The Presidential Agrarian Reform Council (PARC) Executive Committee convened its 153rd meeting on 04 March 2026, presided over by Atty. Kazel C. Celeste, Undersecretary of the Field Operations Office (FOO), in her capacity as PARC Council Secretary, to deliberate on key updates and policy matters in support of the continued implementation of the Comprehensive Agrarian Reform Program (CARP).

𝐏𝐀𝐑𝐂 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐚𝐭 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐬 𝐏𝐀𝐑𝐂𝐂𝐎𝐌 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐢𝐧 𝐈𝐬𝐚𝐛𝐞𝐥𝐚 𝐚𝐧𝐝 𝐂𝐚𝐠𝐚𝐲𝐚𝐧 | 𝟐𝟑–𝟐𝟕 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲 𝟐𝟎𝟐𝟔

As part of its regular monitoring and supervision of the operations of the seventy-six (76) Provincial Agrarian Reform Coordinating Committees (PARCCOMs) nationwide, the PARC Secretariat conducted a consultation, monitoring, and orientation activity in the Provinces of Isabela and Cagayan from 23–27 February 2026.

The activity was led by CARPO Estrella Jona B. Tabayoyong, together with Ms. Ma. Rowena G. Salida, Ms. Eugeneliza A. Garcia, and Region II Coordinator, Mr. Jasper Jay A. Tiaga.

The team provided updates and technical guidance on key matters related to the Comprehensive Agrarian Reform Program (CARP), further strengthening coordination, compliance, and the overall effectiveness of PARCCOM operations in the region.

This marks the first two PARCCOM provinces monitored by the PARC Secretariat this year under the leadership of Director Jocelyn O. Ramones, CESO IV.

152nd PARC Executive Committee (ExCom) Meeting Convened

Atty. Kazel C. Celeste, Undersecretary of the Field Operations Office (FOO), presided over the 152nd PARC Executive Committee (ExCom) Meeting in her capacity as PARC Council Secretary, ensuring the timely conduct of official business and deliberations on key agrarian reform matters.

She was joined by the ExCom Members, key officials from the CARP Implementing Agencies (CIAs), and PARC Secretariat Director Jocelyn O. Ramones, CESO IV, who presented key agenda items and assisted the Chair during the deliberations.

A productive two-day collaboration and review with key DAR officials and representatives from various DAR sectors as we revisit PARC ExCom AO No. 01, Series of 2007, ensuring that CARP policies remain relevant, clear, and responsive to today’s implementation needs.

𝐏𝐀𝐑𝐂𝐂𝐎𝐌𝐒 𝐀𝐑𝐁𝐎 𝐒𝐈𝐓𝐄 𝐕𝐈𝐒𝐈𝐓

The PARCCOMs conducted a site visit to the Cruzian Multi-Purpose Cooperative on 01 December 2025 in Barangay Sta. Cruz, Magalang, Pampanga. The Cooperative is a model Agrarian Reform Beneficiaries’ Organization (ARBO) that showcases the application of advanced agricultural technologies, including the Rice Processing System III, which has the capacity to process up to five (5) tons of palay per hour.

The learning visit showcased how sustained investments, innovation, and strong organizational leadership contribute to improved productivity, increased income, and enhanced resilience among agrarian reform communities. The PARC Secretariat and participating PARCCOMs likewise expressed their sincere appreciation to the Cruzian Multi-Purpose Cooperative for warmly hosting the delegation and sharing valuable best practices and innovations that enriched the activity.
