28 May, 2026 (Bacolod City, Negros Occidental) โ€“ The Local Amnesty Board (LAB) of Bacolod Secretariat paid a courtesy visit to the Negros Occidental City and Provincial Police Office, Bacolod City where they were warmly received by the NIR Regional Director, PBGen. Romano Cardiรฑo.

During the meeting, the Secretariat formally apprised PBGen. Cardiรฑo of his role as a member of the Local Amnesty Board and discussed the LAB Members mandate including expectations for its activities moving forward. The Secretariat also presented an update on the current status of amnesty applications received by LAB Bacolod.

PBGen. Cardiรฑo expressed his gratitude for the visit and conveyed his full support for the LABโ€™s efforts in processing amnesty applications. He underscored the importance of ensuring the sustainability of the amnesty program beyond the granting of amnesty to former rebels emphasizing the need for long term reintegration initiatives. As part of this, PBGen. Cardiรฑo proposed the development of sustainability programs aimed at strengthening the longevity of the amnesty initiative. He highlighted the potential of producing media testimonials featuring successfully reintegrated former rebels to inspire FRs to return to the fold of the law, reintegrate into their communities, and reclaim their civil and political rights.

PBGen. Cardiรฑo further shared that, following discussions with the NTF-ELCAC, he remains committed to helping dispel the long held notion of the Negros Island Region as an โ€˜epicenterโ€™ of insurgencies. He emphasized that through sustained collaboration, the region can foster lasting peace, stability, and inclusive development.

15 May 2026 (Davao City, Davao del Sur) โ€” The Local Amnesty Board of Davao (LAB Davao) convened its 9th Conference on Friday, 15 May 2026, at the Taglucop Estate Vineyard and Winery in Barangay Tacunan, Davao City. The session focused on the evaluation and deliberation of qualified amnesty applicants, guided by established procedures to ensure a fair, impartial, and thorough assessment process.

Present during the conference were the primary members of LAB Davao: Regional Prosecutor for Region XI and LAB Davao Chairperson, Atty. Janet Grace B. Dalisay-Fabrero of the Department of Justice, together with alternate member Atty. Joseph M. Apao; Integrated Bar of the Philippines (IBP)โ€“Davao City Chapter President and LAB Davao Vice Chairperson, Atty. Ferdinand M. Taglucop, together with alternate member Atty. Cid Benedict D. Pabalan; and PCol. Peter B. Madria, City Director of the Davao City Police Office (DCPO), represented by alternate member Capt. Don Preza of the Armed Forces of the Philippines (AFP).

The conference was held pursuant to a collaborative agreement reached during the previous session, wherein board members resolved to rotate hosting responsibilities among their respective offices. The venue was generously provided by LAB Davao Vice Chairperson and estate owner, Atty. Ferdinand โ€œFerdieโ€ Taglucop.

A highlight of the conference was the official oathtaking of three newly designated alternate board members: PCol. Peter B. Madria, City Director of the DCPO, representing the Philippine National Police (PNP); IBP Treasurer Atty. Cid Benedict D. Pabalan; and Capt. Don Preza of the 1003rd Brigade, representing the AFP. Their oath was administered by DOJ Regional Prosecutor and LAB Davao Chairperson, Atty. Janet Grace B. Dalisay-Fabrero. Following the ceremony, the conference proceeded with the deliberation of amnesty applications.

Following the formal proceedings, conference participants were treated to a tasting of various wines produced by the Taglucop Winery using grapes grown in its own vineyard. The host also served a sumptuous early al fresco dinner, complemented by the scenic view of the setting sun over the vineyard, providing a relaxed and convivial atmosphere for fellowship among the participants.

The warm hospitality and well-organized venue provided by the host fostered a strong sense of unity and camaraderie among the participants. This continuing collaboration underscores the enduring commitment of LAB Davao members to public service, solidarity, and the overarching mission of the National Amnesty Commission to sustain peace and promote opportunities for renewed beginnings.

13 May, 2026 (Iloilo City, Iloilo) - Local Amnesty Board (LAB) of Iloilo paid a courtesy visit to the newly designated alternate LAB Member of the Philippine National Police (PNP), PCol. Wilbert Parilla at the Iloilo City Police Office at General Luna St., Iloilo City.

During the visit, the LAB informed PCol. Parilla about his role as a LAB Member, as well as about the expectations for the LABโ€™s activities moving forward. The LAB also provided a status update on the applications received so far. PCol. Parilla expressed his gratitude and eagerness to assist the LAB in the processing of applications, emphasizing the need to maintain peace and security within the Panay island.

