A Well-Deserved Milestone: Dave M. Barrot Officially Takes Oath as Provincial Director
A proud and meaningful milestone for the DILG-Zamboanga del Sur Provincial Office as Dave M. Barrot officially took his oath following his appointment as Provincial Director on May 23, 2026 at the Regional Trial Court Branch 19, Pagadian City, before Executive Judge Hon. Romeo T. Descallar.
The appointment marks another significant achievement in his years of dedicated public service and steadfast commitment to advancing responsive, accountable, and effective local governance. Through his leadership, humility, integrity, and outcome-driven perspective in public service, Provincial Director Barrot continues to inspire the DILG-ZDS family in delivering meaningful and impactful programs and services to the communities they serve.
From being an Officer-in-Charge Provincial Director to officially becoming a full-fledged Provincial Director, this achievement stands as a testament to his hard work, perseverance, and passion for public service.

Strengthening Local Health Governance in Zamboanga del Sur
The Provincial Department of Health Office (PDOHO)-Zamboanga del Sur, headed by Dr. Agnes E. Fernando, DMO V, in coordination with the DILG-Zamboanga del Sur Provincial Office headed by Provincial Director Dave M. Barrot, successfully conducted the Rollout of the Guidebook on Operationalizing the Local Health Board.
The activity gathered City and Municipal Local Government Operations Officers (C/MLGOOs) and City/Municipal Health Officers (C/MHOs) across the province to deepen their understanding of the vital roles and functions of Local Health Boards in promoting effective and responsive local health governance.
Through the discussions facilitated by Dr. Fernando and the PDOHO DMO IVs, participants gained valuable insights on strengthening collaboration among local stakeholders, enhancing health planning and decision-making processes, and ensuring better health outcomes for communities.
Together, we continue to build stronger and more responsive local health systems for every Zamboangueรฑo.

The DILG Zamboanga del Sur Provincial Office, under the leadership of Provincial Director Dave M. Barrot, in partnership with J.H. Cerilles State College (JHCSC), conducted the Provincial Consultation for the Local Government Code (LGC) Review and Amendment Program (RevAmP) focusing on Financial/Fiscal Reforms on May 26, 2026 at JHCSC Pagadian Campus, Balangasan District, Pagadian City.
The consultation forms part of the continuing efforts to revisit and strengthen the Local Government Code of 1991 after more than three decades of implementation and ensure that its provisions remain responsive to present-day governance challenges and local development needs.
The activity gathered representatives from national government agencies (NGAs), local government units (LGUs), members of the Sanggunian at the provincial, city, and municipal levels, Presidents of the different leagues of the Zamboanga del Sur Chapter, civil society organizations (CSOs), development partners, academe, and DILG Cluster Heads and concerned field officers.
The breakout workshop discussions were facilitated by Atty. Romylyn O. Regidor, CPA, Dean of the JHCSC College of Law, and Atty. Esther Marie S. Ringon-Ebal, Legal Officer of JHCSC, with Mr. Charlโs Irveen O. Torrecampo serving as Lead Documenter together with the assigned team documenters who assisted in the documentation and consolidation of workshop outputs and policy recommendations.
Participants engaged in discussions, workshops, and plenary sessions focusing on public financial management, local taxation, fiscal sustainability, and local autonomy, generating policy inputs and recommendations that will serve as part of the provincial inputs for the upcoming Regional Decentralization Conference (REDECON).
The activity highlighted the importance of collaborative governance and meaningful stakeholder participation in shaping responsive and future-ready local governance reforms. Through strengthened partnerships among government, academe, civil society, and development partners, the consultation served as a vital platform for advancing inclusive, adaptive, and evidence-based policy recommendations for the continued strengthening of local autonomy and decentralization.

The DILG-Zamboanga del Sur Provincial Office welcomed representatives from the Department of Labor and Employment (DOLE) during the turnover of two (2) beneficiaries under the Government Internship Program (GIP) on May 20, 2026.
The activity highlighted the continuing partnership between DILG and DOLE in providing meaningful workplace exposure and learning opportunities for the youth through government service and practical office experience.
The two GIP beneficiaries were formally introduced and oriented on their respective office assignments and roles in supporting the day-to-day operations of the Provincial Office. Their deployment is expected to further enhance administrative and technical support within the office while providing them valuable experience in public service and professional development.
The activity further reaffirmed the commitment of both agencies in promoting youth empowerment, skills development, and workforce readiness through collaborative employment and internship initiatives.
