As the sole and main planning and policy-making, regulatory, program coordination and performance monitoring entity for all housing, human settlement and urban development, DHSUD primarily focuses on providing access to decent, affordable, resilient and sustainable housing communities to all Filipinos, particularly the underprivileged and those in the low-income bracket. It is responsible for the development and adoption of a national strategy to ensure the alignment of the policies, programs and projects of all its attached agencies under the flagship BALAI Program which stands for Building Adequate, Livable, Affordable and Inclusive Filipino communities. The DHSUD’s Central Office can be found in the heart of Quezon City, while its sixteen Regional Offices are located in key cities around the country, ensuring its ample representation nationwide to deliver its core functions and services to every Filipino. It has three main bureaus, namely, the Environmental, Land Use and Urban Planning and Development; Housing and Real Estate Development Regulation; and Homeowners Association and Community Development. The bureaus are complemented by eight supporting services – the Internal Audit, Public Assistance, Public Housing and Settlements, Legal, Planning, Administrative, Finance, and Knowledge Management and Information Systems. The DHSUD also exercises oversight functions over its attached agencies called key shelter agencies (KSAs), namely, the National Housing Authority, Home Development Mutual Fund or Pag-IBIG Fund, Social Housing Finance Corporation and National Home Mortgage Finance Corporation in terms of policy and program coordination, monitoring and evaluation. The Human Settlements Adjudication Commission assumes the adjudication functions of HLURB. Del Rosario currently leads and is the first ever head of the DHSUD. Aiding him in steering the department are Undersecretaries Marylin Pintor, Meynardo Sabili and Zyril Carlos, and Assistant Secretaries Avelino Tolentino III, Leira Buan and Melissa Aradanas. Guided by professionalism, integrity, accountability, competence and commitment, DHSUD also focuses on its mission of promulgating and enforcing enabling policies, plans and regulations on land use, housing and urban development and homeowners associations towards sustainable and resilient communities. and empowering stakeholders in the formulation and implementation of the department’s plans and programs. Ultimately, the DHSUD will move forward with its vision of decent housing in well-planned communities for every Filipino family.
