This page is managed by the SAAD - National Program Management Office (NPMO). "SAAD, kaagapay sa maunlad na buhay." ๐ŸŒพ The Special Area for Agricultural Development (SAAD) Program of the Department of Agriculture (DA) is essentially anchored in addressing poverty in remote rural landscapes where the underrepresented communities reside. The program is committed to the development of marginalized Filipino communities by improving their economic conditions through the creation of livelihood opportunities in the agriculture and fishery sectors. Since its inception in 2017, SAAD has made transformative changes in advancing the welfare of the most marginalized farmers and fishers in select โ€œspecial areasโ€ across 30 provinces in the country. From providing food on every Filipino table, SAAD Phase 2โ€™s main objective is to develop its beneficiaries from producers to agri-entrepreneurs through the adoption of updated farming/fishing practices and technologies; incorporation of product development and value addition through processing, and introduction of sustainability concepts through marketing activities.

Kapag marami ang ani pero pabago-bago ang presyo, may mga gulay na nauuwi sa pagkaaksaya. Kaya para sa 30 farmer-beneficiaries ng Calvario Farmers Association (CAFA) sa Lila, Bohol, naging pagkakataon ang processing training ng DA-SAAD na matutunan kung paano gawing bagong produkto ang kanilang mga aniโ€”mula sa banana at taro chips hanggang pickled vegetables at malunggay powder.

Bukod sa bagong recipe na naiuuwi ng mga magsasaka, natutunan din nila ang tamang food handling, packaging, sealing, at pagkuwenta ng production costs at presyo.

Sa ganitong paraan, tinutulungan ng DA-SAAD ang CAFA na magkaroon ng dagdag na paraan para mapakinabangan ang kanilang ani, mabawasan ang post-harvest losses, at makahanap ng panibagong oportunidad para sa kanilang samahan at pamilya.

ProduktongSAAD | Sariwang Kamote mula Sinabugan

Sariwa mula sa bukid, mahigit 244 kilo ng kamote ang naani ng Sinabugan Farmers Association (SFA) sa Bagulin, La Union, matapos ang halos tatlong buwang pag-aalaga sa kanilang taniman.

Itinanim ng SFA members ang Taiwan variety sweet potato noong Hunyo 21, 2026. Pagsapit ng Setyembre 16โ€“17, panahon na para hukayin at anihin ang mga ugat na kanilang inalagaan mula pagtatanim hanggang paghinog.

Mula sa bukid hanggang hapag, maraming puwedeng gawin sa kamote. Maaari itong pakuluan, ihawin, iprito, gawing meryenda, o gamitin bilang sangkap sa ibaโ€™t ibang kakanin at pagkain. Maaari rin itong ibenta nang sariwa para sa mga mamimiling naghahanap ng lokal na produktong bukid.

Ang 244-kilogram na ani ay maaaring magsilbing suplay para sa pagkain ng mga pamilya, habang ang bahagi ng ani na maibebenta ay maaaring maging dagdag na kita para sa mga miyembro ng asosasyon.

Para sa SFA, bawat ani ay pagkakataong maipakita ang produktong kayang likhain ng kanilang mga magsasaka kapag sama-samang pinagyaman ang kanilang produksyon.

Mula sa mga punlang itinanim noong Hunyo, ngayon ay mayroon silang sariwang kamoteng maaaring ihain, iproseso, o ibenta.

Sa susunod na naghahanap ka ng produktong lokal para sa iyong hapag, baka kamote mula sa Sinabugan ang hanap mo.

The Department of Agriculture โ€“ Special Area for Agricultural Development (DA-SAAD) Central Luzon continued to strengthen the organizational and operational capacity of its partner cooperatives and farmer organizations through sustained engagement and capacity-building initiatives.

As part of these efforts, DA-SAAD conducted a Civil Society Organization (CSO) Deliberation last September 8, 2026, at the DA-RFO Training Room, DMGC, Maimpis, City of San Fernando, Pampanga.

How does SAAD track product value?

Monitoring doesnโ€™t stop once products are harvested! SAAD also looks at how these products are handled, processed, and prepared for the market through two important records:

๐—ฃ๐—ผ๐˜€๐˜๐—ต๐—ฎ๐—ฟ๐˜ƒ๐—ฒ๐˜€๐˜ ๐—ฅ๐—ฒ๐—ฐ๐—ผ๐—ฟ๐—ฑ๐˜€ track how products are handled after harvest, their value and sales, and the factors that contribute to the livelihood project's success or challenges.

For beneficiary groups engaged in processing, these ๐—ฃ๐—ฟ๐—ผ๐—ฐ๐—ฒ๐˜€๐˜€๐—ถ๐—ป๐—ด ๐—ฅ๐—ฒ๐—ฐ๐—ผ๐—ฟ๐—ฑ๐˜€ document how raw products are transformed into value-added goods. They help track product development and the steps taken to create marketable products.

Through these records, SAAD can better understand what happens beyond production - from postharvest handling to processing - and assess how these activities contribute to the livelihood project's performance.

Mula sa pagtatanim at pag-aalaga hanggang sa pagpoproseso at sama-samang pagkilos, makikita ang kanilang mga hakbang tungo sa pag-unlad.

Kasama nila ang SAAD CALABARZON sa paggabay at paglinang ng mga oportunidad.

Dati, nakadepende sa natural hatching ang mga farmer associations sa Davao Region para dumami ang kanilang native chickens. Sa bawat itlog, hindi tiyak kung ilan ang mapipisa.

Ngayon, may bagong katuwang ang UGMAD TRESE, DIFAS, at LIFAS at ito ang mga incubator units na may genset mula sa DA-SAAD, para mas mapataas ang hatching rate at mas mapalawak ang kanilang produksyon. Sa functionality testing, 90 sa 98 fertile eggs ang matagumpay na napisa, katumbas ng 91% hatching rate.

Sa pamamagitan ng teknolohiyang ito, tinutulungan ng DA-SAAD ang mga samahan na gawing mas episyente ang pagpaparami ng native chicken at magkaroon ng mas matibay na pundasyon para mapalago ang kanilang livelihood enterprise.
