PCIC to open agri-related courses
PAGADIAN CITY Mayor Sammy Co has announced that the Pagadian City International College (PCIC) will soon offer agriculture-related courses in line with the school’s long-term goal to offer research and expansion programs that will match the city’s employment and specific industry requirements.
Mayor Co is the chairman of the Board of PCIC's Trustees.
PCIC courses in its old Curriculum are 4-Year Bachelor of Science in Tourism Management, 2-Year Diploma in Midwifery, 4-Year Bachelor of Public Administration and 4-Year Bachelor in Multimedia Arts.
“The city government’s intention has always been clear: To make education not only accessible to students but use it to help families make their lives better," Co said.
"The intention is for us to help our people. Because education matters the most, we at the city government has this initiative to be part of a solution in addressing the needs of our students and their families," he added.
The PCIC, which was established through City Ordinance No. 2021-479 signed by Co, started its operations in August 2021.
Funds for the operations and management of the college is included in the city government’s executive budget.
So as not to compete with private universities in the city, PCIC's courses are not regularly available in private learning institutions.
Co has envisioned the college to provide public administration, midwifery, tourism management, vocational-technical courses, and other degrees that would meet the manpower demand and other relevant needs that will help accelerate the city’s economic development.
In offering agriculture-related courses, Mayor Co said that “the PCIC already has demo farms which can be used once agricultural courses are added in its program offerings.”
The move, he added, will make the learning institute’s curriculum aligned with the food security thrust of President Ferdinand Marcos Jr.
“The President has said that we all need to plant, plant, plant so we will have enough food on the table, and money in our pockets. The city government is supportive of this initiative,” Co said.

ON TIDBITS ONE MAY WANT TO KNOW
THE RAPID flow of significant events in the past several days affecting our city’s development, growth and progress is a hindrance to focus on one or two particular issues or subjects worthy of readers’ precious time. Resort to tidbits would seem the sole avenue to give justice to this space generously provided by our publisher, Mr. Charnyl Albarracin who celebrated his natal day a few days ago. Had Charnyl failed to include me in the list of handful guests from media to enjoy a sumptuous early dinner with his family and close friends, I would still be groping in the dark that just about a hundred meters farther from my residence along Arao Avenue a love nest sits atop a hill. This home that shields Charnyl, his wife and two kids from elements is not as pricey as those in Beverly Hills, CA, USA but I can bet my bottom dollar, both are installed with some of the most modern home-convenience-gadgets.
The past few days also brought me to a couple of military camps, the first one, a part of my job description was to pitch in for our City Mayor during the Change of Command in Camp David Sabido in Guipos, Zamboanga del Sur, home of the 53rd Infantry Battalion. The other was not job related but more of a filial responsibility as es**rt of my granddaughter Most Senior Pagadian City Councilor Sam Tyra Co, who was a personal guest of the incoming Division Commander of the 1st Infantry “Tabak” Division at Camp Major Cesar L. Sang-an in Labangan town. Another significant event was the meeting/conference of almost all the Regional Directors/Heads of various national agencies. Most of them have already buildings inside the Regional Center Complex while a few in other parts of the city. About 10 or more buildings are ongoing construction also in the Regional Center Complex. The Regional Directors/Heads were contributing their own ideas how to further develop the Regional Center Complex as they were informed by the City Mayor that the city government has funds to provide amenities and other needs of the officials and employees as these agencies are in the process of finally transferring to Pagadian City.
The latest and I surmise is the most significant event was the Meet and Greet activity sponsored by the city government during the visit of DILG Secretary Benhur Abalos held at the Pagadian City Hall compound. It was really a memorable event as the good Secretary by the way he conducted himself during meeting and observed by those who were present can really hold his own and is more than equal to his task of supervising major agencies of the government such as the PNP, the Bureau of Fire and BJMP on one hand and all local governments starting from Governors down to Mayors and barangay officials. As a former City Mayor of Mandaluyong for a good number of years and former Chairman of MMDA, Abalos is certainly far from being a novice in dealing with local officials and grassroots constituency. No wonder he held all barangay officials and those of various agencies under his supervision spellbound. The city’s lady barangay captains were so comfortable during their dialogue, and no one except perhaps the Abalos core group who knew their boss had slept less than a couple of hours the previous night wanted it badly to end. #

16 underground organizations of CPP-NPA-NDF declared terrorist groups
CAMP SANG-AN, ZAMBOSUR — The Anti-Terrorism Council (ATC) designates 16 underground organizations (UGOs) of the Communist Party of the Philippines—New People’s Army—National Democratic Front of the Philippines (CPP-NPA-NDF a.k.a. NDFP) as terrorist groups of persons, organizations, or associations per Resolution No. 28 (2022).
The resolution was approved on January 22, 2022, signed by the National Security Adviser Vice-Chairperson Hermogenes C. Esperon Jr, following the designation of the CPP-NPA as terrorist organizations on Dec. 9, 2020, and the NDF a.k.a. NDFP on June 23, 2021.
As cited in Article IX of the CPP Constitution, NPA is under the absolute leadership of the CPP, while Article X provides that the CPP leads the united front in which the NDF a.k.a. NDFP is the most consolidated underground front organization of the basic revolutionary forces.
Testimonial evidence from former NPA members, validated information, documentary evidence, and publications of the CPP and NDF a.k.a. NDFP backed the decision of the ATC.
Further, the statement of Jose Maria Sison during the 48th NDF Anniversary on April 24, 2021, citing the 16 UGOs as allied organizations of the NDF a.k.a. NDFP justified their designation as terrorist groups who commit, attempt to commit, or conspire to commit acts defined and penalized under Sections 4-12 of the Anti-Terrorism Act (ATA) of 2020.
The ATC designated the following 16 UGOs of the CPP-NPA-NDFP a.k.a. NDFP:
1. Revolutionary Council of the Trade Unions (RCTU);
2. Katipunan ng mga Samahang Manggagawa (KASAMA) or Federation of Labor Organizations;
3. Pambansang Katipunan ng mga Magbubukid (PKM) or National Associaton of Peasants;
4. Malayang Kilusan ng Bagong Kababaihan (MAKIBAKA) or Patriotic Movement of New Women;
5. Kabataang Makabayan (KM) or Patriotic Youth;
6. Katipunan ng Gurong Makabayan (KAGUMA) or Association of Patriotic Teachers;
7. Makabayang Samahang Pangkalusugan (MASAPA) or Patriotic Health Association;
8. Liga ng Agham para sa Bayan (LAB) or League of Scientists for the People;
9. Lupon ng mga Manananggol para sa Bayan (LUMABAN) or Committee of Lawyers for the People;
10. Artista at Manunulat ng Sambayanan (ARMAS) or Artists and Writers for the People;
11. Makabayang Kawaning Pilipino (MKP) or Patriotic Government Employees;
12. Revolutionary Organization of Overseas Filipinos and their Families (COMPATRIOTS);
13. Christians for National Liberation (CNL);
14. Cordillera People’s Democratic Front (CPDF);
15. Moro Resistance Liberation Organization (MRLO); and
16. Revolutionary Organization of Lumads (ROL)
Moreover, the designation places the financial assets and properties of the 16 UGOs subject to the authority of the Anti-Money Laundering Council (AMLC) to investigate and freeze the same pursuant to Section 11 of RA 10168 or the Terrorism Financing Prevention and Suppression Act of 2012 (TFPSA).