Pending the extension of the period for accepting applications for amnesty, the PNP, in coordination with the LAB, remains hopeful that complete peace all over the Panay Island will be attained in the near future.

12 May, 2026 (Davao City, Davao del Sur) โ€“ The Local Amnesty Board (LAB) Davao Secretariat, headed by Mr. Cris Gaerlan, paid a courtesy visit to the Davao City Police Office to meet with the current City Director, PCol. Peter B. Madria, who assumed command last March 30, 2026. The LAB Davao Secretariat discussed with PCol. Madria the National Amnesty Commissionโ€™s mandate and its amnesty program, as well as the Board Membership composition.

Mr. Gaerlan emphasized the confidentiality of LAB conferences where applications for amnesty are deliberated by the Board Members for approval or denial. He added that these conferences are exclusive to the primary LAB Members and their alternates and that no other representatives are allowed to sit in during deliberations.

With shared sentiments, PCol. Madria and Mr. Gaerlan spoke briefly about the essence of amnesty and underscored the importance of granting it to individuals who not only wish for a second chance and better life, but who also genuinely keep their fidelity to the country and the law.

The meeting ended on a positive note, with the City Director confirming his attendance in the upcoming Oath-Taking Ceremony of New LAB Members and 9th LAB Conference on Friday, 15 May 2026 and affirming his intent to pay a visit to the LAB Davao office soon. As PCol. Madria steps into his role as the new alternate LAB Davao member from the Philippine National Police (PNP), the LAB Davao will certainly gain more support to aid former rebels in achieving their coveted life โ€“ one gifted with forgiveness and filled with opportunities and freedom.

23 April, 2026 (Manolo Fortich, Bukidnon) โ€“ The Local Amnesty Board of Cagayan de Oro (LAB CDO) distributed its first batch of Safe Conduct Pass (SCP) Cards issued by the National Amnesty Commission (NAC) for applicants filed through the 1st Special Forces Battalion of the Special Forces Regiment (Airborne), SOCOM PA.

The twenty (20) recipients were presented with the SCP Cards at the Headquarters of the 1SFB PA in Barangay Mampayag, Dahilayan, Manolo Fortich, Bukidnon on 23 April 2026. These amnesty applicants were previously awarded with the originally printed SCPs in a ceremony held at the Kaamulan Grounds in Malaybalay City, Bukidnon in 2025.

The newly released cards are aimed to provide ease and convenience for amnesty applicants to carry around as these are less bulky and not prone to the usual wear and tear caused by constant mobility and transport. This serves as a strong guarantee of their protection from arrest and detention while their applications are still being processed.

In his message, a representative from the โ€œFriends Rescuedโ€ expressed his sincere gratitude to the NAC for the issuance of the SCPs citing that this privilege has enabled them to visit and be reunited with their families whom they have not seen or have been in contact with for a very long time.

โ€œNaghanda ang akong mama sa akong pag-uli ug gi frame pa ang akong SCP tungod sa iyanโ€™ng kalipay nga naka uli akoโ€ (My mother prepared a huge meal upon my return and even had my SCP framed because of her happiness at my homecomingโ€).

The 1SFB PA under the Command of LTC Emilio T. Bautista INF (GSC) PA, represented by CMO Officer MAJ Bilver F. Butale (INF) PA and CPT Mahathir Jomar Cayda PA, also presented LAB CDO with a token of its appreciation for the continued partnership and support in ensuring the fast and seamless processing of the applications of FRs under the unitโ€™s custody.

15-16 April 2026 (Catbalogan, Samar) โ€“ The Local Amnesty Board (LAB) of Catbalogan held a two-day case conference at the Conference Room of the Samar Police Provincial Office in Catbalogan City.

LAB members convened to deliberate on the applications and supporting documents of 22 amnesty applicants. The conference was presided over by Alternate Chairperson Ms. Golda Meir Tabao. In attendance were Alternate Member from the Department of Justice (DOJ), Prosecutor Ma. Luz Lampasa; Provincial Director Arwin Tadeo; and an alternate member of the Armed Forces of the Philippines (AFP). During the session, the applicantsโ€™ submitted information was presented for validation, followed by a formal presentation of the applicants to the LAB members.

The case conference resulted in the approval of 16 applications, which will be forwarded to the National Amnesty Commission (NAC) for further review and final resolution before submission to the Office of the President, which will ultimately grant or deny the amnesty applications.
