TEMPORARY ROAD CLOSURES

As Cebu hosts the 48th ASEAN Summit in Mactan on May 7–8, temporary road closures and traffic rerouting will be implemented in parts of Lapu-Lapu City to ensure the safe and orderly movement of delegates and world leaders.

We ask for the public’s patience and cooperation as these security measures—standard for international events of this scale—may cause temporary traffic delays and controlled access in affected areas.

Effective April 29 until May 12, the Lapu-Lapu City Police Office (LCPO) has issued an official memorandum that strictly prohibits the flying of kites and drones within Lapu-Lapu City. This directive is part of heightened security measures in preparation for the ASEAN event.

Please be reminded of the following:
Absolute Ban: No kites, drones, or any form of flying object are allowed within city limits during the specified period.
Enforcement: The LCPO has deployed anti-drone guns. Any flying object detected—regardless of purpose, whether recreational, professional, or personal—will be shot down immediately.

No Exceptions: This restriction applies to all individuals, organizations, and groups without exemption.

Legal Consequences: Violations may result in confiscation of equipment, penalties, and further legal action as deemed necessary by authorities.

For our drone pilot community, this means:
Suspend all drone operations in Lapu-Lapu City until May 12.
Do not attempt test flights, practice runs, or aerial coverage within the restricted area.

Coordinate responsibly and ensure all members are aware of this directive to avoid any risk of equipment loss or legal issues.

In our pursuit of a safe and successful hosting of the ASEAN Summit 2026, the Lapu-Lapu City Government issues this advisory to remind the public of the strict enforcement of Ordinance No. 16-033-A-2022, also known as:

"An Ordinance Regulating the Use of Laser Lights and Laser Pointers, the Use and Installation of Light Displays using Lasers and Searchlights, the Flying of Kites, Unmanned Aerial Vehicles (Drones), the Intentional Release of Free Balloons, the Use of Moored Balloons, or any Flying Object Controlled by Remote Control Devices in the City of Lapu-Lapu."

Pursuant to the Ordinance No. 16-033-A-2022 and the security protocols established for the Summit, and in coordination with a memorandum from the Lapu-Lapu City Police Office (LCPO), please be guided by the following mandates effective April 29, 2026, until May 12, 2026:

• Designated No-Fly Zones: Under Section 4, Paragraph 7 of the Ordinance, the City has the authority to declare "No-Fly Zones" in the interest of public safety and security for specific events. For this period, the entire territorial jurisdiction of Lapu-Lapu City is declared a strict No-Fly Zone.

• Kite-Flying Prohibition: Section 12 of the Ordinance strictly prohibits any person from engaging in kite-flying within the city limits, regardless of the nature or purpose of the activity.

• Liability of Guardians: Parents and legal guardians are reminded of their duty under Section 13 to prevent minors from engaging in kite-flying. Violations may result in a fine of P3,000.00 imposed on the parent or guardian.

• Drone and UAV Restrictions: While the Ordinance normally provides exceptions for recreational drones under 7kg, these are temporarily suspended in areas declared as prohibited or restricted airspace.

• Airspace Neutralization: The LCPO is equipped with technology to neutralize any unauthorized flying objects. Any drone, kite, or balloon found in violation of these security measures will be neutralized and confiscated immediately.

• Penalties: Unauthorized operation in a prohibited or restricted airspace carries a fine of P5,000.00 and the immediate confiscation of the equipment.

We call on all Oponganons and visitors to respect these regulations as we welcome the eleven heads of state to our shores. Let us ensure that our commitment to public welfare and national security remains our top priority during this global event.
