Muling naglabas ang Land Transportation Office (LTO) ng Show Cause Order (SCO) laban sa rehistradong may-ari at driver ng isang Honda CR-V kaugnay ng isang video na nagpapakita umano ng paggamit ng hindi awtorisadong asul at pulang blinking lights.

Ayon sa SCO na inilabas ng Intelligence and Investigation Division (IID), inaatasan ang rehistradong may-ari at driver na humarap sa tanggapan nito upang magpaliwanag kung bakit hindi sila dapat managot sa paglabag na "Operating with Unauthorized Parts and Accessories" at kung bakit hindi dapat masuspinde o mabawi ang driver's license dahil sa pagiging "Improper Person to Operate a Motor Vehicle."

Habang nagpapatuloy ang imbestigasyon, isinailalim na sa 90-araw na preventive suspension ang driver's license ng sangkot na driver at inatasang isuko ito sa IID. Samantala, inilagay sa alarm status ang naturang sasakyan.

"Ang pag-isyu ng SCO na ito ay patunay na hindi nagdadalawang-isip ang LTO na papanagutin ang sinumang gumagamit ng mga iligal na kagamitan upang makakuha ng hindi nararapat na pabor o espesyal na pagtrato sa kalsada," ani LTO Chief, Assistant Secretary Markus V. Lacanilao.

Muling pinaalalahanan ng LTO na mahigpit na ipinagbabawal ang paggamit ng mga ilaw at kagamitang hindi awtorisado ng batas. Patuloy namang paiigtingin ng ahensya ang pagpapatupad ng mga umiiral na batas at regulasyon upang mapanatili ang kaligtasan, kaayusan, at disiplina sa mga lansangan.

CEBU CITY, June 2, 2026 — The Land Transportation Office Region 7 (LTO-7) successfully conducted the Motor Vehicle Dealers’ Consultative Meeting at Cebu City Hall, gathering 148 accredited motor vehicle and motorcycle dealers from across Central Visayas to discuss regulatory updates, dealer concerns, and initiatives aimed at improving public service delivery.

A key highlight of the meeting was the strengthening of the LTO Plate Distribution Campaign, with accredited dealers encouraged to serve as Satellite Partners of the LTO in bringing license plates closer to vehicle owners.

Given their presence in various cities and municipalities, dealerships can help make plate claiming more convenient for the public, reducing the need for motorists to travel long distances to LTO offices. Through proper coordination and verification, vehicle owners may claim their plates through participating dealer stores.

During the consultative meeting, Regional Director Atty. Wendel C. Dinglasan directed all accredited dealers to cease the practice of batching the processing of new vehicle registrations and instead ensure the timely submission and processing of registration documents. The directive aims to address recurring concerns regarding the delayed issuance of Official Receipts (ORs) and Certificates of Registration (CRs). He further emphasized that dealers must do everything possible within their respective organizations to avoid delays in the registration of motor vehicles and ensure that clients receive efficient and timely service.

LTO-7 expressed its appreciation to all participating dealers for their continued partnership and support in bringing government services closer to the public and ensuring faster, more accessible plate distribution throughout Central Visayas.

Ipinag-utos ng Land Transportation Office (LTO), sa pamumuno ni Assistant Secretary Markus V. Lacanilao, ang agarang pag-isyu ng subpoena laban sa isang motorcycle vlogger na umano’y gumawa ng Show Cause Order (SCO) ng ahensiya na walang pahintulot at maaaring magbigay ng maling impresyon na ito ay isang opisyal na kautusan ng LTO.

Batay sa impormasyon na natanggap ng LTO, isang viral post sa page na “Luciver” ang naglalaman ng isang umano’y SCO at iba pang kaugnay na nilalaman na nagmumukhang opisyal na inilabas ng ahensiya. Dahil dito, agad na nagsagawa ng kaukulang aksyon ang LTO upang beripikahin ang pangyayari at tiyaking mapangalagaan ang integridad ng mga opisyal na dokumento at proseso ng ahensiya.

Sa inilabas na subpoena, inaatasan ang naturang vlogger na humarap sa Intelligence and Investigation Division (IID) sa LTO Central Office para sa isang clarificatory conference upang magpaliwanag kaugnay ng nasabing post.

Ayon kay Assistant Secretary Lacanilao, mahalagang mapanagot ang sinumang mapapatunayang gumagamit o nagpapakalat ng mga dokumentong maaaring magdulot ng kalituhan sa publiko at makasira sa kredibilidad ng mga opisyal na proseso ng gobyerno.

“Ang paggawa o pagpapakalat ng pekeng dokumento na nagpapanggap na opisyal na inilabas ng LTO ay isang seryosong usapin. Hindi natin hinahayaang magamit ang pangalan at awtoridad ng ahensya para sa pansariling interes o para lamang sa content. Hindi kukunsintihin ng LTO ang anumang gawain na nagdudulot ng kalituhan o maling impormasyon sa publiko. Mahalaga na mapanatili ang tiwala ng publiko sa mga dokumento at proseso ng ating ahensiya,” pahayag ni Lacanilao.

Patuloy namang pinaaalalahanan ng LTO ang publiko na tiyaking mula lamang sa mga opisyal na plataporma at tanggapan ng ahensiya ang kanilang pagbabatayan ng impormasyon upang maiwasan ang pagkalat ng maling balita at mga mapanlinlang na nilalaman.

