The Philippine National Police (PNP), in close partnership with the Office of the First Lady and various government stakeholders, hosted the LAB for ALL Program (Laboratoryo, Konsulta, at Gamot Para sa Lahat) at the Camp Crame Multi-Purpose Hall in Quezon City.

The initiative is a flagship outreach project in the Philippines, spearheaded by First Lady Louise “Liza” Araneta-Marcos and launched in May 2023, with the continuing goal of bringing free and accessible healthcare services closer to underserved and vulnerable communities nationwide. The event also featured the presentation of the eGov PH application by Undersecretary David Almirol of the Department of Information and Communications Technology, highlighting the government’s ongoing digital transformation toward more efficient public service delivery.

Messages of support were delivered by key national leaders and partners in governance, including Secretary Teodoro Herbosa of the Department of Health, Chief Persida Rueda-Acosta of the Public Attorney’s Office, Chairperson Shirley Agrupis of the Commission on Higher Education, Mayor Francis Zamora representing the League of Cities, and Zhenya Ivanov, President of PMFTC.

Secretary Juanito Victor C. Remulla of the Department of the Interior and Local Government also joined the event in support of the initiative. PNP Chief Police General Jose Melencio C. Nartatez Jr. reaffirmed the organization’s full support for advancing programs that promote public health, welfare, and inclusive service delivery across communities.

The program was further highlighted by an inspirational message from First Lady Louise Araneta-Marcos, who emphasized the importance of sustained collaboration among government agencies in delivering essential services directly to the people.

The activity reflects the PNP Focused Agenda, which strengthens institutional responsiveness, personnel welfare, and service efficiency as core elements of organizational transformation. The Monday Flag Raising Ceremony was held this morning, May 4, in front of the PNP National Headquarters Building in Camp Crame, Quezon City, led by Chief, PNP Police General Jose Melencio C. Nartatez Jr., together with key officers and personnel of various Crame-based units.

In his remarks, PGen Nartatez highlighted the successful and orderly management of last Friday’s Labor Day-related activities nationwide, where multiple rallies were effectively handled through coordinated police operations. He emphasized the professionalism, restraint, and composure of personnel on the ground, including those who sustained injuries but continued to uphold maximum tolerance in the performance of duty.

He expressed appreciation to all personnel for their discipline and commitment, noting that the generally peaceful situation was achieved through preparation, coordination, and strong cooperation among units and stakeholders.

The top cop also clarified that ongoing organizational adjustments are part of efforts to strengthen leadership, enhance capability development, and ensure smooth transitions, while maintaining continuity of service and operational focus.
He likewise recognized PNP units supporting security and disaster response operations in Albay following ashfall from Mayon Volcano, highlighting their continued assistance to affected communities and evacuation efforts.

Looking ahead, he called on all units to prepare for the 48th ASEAN Summit in Cebu on May 7 to 8, stressing the need for a secure, coordinated, and professional security operation for the international event.

The Philippine National Police (PNP) ushered in a new chapter of leadership as it held the Joint Turnover of Offices on April 30, 2026, with PNP Chief PGEN Jose Melencio C. Nartatez Jr. presiding over the ceremony.

Joining the PNP Chief were Deputy Chief for Operations PLTGEN Edgar Alan Okubo and Chief of the Directorial Staff PLTGEN Neri Vincent D. Ignacio, emphasizing the significance of unified command in steering the organization forward. The event highlighted the seamless transition of authority across key offices, reinforcing stability and continuity in police operations nationwide.

Key leadership changes were formally undertaken, beginning with Police Regional Office 2, where PBGEN Antonio P. Marallag Jr., outgoing Regional Director, turned over responsibilities to PBGEN Mariano C. Rodriguez, incoming Acting Regional Director. In the Directorate for Research and Development, PBGEN Kirby John B. Kraft relinquished his post to PBGEN Antonio P. Marallag Jr. At the Headquarters Support Service, PBGEN Christopher M. Abecia formally passed the mantle to PBGEN Manuel J. Abrugena. For Police Regional Office Bangsamoro Autonomous Region, PBGEN Jaysen C. De Guzman, outgoing Regional Director, transferred command to PBGEN Christopher M. Abecia, incoming Acting Regional Director.

Meanwhile, at the Directorate for Personnel and Records Management, PMGEN Constancio T. Chinayog Jr. handed over leadership to PBGEN Jaysen C. De Guzman, ensuring continuity in personnel administration and records management.
Guided by the PNP Focused Agenda, the leadership transitions reflect the organization’s commitment to adaptive governance, stronger accountability, and enhanced service delivery. The newly installed officials are entrusted to build on the gains of their predecessors while driving innovation and responsiveness in policing.
