𝐌𝐔𝐍𝐈𝐂𝐈𝐏𝐀𝐋 𝐃𝐈𝐒𝐀𝐒𝐓𝐄𝐑 𝐑𝐈𝐒𝐊 𝐑𝐄𝐃𝐔𝐂𝐓𝐈𝐎𝐍 𝐂𝐎𝐔𝐍𝐂𝐈𝐋 𝐂𝐎𝐍𝐕𝐄𝐍𝐄𝐒, 𝐓𝐀𝐂𝐊𝐋𝐄𝐒 𝐈𝐍𝐓𝐄𝐑𝐕𝐄𝐍𝐓𝐈𝐎𝐍𝐒 𝐅𝐎𝐑 𝐄𝐋 𝐍𝐈Ñ𝐎 𝐄𝐅𝐅𝐄𝐂𝐓𝐒

The Municipal Disaster Risk Reduction and Management Council (MDRRMC) of San Miguel convened to assess the effects of El Niño and identify interventions across the water, food, energy, health, and public safety sectors on October 6, 2026 at the Operations Center, San Miguel, Leyte.

The meeting was presided over by Municipal Mayor Atty. Norman D. Sabdao and attended by MDRRMC members, with the participation of Punong Barangays who provided updates on the effects of El Niño on the water sector in their respective barangays.

Presentations were made on the effects and potential impacts of El Niño on the identified priority sectors, providing the Council with a basis for determining appropriate interventions and priority actions. The discussions also considered the possible worsening of the situation in the coming months.

Following the discussions, the Council adopted a resolution recommending the declaration of the Municipality of San Miguel under a State of Calamity, considering the magnitude of the effects and the potential for further impacts. Recommended programs, projects, and activities (PPAs) were likewise identified to address the priority needs of the affected sectors.

MLGOO Melecila C. Labordo of DILG San Miguel emphasized the implementation of the LGU’s El Niño Action Plan and relayed recent DILG issuances and guidance on mitigating the effects of El Niño.

The meeting underscored the need for coordinated action among the LGU, barangays, and concerned agencies to address the effects of El Niño and prepare for possible impacts in the succeeding months.

The Municipality of San Miguel highlighted the observance of Teachers’ Day and Elderly Week during its Monday Flag-Raising Ceremony on October 5, 2026 at the Municipal Grounds, San Miguel, Leyte.

The ceremony was attended by municipal officials, department heads and employees, and representatives from national government agencies working in the municipality, including DILG, PNP, BFP, and PCG.

Municipal Mayor Atty. Norman D. Sabdao recognized the contributions of teachers and senior citizens through his message, followed by prayers led by the Mayor in recognition of the two important sectors of the community.

DILG San Miguel, thru MLGOO Melecila C. Labordo, also participated in the flag-raising ceremony, joining municipal and national government personnel in the observance.

The activity provided an opportunity for the local government and partner agencies to acknowledge the important roles of teachers and senior citizens in the community and to support celebrations dedicated to their contributions.

📌 Ito ay alinsunod sa Proclamation No. 599, s. 2018 na nagdedeklara sa mga Sabado at Linggo ng Marso at Oktubre bilang Barangay Assembly Days, at sa DILG Memorandum Circular No. 2026-012 – Current Omnibus Guidelines for Barangay Assembly Day.

Sa Barangay Assembly, pagkakataon ng bawat residente na:

✅ Malaman ang mga accomplishments, programa, proyekto, at kalagayang pinansyal ng barangay;

✅ Magtanong at maglahad ng mga saloobin, suhestiyon, at concerns;

✅ Magbigay ng mga rekomendasyon para sa ikauunlad ng ating komunidad; at

Barangay Secretaries and Treasurers of San Miguel convened for their monthly joint meeting to discuss current deliverables, program reminders, budget preparations, and upcoming capacity development activities on October 2, 2026 at Liga Hall, San Miguel, Leyte.

MLGOO Melecila C. Labordo of DILG San Miguel provided updates and reminders on various DILG programs and compliance requirements, including the Bawat Barangay Makikinabang Program, Barangay Development Program (BDP), Barangay Full Disclosure Policy (BFDP), Seal of Good Local Governance for Barangays (SGLGB), Barangay Road Clearing Operations (BARCO), and Kalinisan Program, among other barangay governance concerns.

The meeting also tackled preparations for the barangay budget and upcoming capacity development activities intended for Barangay Secretaries and Treasurers. The discussions provided the participants with relevant guidance on their current responsibilities, deliverables, and compliance requirements.

DILG San Miguel continues to provide technical assistance and guidance to barangay officials and personnel in support of effective, accountable, and responsive barangay governance.

San Miguel came together for a festive Vesper Parade and Program on September 28, 2026, bringing together barangay officials, municipal officials and employees, national government agency representatives, teachers, and other community stakeholders in celebration of the town fiesta.

Barangay officials participated in the parade through their respective barangay leagues, joined by municipal officials and employees and school bands that added to the festive atmosphere. The activity also featured street dancing and presentations highlighting the Bathan Festival, showcasing the cultural expressions and talents of the community.

MLGOO Melecila C. Labordo of DILG San Miguel participated in and witnessed the activity, joining local officials, government partners, the education sector, and other stakeholders in the celebration.

The Vesper Parade and Program provided an opportunity for the different sectors of San Miguel to come together in fellowship and community participation as the municipality continued its San Miguel Day celebration.

TINGNAN | Ang Oktubre ay Local Government Month!

Alinsunod sa Presidential Proclamation No. 63 s. 1992, ang buwan ng Oktubre ay ideneklara bilang Local Government Month, habang ang ikalawang linggo ng Oktubre ay Local Government Week, at ang ika-10 ng Oktubre bilang Local Government Day.

Ang Kagawaran ng Interyor at Pamahalaang Lokal (DILG) ay patuloy na nakikiisa sa pagbibigay-karangalan sa ibinibigay na serbisyo ng ating mga opisyal at empleyado mula sa mga lokal na pamahalaan.
