Today, I had the distinct privilege of representing the Philippine National Police at the 4th Quarter Full Council Meeting of the Regional Peace and Order Council (RPOC) for Region 5.

The meeting was a productive convergence of minds, bringing together leaders and representatives from various government agencies and sectors. We engaged in thorough discussions on the pressing peace and order issues within our region, and more importantly, collaborated on strategic efforts and solutions to address them.

These dialogues are crucial. They ensure that our approaches are unified, our strategies are coherent, and our commitment to public safety is collective. I am grateful for the steadfast partnership of all RPOC member agencies as we work hand-in-hand to foster a safer, more secure, and more peaceful Bicol Region.

We remain committed to bringing police services closer to the community. I recently had a brief discussion with members of the transport and business sectors in Libon, Albay. During our dialogue, I assured them that their Kasurog Cops are always ready to respond—delivering "Serbisyong Mabilis, Tapat at Nararamdaman."

BICOL RANK 1 HIGH-PROFILE CRIMINAL FACING MULTIPLE R**E CHARGES NABBED IN SORSOGON

Police Regional Office 5 (PRO5) has captured Bicol’s Rank 1 Most Wanted Criminal, a 60-year-old fugitive facing 20 counts of R**e and Frustrated Intentional Abortion. The high-profile arrest was conducted on December 1, 2025, at Brgy. Cogon, Irosin, Sorsogon.

The operation was led by joint personnel from the Irosin MPS, the Provincial Intelligence Unit (PIU) of Sorsogon PPO, and PIT Sorsogon – RIU5, reflecting close coordination among multiple law enforcement agencies to ensure the swift apprehension of the suspect.

The fugitive, known by the alias “Nilo,” had long been sought by authorities due to the severity of his crimes, making his arrest a major achievement in the ongoing fight against criminality in the region.

This successful arrest further demonstrates the steadfast commitment of PRO5, under the leadership of PBGEN Nestor C Babagay, Jr., Regional Director, to uphold law and order in the region. It also aligns with the focused agenda of Acting PNP Chief PLTGEN Jose Melencio C Nartatez Jr.

“The PNP Focused Agenda is more than a management framework—it is a promise to every Filipino. We are optimizing resources to maximize operational efficiency, and strengthen evidence-based policing strategies”, he said.

He added that the agenda operationalizes the President’s call for a responsive, transparent, and service-oriented police force. It embodies the thrust—‘Serbisyong Mabilis, Tapat at Nararamdaman,’ the hallmark of a Bagong PNP para sa Bagong Pilipinas.

PRO5 emphasizes that operations against criminality will continue relentlessly, ensuring that no individual, regardless of influence or age, is beyond the reach of the law.

JOINT POLICE OPERATION COLLARS PRO5’S RANK 6 MOST WANTED

As part of its sustained campaign to locate and apprehend individuals involved in criminal activities, Police Regional Office 5 (PRO5) successfully arrested its Rank 6 Most Wanted Person on December 1, 2025.

The suspect, identified by the alias “Wen”, 21 years old and a resident of Juban, Sorsogon, was taken into custody through a joint police operation. The arresting team was composed of personnel from the CIDG Sorsogon Provincial Field Unit (lead unit), the Provincial Intelligence Unit (PIU) and Juban Municipal Police Station of Sorsogon Police Provincial Office, as well as the RIU5 PIT-Sorsogon.

He was arrested by virtue of warrants for the crimes of Acts of Lasciviousness, with a recommended bail of Php 108,000.00, and Statutory R**e, which is non-bailable.

The accused was immediately informed of his constitutional rights and underwent the required medical examination before being placed under police custody. Following standard procedures, the arrested individual was brought to the CIDG Sorsogon PFU for proper documentation and disposition.

PRO5, under the leadership of PBGEn Nestor C Babagay, Jr., Regional Director, remains steadfast in its commitment to uphold public safety. The Regional Director emphasized that PRO5 will continue working tirelessly, in close coordination with partner law enforcement agencies, to ensure that peace, security, and the rule of law are consistently maintained across the region.
