TINGNAN | Ikinagalak kay Luuk Mayor Al-Makram Arbison ang pagiging Stable Internal Peace and Security ng naturang bayan matapos itong ideklara kahapon, Agosto 19, kasabay ng Closing Ceremony ng katatapos lamang Inter-Agency Territorial Defense Operations Exercise (IA-TDO) 2026 sa covered court ng 1102nd Infantry "Ganarul" Brigade sa Camp AKA, barangay Bual, Luuk, Sulu.

Ito aniya ay base sa Municipal Ordinance ng Sangguniang Bayan ng Luuk na may pitsa August 4, 2026.

Mahalaga aniya ito upang mas maraming pang turisto ang mahikayat na bumisita sa lalawigan ngayon maayos at payapa na ito.

Nauna nang idineklara bilang Rido Free, Gun Free, at Peace Centered Community ang Luuk base sa inisyatibo ng 1102IB sa pamumuno ni BGen Alaric Avelino Delos Santos, commander.

THE government security forces, local government units, and community-based security groups have demonstrated a unified approach to protecting the coastal areas of Sulu during an Inter-Agency Coastal Defense Operations exercise, the military said Friday, August 21, 2026.

The activity, held Wednesday, August 19, at Allayon Port in Luuk, Sulu, showcased how various government agencies and local stakeholders can integrate their respective capabilities under a unified command-and-control structure to detect, respond to, and address potential threats approaching from the sea and prevent their movement toward coastal communities.

The 1102nd Infantry Brigade said that during the demonstration, the participating units synchronized their maritime surveillance, coastal security, ground maneuver, fire support, explosive ordnance response, and community-based monitoring capabilities.

“The scenario highlighted the importance of timely information sharing, coordinated decision-making, and the complementary employment of each agency’s capabilities in securing the coastline,” the 1102Bde said, adding: “the exercise demonstrated that coastal defense is a shared responsibility that extends beyond the military.”

The 1102Bde said the active participation of the Philippine Coast Guard (PCG), Philippine National Police (PNP), local government, Bantay Dagat, and barangay peacekeeping personnel underscored the vital role of civilian agencies and coastal communities as partners in maintaining maritime security and territorial defense.

Luuk Mayor Al-Makram Arbison said the exercise demonstrated how local governments and communities can actively contribute to the broader effort of protecting the municipality and its coastal areas.

“Our coastal communities are among the first to observe activities within our waters, which makes their participation essential to our collective security,” Luuk said in a statement.

“Through close coordination among the LGU, our security forces, partner agencies, and our people, we are strengthening Luuk’s preparedness and ensuring that everyone understands their role in protecting our communities and our coastline,” he added.

Brigadier General Alaric Avelino Delos Santos, 1102Bde, emphasized that effective coastal defense requires the seamless integration of military, law enforcement, maritime, local government, and community capabilities.

“The strength of our coastal defense lies not only in our individual capabilities, but in our ability to operate as one,” Delos Santos said in a separate statement.

“Through a unified command, shared situational awareness, and close coordination among our partner agencies and communities, we are building a more responsive and resilient defense posture along the coast of Sulu,” Delos Santos added.

The activity formed part of the Inter-Agency Territorial Defense Operations Exercise (IA-TDOX) Oplan “Ayaran Lupahsug” 01-2026, designed to strengthen interoperability and collective preparedness among government agencies and local stakeholders in responding to emerging security challenges.

The other participants of the exercise include 21st Infantry Battalion; 2nd Sulu Provincial Mobile Force Company; 12th Cavalry; Charlie Battery, 11th Field Artillery Battalion; 37th Explosive and Ordnance Demolition Team; Tactical Operations Station–Jolo; Barangay Peacekeeping Action Teams of Luuk; and, the Tulayan village council.

Inter-Agency Coastal Defense Exercise Strengthens Maritime Security in Sulu

Government security forces, maritime authorities, local government units, and community-based security groups demonstrated a unified approach to coastal security during the Inter-Agency Coastal Defense Operations exercise at Allayon Port, Luuk, Sulu, on August 19, 2026.

Conducted as part of the Inter-Agency Territorial Defense Operations Exercise (IA-TDOX) OPLAN “AYARAN LUPAHSUG” 01-2026, the activity showcased the integration of military, law enforcement, maritime, local government, and community capabilities under a unified command-and-control structure to detect and respond to potential maritime threats before they reach coastal communities.

Participating units included the 1102nd Infantry “Ganarul” Brigade, 21st Infantry Battalion, Philippine Coast Guard–Eastern, 2nd Sulu Provincial Mobile Force Company, 12th Cavalry, Charlie Battery of the 11th Field Artillery Battalion, 37th Explosive and Ordnance Demolition Team, Tactical Operations Station–Jolo, Luuk Bantay Dagat, Luuk Barangay Peacekeeping Action Team, and the Barangay Tulayan LGU.

The exercise synchronized maritime surveillance, coastal security, ground maneuver, fire support, explosive ordnance response, and community-based monitoring capabilities, highlighting the importance of information sharing and coordinated decision-making in securing Sulu’s coastline.

Luuk Mayor Al-Makram N. Arbison emphasized the vital role of local governments and coastal communities in maintaining security, while Brig. Gen. Alaric Avelino P. Delos Santos, Commander of the 1102nd Infantry Brigade, underscored the importance of unified operations and shared situational awareness among partner agencies.

