The Center Development Office (CDO), under the leadership of Director Rowela F. Hizon, recently conducted its online Program Review and Evaluation Workshop (PREW). The activity assessed CY 2026 accomplishments, evaluated organizational performance, and identified priority areas to guide planning for CY 2027.

The workshop reviewed the Officeโ€™s physical and financial deliverables, as well as key outputs and plans from the Center Development Division, National Inspectorate Division, and Project Management Team. Discussions focused on measuring progress, addressing implementation gaps, and refining strategies to enhance operational efficiency and program delivery.

Assistant Secretary for Protective Programs Ada A. Colico delivered an inspirational message, commending the CDOโ€™s consistent commitment to continuous improvement and the advancement of its mandates.

The workshop reinforced the CDOโ€™s dedication to evidence-based planning, organizational growth, and continuous capacity development โ€” all in support of more effective, responsive services for our Centers and Residential Care Facilities (CRCFs).

The DSWD Center Development Office (CDO), through the National Inspectorate Division (NID), in partnership with the DSWD Information and Communications Technology Management Service (ICTMS), conducted the Third and final batch of the Training of Trainers on the Implementation and Use of the Center and Residential Care Services Information System (CAReS IS) on 29 September to 02 October 2026, at Zuri Hotel, Iloilo City.

The activity brought together the Multi-Disciplinary Teams (MDTs) from various DSWD Centers and Residential Care Facilities (CRCFs), Regional Center Coordinators, and ICTMU Focal Persons from Field Offices I, III, VI, VII, and VIII.

Aligned with the key directives and priorities of DSWD Secretary Rex Gatchalian on the implementation of an automated case management system, the training provided participants with an orientation on the systemโ€™s features and functions, complemented by hands-on exercises on client profile encoding and case-related processes. Participants were also given access to the systemโ€™s production or live environment, allowing them to gain practical familiarity with its actual use.

The CAReS IS is an operationally resilient digital platform designed to integrate and modernize essential case management functions, including intake, case documentation, intervention monitoring, discharge planning, aftercare, rehabilitation reporting, dashboard analytics, and user management.

The training aims to strengthen the capacity of its personnel to effectively utilize CAReS IS in managing client information, streamlining case workflows, and supporting adoption and residential care processes. Its implementation is expected to promote data accuracy, workflow efficiency, accountability, compliance, and operational readiness as the system is rolled out across DSWD-managed CRCFs.

๐ŸŒฑ

This five-day activity brought together CRCF personnel nationwideโ€”including Supervising Houseparents, Nurses, Medical Officers, and Nutritionist-Dietitiansโ€”to strengthen their knowledge and proficiency in applying the Nutrition Care Process (NCP) in support of the nutritional status, health, and holistic well-being of children and youth in residential care.

The learning sessions were enriched by the expertise of resource persons Dr. Emerson Galang Aliswag, Nurse Jennifer F. Segyep, and Supervising Houseparent Glorifina B. Manalo, who shared practical, actionable approaches to integrating quality nutrition care into the daily routines and care practices of residential facilities.

Through this undertaking, participants enhanced their understanding and sharpened their skills in implementing the NCPโ€”reaffirming how proper nutrition is foundational to the growth, development, and long-term well-being of children and youth under our care. These gains translate directly to more responsive, nurturing, and holistic service delivery across all residential facilities.

Together, we strengthen care.

Recognizing the need for compassionate and timely psychosocial support following the recent shooting incident that affected the Banga National High School community in Barangay Benitez, Banga, South Cotabato, the Department of Social Welfare and Development (DSWD), through the Center Development Office (CDO), in coordination with the Protective Services Bureau (PSB) and DSWD Field Offices VIII, IX, and XII, deployed Social Workers, Psychologists, Psychometricians, and Psychological First Aid (PFA) Providers from September 19 to 24, 2026.

The team facilitated โ€œKumustahan Sessionsโ€ for students, parents, and teaching personnel, providing safe and supportive spaces where individuals could express themselves, identify their immediate psychosocial needs, and access appropriate assistance and referrals. The sessions were conducted with sensitivity to individual circumstances, recognizing that people respond to distress in different ways and at their own pace.

The intervention reached 1,504 individuals, comprising 945 students, 503 parents, and 56 teaching personnel. Through this coordinated response, the DSWD sought to strengthen access to psychosocial support and ensure that affected individuals and families are connected to appropriate services based on their needs and circumstances.

The deployment was undertaken in support of the directives of DSWD Secretary Rex T. Gatchalian and reflects the Departmentโ€™s continuing commitment to providing timely, compassionate, and responsive assistance to individuals and communities affected by critical incidents.

The DSWD stands with the bereaved families, students, parents, and school personnel of Banga National High School, while continuing to ensure that appropriate support and services remain accessible to those who need them.
