Tabuk LCR Extends Mobile Registration to Barangays, Awards Free Birth Certificates

โ€‹TABUK CITY โ€” The Local Civil Registry (LCR) Office of Tabuk City continues to bring its services directly to the cityโ€™s 43 barangays, ensuring that residents in distant areas have access to essential civil registration processes.

โ€‹Tabuk City LCR Head Mr. Randixon Galay confirmed that during their recent activity in Barangay Calaccad on October 26, 2026, the office awarded free Philippine Statistics Authority (PSA) copies of birth certificates to beneficiaries under the Birth Registration Assistance Project (BRAP) whose documents were processed in previous barangay visits. Among the applicants in Barangay Calaccad was an individual born in 1937, who was the oldest applicant for delayed birth registration recorded during the event.

โ€‹Alongside document distribution, the team conducted an Information, Education, and Communication (IEC) campaign emphasizing the crucial need to register births within 30 days of delivery. LCR officials stressed that timely registration prevents future legal and administrative complications related to civil registry records.

โ€‹The Birth Registration Assistance Project plays a vital role in local governance by reducing barriers through mobile registration activities in geographically isolated and disadvantaged areas. The program aims to establish an individual's official legal identityโ€”proving name, age, parentage, and nationalityโ€”while supporting inclusive development by ensuring every citizen is properly recognized in the national civil registration system. Securing a birth certificate through BRAP provides free registration assistance for indigent and vulnerable sectors, improves access to healthcare, education, and social protection programs, and facilitates National ID registration. Additionally, it enables employment opportunities, access to financial services, passport applications, and the protection of civil rights such as inheritance and property ownership.

โ€‹To avail of the delayed birth registration assistance under BRAP, applicants are required to submit a Negative Omnibus Certification issued by the PSA, an accomplished Affidavit of Delayed Registration of Birth on the back of the Certificate of Live Birth (COLB), an affidavit signed by two disinterested persons, and a Certificate of Indigency issued by the Punong Barangay of residence. Applicants must also present at least one proof of identityโ€”such as a Barangay Certification or Driverโ€™s Licenseโ€”a National ID, ePhilID, Digital National ID, or PhilSys transaction slip, an Affidavit of Out-of-Town Registration if applicable, and a 2x2 unedited front-facing photo// Jesse Maguiya

Tabuk City Public Schools Achieve Full Compliance in Metal Detector Procurement

โ€‹TABUK CITY โ€” All 107 basic education schools under the Schools Division Office (SDO) of Tabuk City have reached 100 percent compliance in purchasing metal detectors to inspect students entering campus grounds.

โ€‹The achievement was reported during the Local School Board meeting at SDO Tabuk City on October 26, 2026.

โ€‹Alongside metal detector compliance, 104 of these schools have installed closed-circuit television (CCTV) systems across campus grounds. Meanwhile, Tabuk City National High School stands as the sole institution in the division equipped with a body scanner at its entry point.

โ€‹Under this security protocol, assigned school guards will inspect individuals upon entry and confiscate any detected prohibited items, including deadly weapons such as guns, knives, and bolos.

โ€‹Officer-in-Charge Schools Division Superintendent Christopher Benigno stated during the meeting that these facilities will safeguard the well-being of students across all division campuses.

โ€‹These campus security measures align directly with national mandates and Department of Education policies, including DepEd Order No. 006, s. 2026, titled "Guidelines on Ensuring a Safe and Motivating Learning Environment," which outlines campus safety protocols and prohibited items on school grounds// Jesse Maguiya

Tanap Farmers Association Secures 48.8k Initial Support

The Tanap Farmers Association of Brgy. Balawag attended the Sangguniang Panlungsod (SP) session on October 27, 2026, to seek the city governmentโ€™s support for its growing organization.

Part of the sessionโ€™s agenda was City Mayor Darwin Estraรฑeroโ€™s letter transmitting the list of walk-in donations and requesting the enactment of an Appropriation Ordinance authorizing the allocation and transfer of funds to implement several projects, including the assistance requested by Tanap.

The said walk-in donation amounts to P48,800 for the preparatory works for the construction of a building, which Vice Mayor Dick Bal-o said is only initial support, with more assistance to follow, including equipment use and fuel allocation if needed.

โ€œAgsurat tayo ken mayor nu mabalin da nga pondoan pay, malaksid diay maited tayo tatta, ta continuing program dayta so initial assistance pay lang dayta. Di bale ta aksyunan mi dayta nga initial funding nga maipan dita nga programa,โ€ the vice mayor said.

During the session, a member of the association said they had initially coordinated with the mayor, who agreed to look into Balawagโ€™s Barangay Development Plan.

The TANAP Farmers Association is an accredited agricultural and civil society organization that continues to expand through the support of the community, national agencies, and the local government.

It was recently awarded a rice mill from the Department of Labor and Employment. The building it aims to establish will serve as an office and warehouse.

FARMERS ATTEND ORIENTATION ON NATIVE BROADLEAF TO***CO PRODUCTION

Prospective to***co growers from Tabuk City participated in an orientation on Native Broadleaf (NaB) to***co production held today, October 27, 2026, at Purok 3, Barangay Gobgob, Tabuk City.

The activity aimed to familiarize interested farmers with the recommended cultural management practices for Native Broadleaf to***co production and the incentives available to growers who comply with the prescribed production technology.

Rey N. Cacal, Production Manager of Universal Leaf Philippines Incorporated (ULPI) in Cagayan, discussed the recommended production practices, providing farmers with information on the proper cultivation and management of Native Broadleaf to***co.

He also discussed the production incentives that may be provided to farmers who meet the company's prescribed production requirements.

The orientation was attended by City Agriculturist Lim Ducyugen and City Information Officer Aurora Amilig, together with farmers from the identified barangays of Tabuk City who expressed interest in venturing into Native Broadleaf to***co production.

The activity also served as an opportunity for the City to become familiar with the recommended production practices and better assist farmers interested in undertaking to***co cultivation in their respective communities.

Farmers from Barangays Cabaruan, Laya West, Bulanao, Calaccad, Gobgob, Cudal, New Tanglag, Cabaritan, Tuga, Lanna, and Masablang were identified as prospective participants, particularly those with available agricultural land near the Chico River and other sources of water suitable for to***co production.

The initiative highlights the importance of coordination between the local government and the private sector in providing farmers with technical information and exploring additional agricultural livelihood opportunities.

Through the orientation, prospective growers gained information that could help them assess the requirements and opportunities involved in Native Broadleaf to***co production before deciding to participate in the program. By Ian Jefrey Addatu
