Nagsagawa ng public hearing ang 12th Sangguniang Bayan nitong Oktubre 8, 2026 sa SB Session Hall, kaugnay ng mga reklamo sa patuloy na pagbebenta ng mga subdivided lots ng Sorata Realty Development Corp., kabilang ang alegasyon ng kawalan ng License to Sell (LTS), pending refunds ng mga buyer na umatras sa kanilang mga transaksyon, at iba pang concerns hinggil sa unauthorized land sellers. Pinangunahan ang hearing ng Committee on Housing and Land Utilization sa pamumuno ni Kgg. John Paul D. Gozun, kasama sina Kgg. Trina D. Guevarra, Lourdes G. Sicat at Ariel B. Bonus. Dumalo rin sina Municipal Vice-Mayor Jonathan R. Pangan at Municipal Mayor Rodencio S. Gonzales.

Tinalakay sa hearing ang mga reklamo ng mga buyer, partikular ang kanilang mga pending refunds at ang mga legal na hakbang na maaari nilang gawin. Humingi rin ng legal advice ang committee sa Municipal Legal Office, sa pangunguna ni Atty. Chel, kaugnay ng mga reklamong inihain at sa usapin ng kawalan umano ng kaukulang License to Sell. Sa gitna ng mga reklamong patuloy na natatanggap, binigyang-diin sa hearing ang umano’y paulit-ulit na panlilinlang sa mga mamimili ng lupa, partikular ang mga buyer na naghihintay ng refund matapos umatras sa kanilang mga transaksyon.

Ilang hearing na rin ang isinagawa ng Sangguniang Bayan upang mabigyan ng pagkakataon ang mga apektadong buyer na maiparating ang kanilang mga reklamo at upang matulungan silang makahanap ng nararapat na solusyon. Gayunman, sa kabila ng mga naging pagdinig at mga pagkakataong ibinigay upang maresolba ang mga usapin, nananatili umano ang problema, kabilang ang hindi pagharap o hindi pagkakaayos ng ilang pending refunds. Dahil dito, mariing binigyang-pansin ng committee ang bigat ng epekto nito sa mga Mexicano na naglabas ng kanilang pinaghirapang pera para sa pagbili ng lupa.

Sa naturang pagdinig, iminungkahi ni Kgg. John Paul D. Gozun na ideklarang persona non grata o hindi kanais-nais na panauhin sa Bayan ng Mexico si Chrisfrenh ower C. Hidalgo, kaugnay ng mga reklamong inihain at sa kabila ng mga naunang pagdinig na isinagawa ng Sangguniang Bayan. Sinang-ayunan naman ito ni Vice-Mayor Doc Pangan, na naghain ng pormal na mosyon sa komite na sinang-ayunan at sinuportahan din ang mosyon ni Kgg. Lourdes G. Sicat.

Tinalakay rin ang concerns sa iba pang nagbebenta ng mga lupa sa tingi-tinging paraan nang walang kaukulang lisensya. Sa pagtatanong ni Vice-Mayor Doc Pangan, binigyang-diin niya ang kalagayan ng mga buyer na siyang direktang naaapektuhan ng ganitong mga transaksyon.

“Paano ang mga bumili? Sila ang pinaka-apektado. Kawawa sila.”

Binigyang-diin din ni Mayor Ruding Gonzales ang kahalagahan ng pag-iingat ng mga mamimili bago bumili ng lupa. Hinimok niya ang mga prospective buyer na magsagawa muna ng kaukulang verification at inspection upang maprotektahan ang kanilang pinaghirapang pera. Nauna ring nagpaalala si Kgg. John Paul D. Gozun na kung sobrang mura ang isang alok na lupa, dapat maging maingat ang mamimili dahil maaaring may kaakibat itong problema o legal na usapin.

Para sa mga apektadong buyer, hinihikayat na makipag-ugnayan sa Municipal Legal Office upang malaman ang nararapat na legal na hakbang at kung paano maipagtatanggol ang kanilang mga karapatan.

