14β16 July 2026 β The Professional Engineering Training Division (PETD) of the National Engineering Center (NEC), in partnership with the Circulo Hotel Inc., recently concluded the training on Facilities Management Series I (FM 1) at Circulo Convention Center, Pueblo de Panay Township, Roxas City, Capiz. This extension service was attended by 28 participants and was tailor-made to support the professional growth and development of local practitioners in the region.
The three-day training program commenced with opening remarks from Ms. Victoria Hariette Ong-Banzon, President of Circulo Hotel Inc., Pueblo Food Inc., and Pueblo Wellness Gym Inc., who welcomed the participants and set the tone for an engaging and meaningful learning experience. Engr. Renato B. Ong, President of Rene Electrical Technology Center, then delivered a comprehensive introduction to strategic facilities management.
Engr. Ongβs session was designed to raise awareness of best practices and provide practical approaches in facilities management (FM) within a building environment. He stressed that the goal of FM is to improve facilities at reasonable costs and to localize FM approaches in the country. During the group presentations, Engr. Ong guided the participants in identifying the teams and departments responsible for facilities management in their respective organizations, evaluating the qualifications necessary to oversee these functions, and determining the facilities and areas within their respective scopes of responsibility.
Building on the programβs objective of providing essential knowledge and skills for effective facility management and operations and maintenance planning, the second day of the training was led by Dr. Joseph Gerard T. Reyes, former Professor of the UP Diliman Department of Mechanical Engineering and former Assistant Vice President for Facilities Management of the UP System.
In his first module, Prof. Reyes discussed the differences between FM and engineering maintenance management. He highlighted that no two buildings are exactly alike, emphasizing the need to tailor FM strategies to the specific characteristics and operating conditions of each building. In his second module on asset management principles and their applications in various contexts, he emphasized that facilities and asset managers should be involved throughout the entire life cycle of an asset, from initial planning and development through operation and eventual disposal, to ensure that FM considerations are integrated at every stage.
On the last day of the training, Prof. Reyes demonstrated how to compute the life cycle costs of assets before proceeding to the whole-day asset management workshop. Participants worked in groups to develop operating procedures and long-term maintenance plans for their assigned assets, calculate life cycle costs, and recommend appropriate end-of-life strategies.
During the presentations, Prof. Reyes evaluated the participantsβ outputs while emphasizing the importance of considering user needs in facility design and the valuable role of FM professionals in the planning and management process. He also highlighted that the goal of FM is cost savingsβnot simply choosing the cheapest optionβbut maximizing the value and extending the life of investments.
Congratulations to all our participants in Roxas City!
