The Department of AgricultureโRegional Field Office I (DA-RFO I), through its Regulatory Division, in collaboration with the Animal Health and Welfare Division of the Bureau of Animal Industry (BAI-AHWD), spearheaded a training session on the concept of animal welfare and the Animal Welfare Act (AWA) for the PNP personnel of La Union, held at the DA-RFO I Conference Room.
The training aimed to promote collaboration among the PNP, DA-RFO I, BAI-AHWD, LGUs, and other stakeholders by strengthening inter-agency cooperation in addressing animal welfare concerns at the local and provincial levels.
One of the key topics discussed was the Animal Welfare Law. Dr. Sheng Ordinario highlighted the five domains of animal welfare, which are designed to systematically identify different forms of welfare issues, including nutrition, health, environment, mental state, and behavior.
The training also aimed to equip PNP officers in La Union with the knowledge and skills necessary to effectively respond to cases of animal abuse and neglect in accordance with Republic Act No. 8485, or the Animal Welfare Act of 1998, as amended by RA 10631. This law mandates the humane treatment of all animals and penalizes acts that cause them unnecessary pain or suffering.
The training emphasized that the PNP played a frontline role in safeguarding animal welfare by ensuring that reports of abuse or cruelty are taken seriously and acted upon promptly. They were expected to collaborate closely with LGUs, DA-RFO I, the Bureau of Animal Industry (BAI), and other stakeholders to ensure that animal welfare laws are effectively implemented at the grassroots level.
Ultimately, the training empowered the PNP not only as law enforcers but also as advocates of humane treatment for animals, reflecting a broader commitment to community safety, ethical responsibility, and the One HealthโOne Welfare principles. #

The Department of Agriculture Regional Field Office 1 through its Regulatory Division has intensified its efforts in strengthening plant pest surveillance as part of its mandate to safeguard plant health and ensure biosecurity. In line with this, implementers from the Regulatory Division participated in the Training on Plant Pest Surveillance organized to capacitate field personnel on the latest surveillance methodologies, identification of major plant pests and diseases of rice.
An actual field surveillance activity was conducted at Brgy. Paitan West, Sual, Pangasinan. Participants were grouped and deployed to carry out pest scouting, damage assessment, and geotagging of sample locations. The activity provided hands-on experience in:
1. Identifying rice pests and signs of infestation.
2. Collecting pest samples and prepared them for identification.
3. Applying standard surveillance protocols under real field conditions.
The field exposure significantly enhanced the practical knowledge and confidence of the participants in conducting actual pest surveillance operations.
Lectures and presentations were delivered by key experts from the Regional Crop Protection Center (RCPC) and the Field Operations Division (FOD), focusing on morphology and growth stages of rice, pest surveillance frameworks, pest identification, and other related topics.
The Training on Plant Pest Surveillance, complemented with field activity, proved to be a valuable capacity-building initiative for the implementers of the Regulatory Division. It not only deepened the participants' theoretical understanding of surveillance protocols but also provided a practical platform to apply these learnings in a real-world setting. As plant pest threats continue to pose risks to agricultural productivity and trade, the enhanced competencies gained from this activity will significantly contribute to more effective, timely, and science-based pest surveillance efforts in the region. Sustained support, continuous training, and field implementation are essential to uphold the integrity and responsiveness of our plant health monitoring systems.