With the increasing number of road crashes, LTO 7 remains committed to educate, enlighten, and encourage aspiring drivers about the importance of responsible driving and road safety awareness.

The 𝗙𝗥𝗘𝗘 𝗧𝗵𝗲𝗼𝗿𝗲𝘁𝗶𝗰𝗮𝗹 𝗗𝗿𝗶𝘃𝗶𝗻𝗴 𝗖𝗼𝘂𝗿𝘀𝗲 (𝗧𝗗𝗖) program will continue to expand across Cebu, Bohol, and remote areas to ensure that no community is left behind in promoting safe and responsible driving.

The 2-day program is open to all but only limited to 200 participants and is on a first-come first serve basis through coordination with the LGUs. Participants only need to shoulder the medical examination fee from an LTO-accredited clinic.

From March 16, 2026 up to present, a total of 𝟱𝟴𝟴 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝗻𝘁𝘀 have already participated in the FREE Theoretical Driving Course (TDC) program conducted by LTO 7 across Cebu including mountain barangays. The continuing initiative is dedicated to empower future drivers to take the first step and equip themselves with the knowledge and discipline needed to make our roads safer for everyone.

Makikita rin umano sa nasabing video na pinara ito ng mga pulis, ngunit sa halip na huminto ay iniwasan pa umano ang mga awtoridad.

Batay sa inisyal na imbestigasyon, posibleng managot ang rider sa kasong “Reckless Driving” at “Improper Person to Operate a Motor Vehicle” dahil sa kanyang paraan ng pagmamaneho na malinaw na naglalagay sa panganib hindi lamang sa kanyang sarili kundi pati sa ibang motorista at pedestrian.

Dahil dito, pinadadalo ng LTO ang rehistradong may-ari at/o rider sa itinakdang pagdinig na gaganapin sa tanggapan ng Intelligence and Investigation Division (IID) sa LTO Central Office upang magpaliwanag kung bakit hindi sila dapat patawan ng kaukulang parusang administratibo.

Nakasaad din sa kautusan na ang hindi pagdalo sa nasabing pagdinig ay ituturing na pagtalikod sa kanilang karapatang marinig, at magpapasya ang ahensya base sa mga ebidensyang hawak nito.

Bilang agarang hakbang, isinailalim na sa alarm status ang naturang motorsiklo habang preventively suspended naman sa loob ng siyamnapung (90) araw ang lisensya ng rider, na kinakailangang agad isumite sa IID.

Ayon kay LTO Chief, Assistant Secretary Markus V. Lacanilao, hindi dapat ginagawang aliwan o content ang mga delikadong gawain sa kalsada.

“Hindi katanggap-tanggap na ginagamit ang social media para ipakita at gawing normal ang iresponsableng pagmamaneho. Ang kalsada ay hindi lugar para sa pasikatan, karera o paggawa ng content na naglalagay panganib sa buhay ng ibang tao,” ani Lacanilao.

Binigyang-diin din na may malaking responsibilidad ang mga content creators dahil marami ang naiimpluwensyahan ng kanilang mga ipinapakita online.

“Kung ikaw ay may platform at maraming followers, mas lalo mong dapat gamitin ito para magpakita ng disiplina at responsableng pagmamaneho. Dapat nagsusulong ng road safety ang content, hindi paglabag sa batas trapiko,” dagdag pa niya.

Patuloy ding hinihikayat ng ahensya ang lahat ng motorista at content creators na maging mabuting ehemplo sa lansangan at gamitin ang social media sa pagpapalaganap ng responsableng pagmamaneho at kaligtasan sa kalsada.

Intensified Enforcement in Southwestern Cebu Starts June 2026

𝗟𝗧𝗢 𝗥𝗢𝗡𝗗𝗔 𝗧𝗢 𝗜𝗠𝗣𝗟𝗘𝗠𝗘𝗡𝗧 “𝗢𝗣𝗟𝗔𝗡 𝗛𝗘𝗔𝗗𝗦𝗔𝗙𝗘” 𝗔𝗖𝗥𝗢𝗦𝗦 𝗦𝗢𝗨𝗧𝗛𝗪𝗘𝗦𝗧 𝗖𝗘𝗕𝗨 𝗦𝗧𝗔𝗥𝗧𝗜𝗡𝗚 𝗝𝗨𝗡𝗘 𝟮𝟬𝟮𝟲

Under the directive of 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐀𝐭𝐭𝐲. 𝐖𝐞𝐧𝐝𝐞𝐥 𝐂. 𝐃𝐢𝐧𝐠𝐥𝐚𝐬𝐚𝐧 and through the supervision of District Chief Mhike Jelord Rollo of the LTO Ronda District Office, “𝐎𝐏𝐋𝐀𝐍 𝐇𝐄𝐀𝐃𝐒𝐀𝐅𝐄” will officially be implemented across the southwest municipalities of Cebu Province starting June 2026.

The intensified operation is in response to the alarming increase in motorcycle-related accidents in the south and is also aligned with the Balik Eskwela Program to ensure safer roads for students and the public.

The implementation will cover the municipalities of Barili, Dumanjug, Ronda, Alcantara, Moalboal, Badian, Alegria, Malabuyoc, Ginatilan, Samboan, and Santander.

The operation will strictly enforce Republic Act No. 10054 or the Helmet Use Law.

LTO Region 7 continues to urge the public to become responsible and disciplined road users as part of the collective effort to reduce accidents, prevent head injuries, and save lives on the road.
