Senator Alan Cayetano emphasized the need to revise the Local Government Code to provide the equitable needs of the municipalities. He also pointed out that poorer communities often suffer the most, including municipalities with limited budgets and resources.
The team of Senator Alan took the opportunity to meet with the municipal mayors and discussed possible interventions and collaborative initiatives that can further support the needs of their constituents.

On 28 November 2025, the two-week-long marathon of budget deliberations for the 2026 General Appropriations Bill (GAB) has came to end. Senator Alan Peter Cayetano interpellated on various agencies discussing their budgets, initiative projects, and their respective scope of responsibilities. He also tackled the problems that were not given any importance or highlight.
๐ซOn anti-corruption, he reminded the Anti-Red Tape Authority (ARTA) that part of its role is to pressure agencies and officials to fix slow processes even if doing so makes them uncomfortable, emphasizing that the priority should always be faster, more predictable service for the public.
๐ ๏ธOn Labor, he raised concern over the length of time it takes to resolve labor complaints, especially judicial cases; delays across the system continue to disadvantage ordinary workers. The long process puts a heavier burden on workers who cannot afford months without income while their cases drag on. He stressed that employers, especially large companies, have the financial capacity to withstand long disputes, leaving workers at a structural disadvantage. ๐On Transportation, Sen. Alan urged the Department of Transportation (DOTr) to take a more proactive approach in moving the Mindanao Railway forward, saying even limited groundwork would show that long-term development is not confined to Metro Manila. Sen. Cayetano already warned about rapid urbanization, saying poorly planned growth is straining many emerging cities and agencies must anticipate population shifts instead of reacting when congestion appears.
The Minority Leader said countries with strong rural development systems show how regions can thrive without depending on capital cities. He demanded to fast-track the development of infrastructure that will link major sea, air, and land ports to help strengthen the countryโs tourism sector.

Senate Minority Leader Alan Peter CAYETANO discussed several points of improvement and concerns in infrastructure, education, health.
๐ฅโ๏ธOn Health, Senator Alan's firm advocacy on stunting has consistently reiterated that it remains an invisible crisis that lacks the urgency it deserves. He stressed that Filipino children should be regarded as the countryโs most important resource. Sen. Cayetano also pointed out the inaccuracies of No/Zero Balance Billing (NBB), noting it does not align with patients' real experiences in availing the policy. The outdated rate basis of DOH and PhilHealth weakens the credibility of the program and leaves patients unsure of what PhilHealth actually covers. Additionally, Senator Alan raised concerns about backlogs of vaccine procurement and primary care centers as we prioritize the welfare of the children.
๐On Education, Senator Alan emphasized that the K to 12 program places an additional burden on poor families, who must bear the cost of two extra years of schooling without seeing clear employment benefits for graduates. He noted that the program is still far from fully implemented, and its promise of making graduates employableโeven if they do not continue to collegeโremains unfulfilled 13 years after its first implementation in 2012. โLet's make a decision sa K to 12. You don't have to abolish it. You don't have to take it out. You can suspend it,โ Senator Alan said.
๐ซ๐ขOn Infrastructure, Sen. Alan emphasized that the impact of the governmentโs priorities reflects the nationโs current social standing. He highlighted the importance of foresight and systematic urban and rural planning, suggesting that such planning could have addressed many recurring issues that contribute to the poor social outcomes we experience today. He also stated that infrastructure should be treated not just as construction, but as a strategic public investment that shapes long-term economic growth and stability.
