The Police Regional Office Cordillera Administrative Region (PRO CAR) arrested 41 wanted persons, including six listed as Top Most Wanted Persons (TMWPs), during weeklong manhunt operations, while 52 municipalities across the region recorded zero crime incidents from October 18 to 24, 2026.

Among the significant accomplishments was the arrest of six TMWPs, including four ranked at the provincial level: No. 4 for Lascivious Conduct, No. 5 for Robbery, No. 6 for Statutory Acts of Lasciviousness, and No. 7 for Failure to Render Accounts under Article 218 of the Revised Penal Code. The other two were both ranked No. 1 at the municipal level for Statutory R**e.

The Baguio City Police Office (CPO) recorded the highest number of arrests, with 25 wanted persons apprehended, followed by the Benguet Police Provincial Office (PPO) with nine arrests; Kalinga and Mountain Province PPOs with two arrests each; and Abra, Apayao, and Ifugao PPOs with one arrest each.

PRO CAR likewise maintained heightened police visibility and sustained community engagement across the region, contributing to zero crime incidents recorded in 52 municipalities: 21 in Abra, nine in Mountain Province, seven in Ifugao, six in Apayao, five in Kalinga, and four in Benguet. Police Station 1 of the Baguio CPO also recorded zero crime incidents during the period.

During the same period, PRO CAR recorded a Crime Clearance Efficiency of 73.33% and a Crime Solution Efficiency of 72.00%, reflecting the continued efforts of police units to investigate reported cases, identify offenders, and bring them to justice.

These accomplishments underscore PRO CAR’s continued operational readiness and commitment to strengthening law enforcement, improving investigative outcomes, and fostering community partnerships to maintain peace and order and ensure a safer Cordillera region.

The Police Regional Office Cordillera Administrative Region (PRO CAR) arrested all five Regional-Level Top Most Wanted Persons (TMWPs) for the fourth quarter of 2026 through intensified manhunt operations conducted across the region in October.

In Abra, the No.1 Regional-Level TMWP, a 20-year-old male, was arrested by the joint operatives from the Provincial Intelligence Unit (PIU) of Abra Police Provincial Office (PPO) in Barangay Dalayap, Langiden. He was wanted for ten counts of Statutory R**e.

Three of the wanted persons were arrested in Baguio City through operations by different police stations of the Baguio City Police Office. Police Station 9 arrested the No. 2 Regional-Level TMWP, a 42-year-old male, at Purok 26, Upper San Carlos Heights, Baguio City. He was wanted for two counts of Qualified R**e.

Meanwhile, Police Station 5 apprehended the No. 3 Regional-Level TMWP, a 23-year-old male, at Purok 2, Barangay Upper Loakan-Liwanag, Baguio City, for Sexual Assault and Statutory R**e.
In a separate operation, joint operatives from Police Station 4 arrested the No. 5 Regional-Level TMWP, a 53-year-old male, at Black Berry, Purok 8, Barangay Kias, Baguio City. He was wanted for Statutory R**e.

The regional manhunt operations concluded with the arrest of the No. 4 Regional-Level TMWP, a 27-year-old male, in Barangay Bulbol, Rizal, Kalinga by joint operatives of PIU Kalinga PPO. The suspect was wanted for Qualified R**e of a Minor.

All five arrested individuals were brought to their respective arresting units for documentation and medical evaluation before turnover to the courts that issued their warrants of arrest.

𝗟𝗢𝗢𝗞: The Deputy Regional Director for Administration, Police Regional Office Cordillera Administrative Region (PRO CAR), PBGEN JULIO S LIZARDO, attended the inauguration of the Alfonso Lista Pump Irrigation System (ALPIS), led by His Excellency, Ferdinand R. Marcos Jr., in Barangay Sto. Domingo, Alfonso Lista, Ifugao, on October 26, 2026.

During the event, PBGEN LIZARDO monitored the security measures implemented by PRO CAR personnel to ensure the safety of the President, government officials, and attendees, and to maintain peace and order throughout the activity.

The inauguration of ALPIS marks a significant milestone in strengthening agricultural productivity in Alfonso Lista, Ifugao, by providing a reliable water supply to farmlands through the Magat Dam Reservoir. The project is expected to improve irrigation access, support local farmers, and contribute to the sustained growth of the agricultural sector.

