The Union of Local Authorities of the Philippines (ULAP) welcomed the appointment by President Ferdinand Marcos Jr. of Kim Robert de Leon as the new Secretary of the Department of Budget and Management.

โ€œSecretary de Leonโ€™s appointment brings a fresh perspective to the Cabinet at an important time for the countryโ€™s fiscal and development agenda,โ€ ULAP President Governor Dax Cua said in a statement.

The ULAP President noted that while De Leon comes from the academe, he also has prior experience in government, having previously served in both the DBM and the Department of Transportation.

Governor Cua likewise recognized the new secretaryโ€™s academic and professional background, expressing optimism that these would contribute to ongoing efforts to strengthen public expenditure management and support national development priorities.

โ€œAs preparations for the proposed 2027 national budget continue, we look forward to working with Secretary de Leon in advancing programs and policies that will respond to the needs and welfare of local government units and the communities they serve,โ€ he added.

According to the Palace, De Leon is the youngest member of the Cabinet and the youngest to be appointed as budget secretary. # # #

: The Department of Budget and Management (DBM) issued National Budget Circular No. 603 dated May 4, 2026, titled "Adoption of Economy Measures in View of the Declaration of a State of National Energy Emergency Under Executive Order (EO) No. 110, S. 2026 to be Sourced from Fiscal Year (FY) 2025 Continuing Appropriations."

The circular provides guidelines for the offering and declaring of savings from identified programs, activities, and projects (PAPs), covering unobligated allotments from the FY 2025 Continuing Appropriations as of March 31, 2026.

Union of Local Authorities of the Philippines president and Quirino governor Dax Cua hailed the governmentโ€™s efforts to provide clean, safe, and potable water to Filipinos across the country.

โ€œWater is a basic human right. Filipinos shouldnโ€™t have to travel far to have access to it, or worry about when the next drop of water to quench their thirst will come.

โ€œI am glad that this government is tireless in its efforts to ensure this right is enjoyed by our people. Through the SALINTUBIG program I believe that eventually we will attain zero โ€˜waterlessโ€™ communities soon,โ€ Cua said.

The Department of the Interior and Local Government recently reported that its Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) program has now reached 1.49 million households in communities that previously had no access to clean, safe, and potable water.

The SALINTUBIG program aims to bring community-based water systems to areas with high poverty incidence, frequent water-borne diseases, and limited access to safe water.

Cua underlined the role that clean, safe, and potable water plays in promoting public health.

โ€œMahalaga ang malinis na tubig sa pagpigil sa pagkalat ng mga sakit gaya ng cholera, typhoid fever, diarrhea, hepatitis A, at iba pa,โ€ said the governor.

So far, 2,821 water supply subprojects have been completed, benefiting around 7.45 million residents.

The DILG reported that 340 municipalities and 1,123 barangays have graduated from waterless status due to the program. # # #
