Despite the BARMM government's fiscal autonomy, it DOES NOT ALLOW it to delay or withhold GSIS remittances.

A suit or administrative complaint against this agency for delaying the remittance of GSIS contributions may be filed. Under Republic Act No. 8291 (The GSIS Act of 1997), government agencies are mandated to remit both the employee's and employer's shares within the first ten (10) days of the calendar month following the month to which the contributions apply.

While the Bangsamoro Organic Law (RA 11054) grants the region significant control over its budget and revenue, it remains subject to national laws governing civil service and social security.