The Police Regional Office Cordillera Administrative Region (PRO CAR) seized illegal drugs valued at PhP2,706,084.00 and arrested eight drug personalities in a series of anti-illegal drug operations conducted across the region from October 19 to 25, 2026.

During the weeklong campaign, PRO CAR conducted 12 anti-illegal drug operations, comprising five buy-bust operations, five ma*****na eradication operations, and two police responses.

The operations resulted in the eradication of 1,150 fully grown ma*****na plants and 1,200 ma*****na seedlings, along with the confiscation of 20,000 grams of ma*****na leaves and fruiting tops and 4.13 grams of suspected shabu.

The campaign also led to the arrest of eight drug personalities, including two classified as High Value Individuals (HVIs) and six as Street-Level Individuals (SLIs), reflecting PRO CAR’s sustained efforts to suppress illegal drug activities across the region.

Among the operating units, the Benguet Police Provincial Office (PPO) recorded the highest value of confiscated illegal drugs at PhP2,680,584.00, with one HVI and one SLI arrested. Meanwhile, the Baguio City Police Office (BCPO) seized illegal drugs worth PhP9,520.00 and arrested one HVI and one SLI.

The Abra PPO confiscated illegal drugs valued at PhP9,180.00 and arrested one SLI, while the Kalinga PPO seized suspected shabu worth PhP6,800.00 and arrested three SLIs.

PRO CAR calls on local government units and communities to remain vigilant and promptly report suspicious activities to authorities. The regional office reiterates that the fight against illegal drugs requires sustained law enforcement and active community participation, and warns that efforts to suppress illegal drug activities will continue unabated.

Arestado ang tatlong drug personalities at nasa kabuuang PhP188,672.00 halaga ng ilegal na droga ang nakumpiska sa magkakahiwalay na operasyon ng Police Regional Office Cordillera Administrative Region (PRO CAR) sa Kalinga at Benguet noong Oktubre 25, 2026,

Sa Barangay Lacnog, Tabuk City, Kalinga, naaresto ang dalawang lalaki, edad 37 at 27, na kapwa residente ng Isabela, sa isinagawang police response matapos iulat ng mga barangay tanod na may itinapon ang mga suspek na isang pakete sa gilid ng kalsada habang sakay ng motorsiklo. Nang harangin at siyasatin ang mga ito, narekober ang isang transparent plastic sachet na naglalaman ng hinihinalang shabu na may bigat na 2.54 gramo at Standard Drug Price (SDP) na PhP17,272.00.

Sa isa pang police response sa Barangay Lucog, Tabuk City, naaresto ang isang 32-taong-gulang na lalaki matapos iulat ng kanyang ama sa mga awtoridad ang umano'y paggamit nito ng hinihinalang shabu. Sa pagresponde ng mga operatiba, naaktuhan ang suspek na gumagamit ng hinihinalang shabu sa kanyang silid. Nakumpiska rito ang isang pakete ng hinihinalang shabu na may bigat na 0.50 gramo at SDP na PhP3,400.00, gayundin ang iba't ibang drug paraphernalia.

Ang mga operasyon sa Kalinga ay isinagawa sa koordinasyon ng Tabuk City Police Station, Provincial Drug Enforcement Unit (PDEU), Provincial Intelligence Unit (PIU), at Regional Intelligence Division (RID), katuwang ang 1503rd Maneuver Company ng Regional Mobile Force Battalion 15.

Ang mga naarestong suspek ay nasa kustodiya na ng pulisya at nahaharap sa kasong paglabag sa Republic Act No. 9165 o ang Comprehensive Dangerous Drugs Act of 2002.

Samantala, sa Benguet, nadiskubre ng mga operatiba ng Bakun Municipal Police Station (MPS), Kapangan MPS, 1st at 2nd Provincial Mobile Force Companies, PDEU, at PIU ng Benguet PPO, katuwang ang RID, Regional Intelligence Unit-14, at Philippine Drug Enforcement Agency-Cordillera Administrative Region (PDEA-CAR), ang dalawang ma*****na plantation sa Barangay Kayapa, Bakun, at Barangay Pudong, Kapangan.

Nadiskubre sa dalawang lugar ang kabuuang 600 fully grown ma*****na plants at 1,200 ma*****na seedlings na may pinagsamang SDP na PhP168,000.00.

Agad na sinunog ang lahat ng nadiskubreng tanim at patuloy ang imbestigasyon upang matukoy ang iba pang posibleng taniman ng ma*****na sa mga karatig-lugar at matukoy ang mga indibidwal na nasa likod ng ilegal na pagtatanim nito.

