𝐋𝐎𝐎𝐊: In an attempt to understand the Minimum Access Volume (MAV) Management Resolution in the Philippines, the Committee on Agriculture and Food was briefed by the Department of Agriculture and other concerned government agencies on its proposal to increase the MAV for Corn.

This deeply concerns the supply of animal feed and production costs for hog and poultry farmers, considering that corn makes up 50% to 65% of feed costs.

Currently, farm-gate corn prices recently reached up to ₱19 per kilo.

With the rising costs, it is imperative that the committee, in which Cong Papa Jess Marquez attended, be informed regarding the government's policy. This is to ensure food security now that the El Niño threat is impending.

But there is a clear distinction between opinion and deliberate deception, between political advocacy and an organized network of fake and automated accounts designed to manipulate deception."

These were the words of Congressman Jesus “Papa Jess Marquez” that echoed through the walls during the meeting of the Committee on Suffrage and Electoral Reforms today, Monday, October 5.

HB 6623 or the Social Media Artificial Intelligence and Internet Technology Regulation for Fair Elections Act aims to strengthen the Omnibus Election Code by increasing transparency and accountability for political figures and platforms, protecting voters from manipulation while safeguarding privacy, by providing COMELEC and partner agencies with clear tools and processes to act quickly and lawfully during election periods.

During the meeting, DICT and CICC expressed their support in this bill as well as LENTE Philippines (Legal Network for Truthful Elections). Before the meeting was adjourned, Chairman Adiong expressed that he intended to have the subject bill passed on Second Reading before the year ends.

𝐋𝐎𝐎𝐊: As Vice Chairperson of the House Committee on Visayas Development, Cong. Jess Marquez joined today’s joint public hearing of the Committees on Energy, Visayas Development, and Legislative Franchises in Bacolod City to examine the recurring power disruptions affecting the Visayas Grid.

The House agenda covers repeated red and yellow alerts, Manual Load Dropping, generation availability and derated capacity, transmission constraints, ancillary-service costs, reserve adequacy, and the pace of critical power infrastructure development.

The hearing brings together the DOE, ERC, NGCP, TransCo, NEA, NPC, IEMOP, PEMC, electric cooperatives—including AKELCO—distribution utilities, and major generation companies to determine the actual causes of the Visayas power problem and identify concrete measures toward a stable, adequate, reliable, and reasonably priced electricity supply for Visayan consumers.

For Cong. Jess Marquez, the questions must go beyond whether enough power is being generated: Can available electricity actually reach our communities? Are consumers getting the reserves and transmission capability they are paying for? And what are the specific projects, costs, and timelines needed to finally address recurring outages in the Visayas?

ICYMI: “Bring knowledge to where it matters most.”

Honorable Jesus Ricaforte Marquez, Representative of the 1st District of Aklan and Chair of the House Committee on Science and Technology, underscored the need to ensure that research and innovation respond to real community needs.

He called for closer collaboration among researchers, academe, government, businesses, and communities to test technologies under actual conditions and identify what prevents their adoption.

From Piña weaving and agriculture to disaster resilience, energy, and remote communities, he emphasized that science must translate into solutions that people can use and sustain. He also urged stakeholders to identify the gaps—whether in policies, laws, funding, equipment, or accountability—that keep promising research from reaching users.

Research should move beyond the shelf and become technology, solutions, and services that create tangible benefits for people and communities. His message reinforces the shared responsibility to bring knowledge where it matters most and ensure that no community is left behind.

𝐋𝐎𝐎𝐊: Our hardworking 1st District Representative and Chairperson of Committee on Science and Technology, Congressman Jesus “Papa Jess” Marquez, attended the Research, Development, and Innovation Consortia Conference: Consortia for Regional Excellence (CORE) under the 2026 Regional Science, Technology, and Innovation Week (RSTW) in Western Visayas, today, at the Grande Royale Restaurant, Marzon Hotel, Kalibo, Aklan, October 2.

The conference, themed "Turning Knowledge into Action: Linking R&D Outputs with Regional Users and Partners," focused on translating research into practical solutions and strengthening linkages with regional users and partners to address pressing development challenges.

The event featured opening remarks and messages from prominent leaders and officials, including Dr. Jeffrey A. Clarin, SUC President III of Aklan State University, who delivered the Welcome Message, and Dr. Renato U. Solidum, Jr., Secretary of the Department of Science and Technology, who delivered a message. Following an introduction by Ms. Dyna Rose R. Gubatanga, Provincial Science and Technology Director for DOST Aklan, Congressman Marquez served as the Keynote Speaker, delivering an inspiring Keynote Message on the critical role of science, technology, research, and innovation in advancing regional development.

The program also included an overview and rationale of the activity presented by Dr. Alice Joan G. Ferrer, Executive Director of the Western Visayas Health Research and Development Consortium, followed by Plenary Session 1 focusing on translating health research into solutions.

As Chairman of the Committee on Science and Technology, Papa Jess reaffirmed his unwavering commitment to support initiatives that further advance scientific research, technological innovation, and regional growth for the betterment of the community and the nation.
