yulma Marie C. Balabbo, APA for Operation, and Atty. Jenny Flor T. Manantan-Cabaddu, APA for Administration, conducted a Training Workshop on the Preparation and Submission of the Quarterly Report on Real Property Assessment (QRRPA).

The session was facilitated by Mr. Allan Harris G. De Joya, LAOO I, who discussed and presented the proper preparation and submission of the QRRPA, with assistance from Ms. Josephine T. Caluya, Administrative Aide II.

QRRPA focal persons from the 34 municipalities and 2 cities of Isabela participated in the 4-hour sessions aimed at strengthening the accuracy, consistency, and timeliness of QRRPA preparation and submission.

The 3-day training, held from September 10–12, 2025, took place at the Provincial Assessor’s Office Conference Room, Provincial Capitol, City of Ilagan, Isabela, with different batches attending each day.