Muling nananawagan ang PRO CAR sa publiko na agad iulat sa mga awtoridad ang anumang kahina-hinalang aktibidad. Tiniyak ng PRO CAR na magpapatuloy ang maigting na operasyon laban sa ilegal na droga at ma*****na cultivation upang mapanagot ang mga sangkot at mapanatili ang kaligtasan at kaayusan sa buong Cordillera.

𝗟𝗢𝗢𝗞: As a new week of dedicated police service begins, the Police Regional Office Cordillera Administrative Region (PRO CAR) held its Monday Flag Raising Ceremony at the Masigasig Grandstand, Camp Major Bado Dangwa, La Trinidad, Benguet, on October 26, 2026.

Leading the ceremony was PCOL FROILAND B LOPEZ, Deputy Regional Director for Operations, together with PCOL ARNOLD D RAZOTE, Acting Chief, Regional Staff; the Regional and Special Staff, Chiefs of the Regional Support Units, and other PRO CAR personnel.

More than a ceremonial tradition, the Monday Flag Raising Ceremony serves as a reminder of our shared commitment, discipline, and dedication to duty as we begin another week of serving our communities.

𝗟𝗢𝗢𝗞: Emergency responders and rescue personnel benefited from the “Lingap sa Mamamayan” initiative held today, October 25, 2026, at Camp Major Bado Dangwa, La Trinidad, Benguet.

Organized by the Iglesia ni Cristo (INC) through the Felix Y. Manalo (FYM) Foundation, Inc., in partnership with NET25 Baguio, the activity was supported by the Police Regional Office Cordillera Administrative Region (PRO CAR), represented by Deputy Regional Director for Operations (DRDO), PCOL FROILAND B LOPEZ.

Also present were Baguio City Police Office (BCPO) City Director, PCOL NIXON L LAOYAN, along with other PRO CAR key officers and personnel.

The event provided essential care packages, free medical and dental consultations, and vital medicines to approximately 600 beneficiaries. These included personnel from 911 Emergency Response, the Bureau of Fire Protection (BFP), the Philippine Air Force (PAF), the Philippine National Police (PNP), and volunteers who responded to recent emergencies, particularly the Guisad-Surong landslide incident.

In his message, PCOL LOPEZ expressed deep appreciation to the INC for recognizing the selfless service and personal sacrifices of first responders, noting that such outreach programs greatly boost morale.

The Police Regional Office Cordillera Administrative Region (PRO CAR) paid tribute to two retiring police officers in recognition of their three decades of dedicated and exemplary service to the Philippine National Police (PNP) during the PNP Retirement Honors Ceremony, or the “Salamat Kapatid” Program, held at the PRO CAR Log Cabin, Camp Major Bado Dangwa, La Trinidad, Benguet on October 23, 2026.

The honorees were PMAJ OLIVIA M GALUZO of the Regional Personnel and Records Management Division (RPRMD) and PLT JONATHAN A BLAS of the Ifugao Police Provincial Office.
As part of the program, PRO CAR Deputy Regional Director for Administration (DRDA), PBGEN JULIO S LIZARDO, presided the ceremony and led the presentation of awards and plaques to the honorees as a gesture of appreciation to the retirees for their invaluable service to the nation and the Cordillera region.

As part of the ceremony, PLTCOL JETHRO O MOOG, Assistant Division Chief RPRMD, read the retirement orders of the honorees, while PMAJ LEIZA O BATANES, Chief of the Regional Personnel Holding and Accounting Section of RPRMD, read the retirement of the PNP Badge.

Certificates of Recognition were also presented to the families of the retirees in appreciation of their unwavering support, unconditional love, and personal sacrifices throughout the officers’ years of service. The gesture recognized the vital role their families played in helping them fulfill their duties and remain committed to serving the nation.

In her valedictory address, PMAJ GALUZO expressed her heartfelt gratitude to the PNP for giving her the opportunity to serve the Filipino people and contribute to the protection of the community. She also acknowledged the invaluable guidance and support of her superiors and colleagues, and extended her deepest appreciation to her family for their steadfast love, understanding, and encouragement throughout her police career.

The Salamat Kapatid Program serves as a meaningful occasion for PRO CAR to express its gratitude to retiring personnel who have dedicated a significant part of their lives to public service.
