In line with the directive from National Bureau of Investigation (NBI) Director JUDGE JAIME B. SANTIAGO (Ret.) to intensify the operations against online sexual exploitation of children, the NBI-Violence Against Women and Children Division (NBI-VAWCD) arrested alias β€œTISAY” in Marilao, Bulacan. Subject was arrested for violations of Republic Act No. 9208 as amended by R.A. No. 11862 (Expanded Anti-Trafficking in Persons Act of 2022), R.A. No. 11930 (Anti-Online Sexual Abuse or Exploitation of Children (OSAEC and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM), and R.A. No. 7610 (Anti-Child Abuse Law).

The operation stemmed from a referral by the Homeland Security Investigation (HSI) regarding Philippine phone numbers involved in Online Sexual Abuse and Exploitation of Children (OSAEC). According to the HSI, this referral was based on the arrest of a US citizen in Springfield, Massachusetts, by the US Federal authorities, for child exploitation crime. NBI-VAWCD’s investigation revealed the Subject’s involvement in offering sexually explicit content involving minors and sending CSAEMs to foreign pedophiles. Through surveillance, the Subject’s address was identified. Subsequently, NBI-VAWCD agents applied for a Warrant to Search, Seize, and Examine Computer Data (WSSECD), which was granted by the court.

On August 13, 2025, NBI-VAWCD agents, with assistance from the HSI, NBI-Digital Forensic Laboratory Division (NBI-FLD), NBI-Evidential Multimedia Division (NBI-EMD), CyberTIP IACAT Intelligence Agents, and Social Workers from Marilao, Bulacan Municipal Social Welfare and Development Office (MSWDO), proceeded to the address of the Subject in Marilao, Bulacan, to implement the WSSECD. The operation resulted in the seizure of various gadgets used by the Subject in his online child sexual exploitation activities. Consequently, NBI agents arrested the Subject and rescued five (5) minor children, one of whom was the Subject’s niece.

The arrested Subject was presented for inquest proceedings for the above-stated violations, while the rescued victims were turned-over to the custody and protection of MSWDO for appropriate intervention and aftercare services.

Director Santiago commended the dedicated agents of the NBI-VAWCD for their hard work and determination, which culminated in the successful arrest of the Subject and the rescue of the minor victims.

NBI ARRESTS ONE FOR CSAEM IN BOMBON, CAMARINES SUR

In accordance with the directive from National Bureau of Investigation (NBI) Director Judge Jaime B. Santiago (Ret.), the NBI's Violence Against Women and Children Division (NBI-VAWCD) and the NBI Naga District Office (NBI-NADO) have intensified their campaign against child online exploitation. This effort led to the apprehension of an individual in Bombon, Camarines Sur for violating Section 4(c) of Republic Act No. 11930, otherwise known as the β€œAnti-Online Sexual Abuse or Exploitation Materials (CSAEM) Act,” in relation to Section 6 of Republic Act No. 10175, otherwise known as the β€œCybercrime Prevention Act of 2012.”

The operation began with a referral from the U.S. Department of Homeland Security, specifically the Homeland Security Investigations team in Manila (HSI Manila). They reported a Filipino citizen who was offering child sexual abuse materials (CSAEM) online in exchange for a fee. In response, agents from the NBI-VAWCD promptly conducted a series of verifications, intelligence gathering, and surveillance operations. This led to the identification of the individual involved and her current location. The agents of the NBI-VAWCD discovered that the subject has been continuously offering live sexual shows featuring minor children.

Consequently, they applied for a Warrant to Search, Seize, and Examine Computer Data (WSSECD), which the court granted.

On May 27, 2025, agents of the NBI-VAWCD and NBI-NADO conducted an entrapment operation at the subject's residence in Bombon, Camarines Norte, while simultaneously serving the warrant. The operation resulted in the arrest of the Subject and the rescue of six minor children. An examination of the seized cellphones revealed that four of the rescued minors appeared in photographs being offered by the Subject for sexual abuse and exploitation. The arrested Subject was then presented for inquest proceedings regarding these violations.

Director Santiago commended the agents of NBI-VAWCD and NBI-NADO for their successful operation. The Director also lauded the NBI-Digital Forensic Laboratory Division (NBI-DFLD) for providing technical support to the arresting team.