Patuloy na tututukan ng Sangguniang Bayan ang mga ganitong reklamo upang maprotektahan ang mga mamamayan at matulungan ang mga apektadong buyer sa loob ng mandato ng lokal na pamahalaan.

On Third and Final Reading, the 12th Sangguniang Bayan of Mexico, Pampanga approved Proposed Measure Nos. 094-2026 and 095-2026, which seek to institutionalize the Municipal Environment and Natural Resources Office (MENRO) and the Municipal Disaster Risk Reduction and Management Office (MDRRMO).

Under Proposed Measure No. 094-2026, the MENRO will be institutionalized as the municipal office responsible for the protection and management of the environment and natural resources of Mexico. It also provides for the office’s organizational structure, powers, duties and functions, as well as the necessary funding for its operations.

Meanwhile, Proposed Measure No. 095-2026 provides for the institutionalization of the MDRRMO as the primary municipal office responsible for disaster risk reduction and management. It aims to strengthen the municipality’s preparedness, risk reduction efforts, disaster response, and other necessary measures to protect lives, property, and the welfare of the people of Mexico.

The proposed measures were reviewed and deliberated upon by the Committee on Finance, Ways & Means and Appropriations and the Committee on Appointments & Government Reorganization, Labor & Employment, which conducted the necessary discussions and evaluation of the proposed organizational structures, functions, and funding requirements of the two offices. The two proposed ordinances were authored by Hon. John Paul D. Gozun and sponsored by Hon. Lourdes G. Sicat and Hon. Ma. Angela B. Pangan, with the support of the Sangguniang Bayan through thorough deliberation and review of the proposed provisions.

The passage of these measures also reflects the continuing efforts of Municipal Mayor Ruding Santos Gonzales to strengthen the necessary offices and mechanisms of the Municipal Government for environmental protection and more effective disaster risk reduction and management. Through the cooperation of the Executive and Legislative branches, the measures seek to establish clearer systems, better coordination, and stronger institutional support for environmental and disaster-related programs.

The institutionalization of the MENRO and MDRRMO is an important step toward establishing a clearer and more sustainable framework for environmental management and disaster risk reduction in the Municipality of Mexico. With dedicated offices in place, the municipality can further strengthen planning, coordination, program implementation, and response to environmental and disaster-related concerns.

The approval of these two ordinances on Third and Final Reading forms part of the continuing legislative work of the 12th Sangguniang Bayan, under the leadership of Municipal Vice-Mayor Doc Pangan, in developing policies and measures that respond to the present needs of the municipality and help prepare Mexico for future challenges.

The 12th Sangguniang Bayan of the Municipality of Mexico convened its 62nd Regular Session on October 6, 2026, at the Sangguniang Bayan Session Hall, taking up key measures on disaster preparedness, environmental governance, local finances, business regulation, and other community concerns.

Among the major legislative actions during the session was the Third and Final Reading of Proposed Measure Nos. 094-2026 and 095-2026, institutionalizing the creation of the Municipal Environment and Natural Resources Office (MENRO) and the Municipal Disaster Risk Reduction and Management Office (MDDRMO). The proposed ordinances provide for the organizational structure, powers, duties and functions, and funding requirements of the two offices, strengthening the municipality’s capacity to address environmental concerns and disaster risks.

Disaster preparedness also remained a key focus as the Sangguniang Bayan approved measures involving the municipality’s 2027 disaster risk reduction programs and long-term planning. Proposed Resolution No. 461-2026 approves the Local Disaster Risk Reduction and Management Plan (LDRRMP) for CY 2027–2029, while Proposed Resolution No. 462-2026 approves the proposed programs to be funded under the 5% Local Disaster Risk Reduction and Management Fund (LDRRMF) for CY 2027, amounting to ₱49,294,700.00.