Luuk, Sulu — Reinforcing a unified approach to territorial defense and community security, the 1102nd Infantry “Ganarul” Brigade, Local Government Unit of Luuk, and partner government agencies strengthened their collective defense readiness during the opening of the Inter-Agency Territorial Defense Operations Exercise (IA-TDOX) OPLAN “AYARAN LUPAHSUG” 01-2026 on August 18, 2026, at Camp AKA, Barangay Bual, Luuk, Sulu.

The exercise brings together the Armed Forces of the Philippines, Philippine National Police, Philippine Coast Guard, Bureau of Fire Protection, LGU offices, health and disaster response agencies, barangay officials, and other stakeholders to enhance inter-agency coordination, interoperability, and collective preparedness in responding to potential territorial defense and security challenges.

Hon. Marijhun G. Arbison, Vice Mayor of Luuk, delivered the welcome remarks and emphasized the importance of sustained cooperation among the local government, security sector, government agencies, and communities in protecting the municipality and ensuring the safety of its people.

The opening ceremony was led by Brig. Gen. Alaric Avelino P. Delos Santos, Commander of the 1102nd Infantry “Ganarul” Brigade, together with Col. Alex H. Gagula, Deputy Brigade Commander; Lt. Col. Rolando T. Granados, Acting Commanding Officer of the 21st Infantry “Invincible” Battalion; and representatives from the Philippine Air Force, PNP, PCG, BFP, Rural Health Unit, Luuk District Hospital, DILG, MSWDO, MDRRMO, Municipal Tourism Office, and other participating agencies.

Barangay Chairpersons from Lianutan, Tandu-Bato, Tubig Putih, Lambago, Bual, Kanmindus, Tulayan, Guimbaon, and Kanbulak also participated, underscoring the critical role of local communities in building a responsive and resilient territorial defense posture.

The program included the presentation of participating units and agencies, statement of purpose, presentation of the evaluation team, and the final exercise and safety briefing facilitated by Cpt. Kesley Jon Rey N. Maligro. An audiovisual presentation depicting the simulated enemy situation, headline news, exercise scenario, and preparations undertaken by participating agencies established a common operational picture before the exercise commenced.

In his message, Brig. Gen. Delos Santos stressed that collective defense readiness depends on the ability of all concerned agencies and communities to operate as one cohesive team under a common understanding and shared purpose.

“Territorial defense is a shared responsibility. IA-TDOX allows us to test not only our individual capabilities, but more importantly, our ability to coordinate, communicate, and respond as one team. By bringing together the LGU, security sector, government agencies, and our communities, we are building a stronger and more resilient defense posture for Luuk and Sulu,” Brig. Gen. Delos Santos said.

Brig. Gen. Delos Santos subsequently declared IA-TDOX OPLAN “AYARAN LUPAHSUG” 01-2026 officially open, signaling the start of activities designed to validate inter-agency coordination mechanisms, clarify roles and responsibilities, strengthen command and control, and enhance the interoperability of participating agencies.

The IA-TDOX reflects the continuing commitment of the Ganarul Brigade and its partners to an LGU-led, Security Sector-Supported, and Community-Based approach to security, integrating the capabilities of government agencies and the strength of local communities toward a more prepared, resilient, and secure Sulu.

THE 1102nd Infantry “Ganarul” Brigade (1102Bde) and the Municipal Government of Luuk, Sulu, synchronized preparations for the upcoming Inter-Agency Territorial Defense Operation Exercise (IA-TDOX), demonstrating a unified commitment to territorial defense and public safety.

The preparations were synchronized during the Joint Quarterly Meeting of the Municipal Peace and Order and Public Safety Cluster and Conference Meeting on Friday, August 7, 2026.

The 1102Bde said activity underscored the growing partnership among the Armed Forces of the Philippines, local government units, law enforcement agencies, emergency response organizations, and other stakeholders in strengthening interoperability, enhancing operational readiness, and ensuring a coordinated response to potential security threats and emergencies in the municipality.

During the meeting, Colonel Alex Gagula, deputy brigade commander, represented Brigadier General Alaric Avelino Delos Santos, 1102Bde commander.

Gagula was joined by Lieutenant Colonel Rolando Granados, Brigade Executive Officer and Lieutenant Colonel Dante Mantes, commander of the 101st Infantry Battalion (101IB) as well as other key officials and Civil-Military Operations (CMO) officers of the Brigade and 101IB including from the 15th CMO Battalion.

The local government delegation was headed by Luuk Mayor Al-Makram Arbison, together with representatives from key municipal offices and national government agencies.

The local government delegation as joined by officials of the police, village council, Bureau of Fire Protection, Coast Guard, Health, Tourism, and Education.

The 1102Bde said that during the conference, participants reviewed the prevailing peace and order situation, assessed public safety concerns, synchronized operational plans, clarified agency roles and responsibilities, and finalized coordination mechanisms and contingency measures for the conduct of the IA-TDOX.

“The discussions highlighted the importance of seamless inter-agency cooperation in ensuring the success of the exercise and in strengthening the municipality’s overall disaster preparedness, territorial defense, and crisis response capabilities,” the 1102Bde said in a statement.

The Brigade said the IA-TDOX is envisioned to enhance interoperability among participating agencies by validating operational procedures, improving coordination, and reinforcing the whole-of-government approach to addressing evolving security and emergency challenges.

It also serves as a platform to strengthen partnerships and institutionalize collaborative mechanisms that contribute to the safety, stability, and resilience of communities across Sulu.

The meeting concluded with all participating agencies reaffirming their commitment to the successful conduct of the upcoming exercise and to sustaining strong inter-agency collaboration in advancing peace, security, and public safety in the municipality, according to the 1102Bde.
