NAGA CITYโ The Department of Agrarian Reform (DAR) Camarines Sur II is intensifying its efforts to accelerate the issuance of individual land titles to agrarian reform beneficiaries as the Support to Parcelization of Lands for Individual Titling, or Project SPLIT, approaches its final year in 2027.
To strengthen implementation, the Provincial Project Management Office, DAR Municipal Offices, and the SPLIT Legal Team convened on May 5 to 6 at Sundaze Hotel in Concepcion Pequeรฑa, Naga City.
The conference focused on refining strategies, addressing operational concerns, and streamlining legal processes related to the parcelization of collective land titles.
In his opening message, Engr. Rodel C. Martirez, OIC-Provincial Agrarian Reform Program Officer II and SPLIT Project Manager, said the activity aimed to provide timely updates on project deliverables and address the Problems, Issues, Needs, and Concerns identified by the legal team.
Adonis H. Dolanas, OIC-Provincial Agrarian Reform Program Officer II and Parcelization Component Coordinator, presented the directives from the recent first-quarter National Assessment held in Clark, Pampanga. He also discussed proposed measures to further speed up the release of electronic titles to agrarian reform beneficiaries.
DAR officials underscored the importance of close coordination between the Legal and Operations teams to ensure data integrity, faster processing, and the efficient delivery of titles.
Atty. Ira Sheena H. Magayanes, Attorney IV, reported that the 2025 target caseload for reissuance and correction cases had already been completed, with no remaining balance from the previous year.
She also announced that September 2026 will serve as the cutoff for filing Agrarian Law Implementation cases to allow sufficient time for their resolution before the end of the year.
Jan Nikka A. Estefani, Legal Assistant II, reported that the office had completed 974 SPLIT-ALI cases as of 2025. Of this number, 839 orders were transmitted to the DAR Regional Office, while 693 were granted and are now awaiting certificates of finality.
For 2026, DAR Camarines Sur II is targeting 130 Collective Certificates of Land Ownership Awards. SPLIT personnel expressed confidence that the target can be achieved through continued coordination and focused implementation.
Several logistical concerns and special cases were also addressed through open dialogue. On the second day, participants took part in a workshop to identify the remaining documents needed to complete pending ALI cases.
โ2026 is a very crucial time for Project SPLIT,โ said Atty. Frances Claire R. Caceres-Agna, emphasizing the need to harmonize workflows as DAR continues to fulfill its agrarian reform commitments.