In support of barangay fiscal management, Proposed Resolution No. 460-2026 was considered on Second Reading, approving the Supplemental Budget for CY 2026 of Barangays Divisoria, San Roque, and Pandacaqui. Local economic activity was likewise addressed through the continued deliberation on business permit applications. Proposed Resolution No. 452-2026 covers the application of Mr. Edward S. Mercado to establish, maintain, and operate Mergon Gasoline Station in Barangay Pandacaqui, while Proposed Resolution No. 455-2026 concerns the application of Ms. Marilyn C. Ko to establish and operate Kem-Kang Tofu Merchandise in Barangay Anao.

Several matters were also referred to the appropriate committees for further review. These include Barangay Suclaban’s proposed Supplemental Budget No. 2 for CY 2026 and the application of WTO Steel Corporation to establish a wholesale business of hardware and construction materials with warehouse in Barangay San Juan.

Environmental management and solid waste concerns were also brought before the Council through the letter of the Municipal Mayor endorsing the proposal of Juniper 3 Procurement Corp. regarding a Solid Waste Gasification Machine (SWGM). The matter was referred to the Committee on Energy, Environment & Natural Resources for review and appropriate action.

Meanwhile, a letter of concern regarding the continued sale of subdivided lots by Sorata Realty Development Corp., including the alleged absence of a License to Sell (LTS), pending refunds of buyers who withdrew from their purchases, and concerns involving other unauthorized land sellers, was referred to the Committees on Housing & Land Utilization and Ordinances & Legal Matters for further study.

The session also included Proposed Resolution No. 467-2026, expressing the sincere appreciation of the Sangguniang Bayan to Francisco “Kits” Garcia Tolentino for his dedicated, faithful, and exemplary service as Secretary to the Sanggunian of Mexico, Pampanga.

From strengthening the municipality’s disaster preparedness and environmental governance to addressing barangay finances, local business activity, consumer and land-related concerns, the measures taken up during the session reflect the continuing legislative work of the 12th Sangguniang Bayan in responding to the needs and concerns of the people of Mexico.

Under the leadership of Municipal Vice-Mayor Doc Pangan, the Sangguniang Bayan continues to pursue responsive legislation through deliberation, committee work, and consultation, working toward stronger local governance and better public service for every Mexicano.

Members of the Sangguniang Bayan of Mexico, Pampanga personally visited the wake of Francisco “Kits” Garcia Tolentino, former Secretary to the Sanggunian of Mexico, Pampanga, to present Proposed Resolution No. 467-2026, commending and expressing the sincere appreciation of the Sangguniang Bayan for his dedicated, faithful, and exemplary service.

The resolution was received by his family as the Sangguniang Bayan expressed its heartfelt gratitude for his years of dedicated service and valuable contribution to the institution and to the Municipality of Mexico.

Present during the presentation were Hon. Ma. Angela B. Pangan, Hon. Lourdes G. Sicat, Hon. Trina D. Guevarra, Hon. Tristar P. Sotto, Hon. Ariel B. Bonus, Hon. Vince C. Balajadia, and Hon. John Paul D. Gozun.

Buong suporta ng Sangguniang Bayan ang Mexico Cup U19 Basketball League 2026, isang inisyatiba ng Office of the Municipal Mayor sa pamumuno ni Mayor Ruding Gonzales, katuwang ang Local Youth Development Office (LYDO), na nagsimula nitong October 4 sa Mexico Mini Convention Center.

Kinatawan ng 43 barangay ng Mexico ang mga kabataang lumahok sa liga. Nakiisa rin sa opening ceremony ang mga Sangguniang Kabataan (SK) Chairperson at mga Barangay Captain mula sa iba’t ibang barangay.

Nakiisa rin sa programa sina Vice-Mayor Doc Pangan at mga miyembro ng Sangguniang Bayan na sina Hon. Ma. Angela B. Pangan, Hon. Lourdes G. Sicat, Hon. Trina D. Guevarra, Hon. JohnPaul D. Gozun, Hon.
