With pride and gratitude, the Sangguniang Kabataan Federation of Benito Soliven proudly presents its 2025 Accomplishment Report—a year defined by action, accountability, and empowered youth leadership.

Throughout the year, the Federation translated plans into impact through well-implemented programs, strengthened financial responsibility, and consistent monitoring and evaluation of youth initiatives. Every milestone reflected a commitment to transparent governance, responsible service, and meaningful participation of the youth. This was a year where leadership was tested, collaboration was strengthened, and purpose was clearly defined.

None of these accomplishments would have been possible without the guidance and support of our partners and stakeholders. We extend our deepest appreciation to the LGU Benito Soliven, led by Mayor John Paul “IDOL” S. Azur and Vice Mayor Roberto T. Lungan; the Provincial Youth Development Office (PYDO) headed by Mr. Adrian Philip S. Baysac; the SK Panlalawigan Pederasyon, led by SKPP President Catherine Joy L. Legaspi; and the Local Youth Development Office (LYDO) under Louella Marie S. Viernes and her dedicated staff.

On October 26, 2025, the Sangguniang Kabataan Federation of Benito Soliven was hailed as the Most Outstanding SK Federation in the Philippines during the Philippine Sangguniang Kabataan Awards (PSKA) organized by the National Youth Commission (NYC) and the Positive Youth Development Network (PYDN).

This award came after a thorough national evaluation process that began with document screening and concluded with an on-site validation and panel interview. During the presentation, SK Federation President and Municipal Councilor Hon. Isidro Carmelo L. Siquian highlighted the Federation’s programs, advocacies, and governance innovations that champion transparency, accountability, and participatory leadership from the barangay level to the municipal, provincial, and now the national stage.

He underscored the Federation’s dedication to advancing its mission and vision beyond mere compliance, demonstrating a sincere commitment to build systems that empower the youth and strengthen local governance. Hon. Siquian expressed that this victory is more than just an award, it is a clear reflection of the SK Federation’s pledge to serve with integrity and purpose.

He further emphasized that “this win is not just a win.” It symbolizes the perseverance of young leaders who continue to serve even amidst challenges with or without awards. “We want to show the Philippines that despite being a 4th class municipality— despite our limitations especially in budget and size —you can still rise, inspire others, and triumph through determination and unity,” he shared.

This achievement was made possible through the support of the Local Government Unit of Benito Soliven headed by Municipal Mayor Hon. Mayor JP "Idol" Azur , Vice Mayor Hon. Roberto T. Lungan, and the Local Youth Development Office led by Ms. Louella Marie S. Viernes.

Composed of 29 barangay SK councils, the Office of the SK Federation of Benito Soliven takes pride in dedicating this milestone to the Kabataang Solivenian. This recognition affirms that the Federation has truly moved farther and beyond, proving that when young leaders lead with vision, integrity, and courage, even small municipalities can make a national impact.
