The Office of Civil Defense Region IX, through the leadership of Regional Director Atty. Ruel S. Halanes, conducted the Flag Raising Ceremony for the Month of June 2026, reaffirming the agencyβs commitment to public service, organizational excellence, and disaster resilience. The activity served as an avenue to strengthen unity, discipline, and teamwork among personnel while highlighting the agencyβs continuous dedication to fulfilling its mandate.
The ceremony also emphasized the importance of patriotism, accountability, and preparedness as guiding principles in delivering efficient and responsive public service. As OCD Region IX begins another month of service, the office remains steadfast in promoting resilience and ensuring readiness in addressing the needs of communities across the region.

Live Interview of OCD IX Regional Director Atty. Ruel S. Halanes during Kapihan sa Rehiyon Nueve of Philippine Information Agency IX on βMga Paghahanda sa Banta ng El NiΓ±oβ with media partners across Zamboanga Peninsula. During the interview, RD Halanes underscored the importance of proactive preparedness and collective action in addressing the possible impacts of El NiΓ±o across communities in the region. He reminded the public to remain vigilant and responsible in conserving water, monitoring official advisories, and taking precautionary measures to mitigate the effects of prolonged dry conditions, particularly on agriculture, water supply, health, and public safety. He further emphasized that preparedness is a shared responsibility and that informed communities play a crucial role in reducing disaster risks and strengthening resilience.
RD Halanes also highlighted the continuous efforts of the Office of Civil Defense IX, in coordination with national government agencies, local government units, and partner stakeholders, to intensify preparedness initiatives and ensure timely dissemination of information to the public. He stressed the importance of strengthening coordination mechanisms, implementing localized preparedness measures, and promoting community participation to effectively address the challenges brought by El NiΓ±o. Through sustained collaboration and public cooperation, OCD IX remains committed to safeguarding communities and reinforcing disaster resilience across the Zamboanga Peninsula.

The DevAdCom IX of RDC IX convened for its Second Quarter Meeting on May 26, 2026, under the leadership of DevAdCom IX Chairperson and OCD IX Regional Director, Atty. Ruel S. Halanes. The gathering brought together regional line agencies and development partners to discuss strategic initiatives and pressing concerns aimed at strengthening governance, improving public services, and sustaining regional development efforts in the Zamboanga Peninsula.
As part of the meeting, the Committee welcomed the Anti-Red Tape Authority (ARTA) IX as its newest member, further reinforcing the shared commitment toward responsive, transparent, and efficient governance. DevAdCom IX also reviewed and endorsed several priority proposals under the FY 2028 Annual Investment Program, including infrastructure and institutional development projects of regional agencies. Among the highlighted initiatives was the ZamPen-LEAD Program of OCD IX, which seeks to enhance disaster preparedness and response capabilities through modernized logistics systems, strengthened early warning mechanisms, agile emergency operations, and localized resilience-building initiatives for communities across Region IX.
Key regional concerns and policy matters were likewise discussed during the meeting, including updates on the regionβs economic performance, preparations for the upcoming RDC IX Week celebration, government actions related to the national energy situation, proposed measures on equitable budget allocation, and poverty estimation initiatives at the municipal level. Through strengthened collaboration among member-agencies, DevAdCom IX continues to advance inclusive growth, institutional resilience, and effective governance in the region.
