At the onslaught of STS Kristine, there was this attorney in charge of disaster management of sort in Isabela who mentioned about overflow bridges (as if those are normally acceptable bridges). There;s no such thing as an overflow bridge, a bridge should be designed and constructed as to be above the Mean HIgh Water level of the body of water above which it is constructed. Talk about government officials who don't know what they say in public. Those bridges should be condemned and be redesigned and reconstructed with the the aid of enough hydrological studies, not just structural and civil aspects. With such double-talking government officials, this country is far from being a developed country.

When it comes to liquid containing structures, the design criteria that governs is the crack width. - it is THE boss, it calls the shots, not flexure, not shear, not settlement of foundation. It is not unlike PBD, because forces do not govern but the structure's performance does, and it does not care what the code says just as PBD is not code-compliant. Once unacceptable crack occurs, then seepage will come in to corrode the rebars, eventually infiltrating the bottom of the foundation and before you know it, the structure will collapse.

Designers of the proposed North Luzon East Expressway may consider the recent massive flooding in San Miguel, Bulacan due to typhoon Karding (Noru), so that a viaduct similar to and perhaps the same length (or perhaps even longer) of Candaba Viaduct of the NLEX be erected at the San Miguel - Gapan, Nueva Ecija area.
