✅ Magtatag ng Committee on Decorum and Investigation (CODI);
✅ Magpatupad ng kaukulang disiplina laban sa mga sangkot sa GBSH;
✅ Tiyaking agad na naaaksyunan ang mga ulat at reklamo;

On June 3, 1571, the Battle of Bangkusay (Bancusay) saw the death of the nameless leader of Macabebe who stood up against the Spanish. Gathering forces from Bulacan and Pampanga aboard 20 to 40 caracoas, fast warships used in raiding, the Macabebe leader proceeded first to Lakandula's domain to convince them to join the fight against Spain.

However, as Lakandula appeared committed to honor the peace with the Spanish, the Macabebe leader was only able to gain the support of one of Lakandula's sons. He was also supported by Lakandula's nephew, Rajah Sulayman (Soliman), who engaged the Spanish in battle a year earlier. Meanwhile, the Spanish having heard of as many as 2,000 warriors coming from north of Manila, Governor General Miguel Lopez de Legazpi sent two of his men to confirm if they have come for peace.

The Macabebe leader, however, declared, "The sun gave me life, and I must not be disgraced in the eyes of my women, who would detest me, if they thought I was capable, of being on friendly terms with the Spaniards." He then challenged the Spanish at Bangkusay.

While their caracoas were armed with one to two cannons each, likely lantakas, and opened fire along with a barrage of arrows, it was said none of the Spanish soldiers were harmed. Led by Legazpi's maestre de campo, Martin de Goiti, the Spanish ships were fastened together by twos, maintaining a slow advance through the estuary until their opponent was in range. When it was the Spaniards' turn to fire with their guns, the local forces retreated to a nearby fortress which was also equipped with cannons. The Spanish pursued them. After the battle, up to 500 prisoners were captured by the Spanish, among them Rajah Sulayman.

The unnamed Macabebe leader, however, was not to see the freedom he sought. He was reportedly killed by musket fire during the fight.

The nameless leader who fought the Spanish is honored by a statue in Macabebe, Pampanga.

Speculated names include Tarik Sulayman (Tariq Suleiman) and Bambalito. Available primary sources, however, did not appear to name the Kapampangan chief.
