ENSURING TRANSPARENT UNIT ALLOCATION. The Resettlement Implementation Coordinator Project Management Office (RIC PMO) of assists in the allocation of housing units for Project-Affected Persons (PAPs) under the North–South Commuter Railway Extension (NSCR-Ex) Project – North 2 in April at San Fernando View Residences Phase 1 in Mexico, Pampanga.
Conducted in coordination with the Department of Transportation (DOTr) and the National Housing Authority (NHA), the activity included an orientation on procedures and requirements, followed by the official raffle draw and unit inspections. PAPs had the opportunity to inspect their assigned units and raise concerns prior to relocation.
The activity ensured a fair and transparent unit allocation process while supporting proper information dissemination and addressing site-related concerns. It also forms part of the continuing efforts of partner agencies to provide resettlement solutions for families affected by the NSCR-Ex Project, with the DHSUD RIC PMO supporting the implementation of the DOTr’s railway project.
Key officials present included Irish C. Calaguas, Assistant Secretary of the DOTr; Atty. Joselito F. Melchor, Project Director of the DHSUD RIC PMO; and John Michael A. Bernardo, Officer-in-Charge and District Manager of NHA Pampanga, together with representatives from the DOTr, NHA, DHSUD RIC PMO, and DHSUD Region III (Pampanga).

INTER-AGENCY ALIGNMENT. The Resettlement Implementation Coordinator Project Management Office (RIC PMO), together with partner agencies, conducts a Local Inter-Agency Committee (LIAC) Workshop for the North-South Commuter Railway (NSCR) North 1 Contract Package 05–06 Project in Manila on 06 May.
The workshop provided project updates, addressed key implementation concerns, and presented initial plans to ensure alignment among LIAC members. It also facilitated informed discussions and joint decision-making on implementation-related matters prior to the dissemination of information to Project-Affected Families (PAFs).
In addition, the workshop served as a platform for agencies and stakeholders to collaborate on project development and implementation strategies, strengthening coordination in support of effective project delivery.
Participating agencies included the DHSUD RIC PMO and NCR, Department of Transportation (DOTr), NSTren Consortium, National Housing Authority (NHA), Presidential Commission for the Urban Poor (PCUP), Commission on Human Rights (CHR), Department of the Interior and Local Government (DILG), Caritas Manila, and various offices of the City Government of Manila.

STRENGTHENING INTER-AGENCY COORDINATION FOR RAILWAY RESETTLEMENT PROJECTS. The Resettlement Implementation Coordinator Project Management Office (RIC PMO) of , led by Supervising Senior Undersecretary Sharon Faith S. Paquiz, convenes a coordination meeting with key implementing agencies and local government partners on Tuesday in support of the timely and effective resettlement of families affected by the North-South Commuter Railway Extension (NSCR-Ex) and South Long Haul (SLH) Projects.
Among those present were Assistant Secretary Hernando M. Caraig Jr. and Project Director Atty. Joselito F. Melchor of the DHSUD RIC PMO; representatives from the Department of Transportation (DOTr), led by Assistant Secretary Irish C. Calaguas; the National Housing Authority (NHA), led by Assistant General Manager Alvin S. Feliciano, together with regional and district managers; the Philippine National Railways (PNR), led by General Manager Deovanni S. Miranda; and the Social Housing Finance Corporation (SHFC), led by Vice President Philip Robert F. Flores. Representatives from the Department of the Interior and Local Government (DILG) and the Local Government Unit (LGU) of Calumpit also participated in the meeting.
Discussions covered project implementation updates for resettlement sites in Pampanga, Bulacan, Laguna, Cavite, and Quezon, including site development, utility connections, beneficiary processing, relocation timelines, housing unit readiness, and compliance with local government requirements. Measures to further strengthen project implementation and inter-agency coordination were also discussed.
The meeting focused on streamlining processes to ensure housing units are delivered and relocation activities completed on schedule for project-affected families (PAFs). Participating agencies collectively reaffirmed their commitment to close inter-agency coordination and ongoing collaboration to achieve the effective implementation of government resettlement programs for the railway projects.

MONITORING SITE DEVELOPMENT. The Resettlement Implementation Coordinator Project Management Office (RIC PMO) of , in coordination with the National Housing Authority (NHA) Batangas–Quezon and Laguna Districts and project developers, conducts site inspections at three resettlement housing projects under the Philippine National Railways – South Long Haul Project (PNR-SLHP) on 29 April.
The team visited Banahaw View Residences in Candelaria, Quezon; Villa del Rancho Residences in Tiaong, Quezon; and St. Barts Southville Heights in San Pablo City, Laguna, which were designated for families affected by the PNR-SLHP. The activity involved reviewing the progress of site development and housing construction, assessing the availability of essential utilities and support facilities, and evaluating overall readiness for occupancy.
Through ongoing field monitoring and close coordination with partner agencies, DHSUD, through the RIC PMO, reaffirmed its commitment to ensuring that resettlement sites are developed in accordance with established standards and implementation schedules, allowing beneficiary families to transition to safe, secure, and sustainable communities where they can rebuild their lives.

STRENGTHENING LGU PARTNERSHIPS. The Resettlement Implementation Coordinator Project Management Office (RIC PMO) of continues its courtesy visits with local government units in the provinces of Quezon and Laguna on 29 April, in support of the Philippine National Railways – South Long Haul Project.
Assistant Secretary Hernando M. Caraig Jr. and Project Director Atty. Joselito F. Melchor led the visit in coordination with the National Housing Authority. The delegation met with Mr. James Daryl B. Rumboa, MMPA, representing Hon. George D. Suayan of Candelaria; Hon. Vincent Arjay M. Mea of Tiaong; and Hon. Arcadio B. Gapangada Jr. of San Pablo.
The activity aimed to strengthen coordination with the concerned Local Government Units (LGUs), provide project updates, and support the establishment and convening of the Local Inter-Agency Committee (LIAC) in preparation for project implementation.
DHSUD reaffirmed its commitment to strengthening partnerships and providing continuous technical assistance to local stakeholders. The participating LGUs also expressed full support for the effective implementation of relocation and resettlement initiatives for families affected by the PNR-SLHP in their respective localities.

NEW RESETTLEMENT PROJECT. Assistant Secretary Hernando Caraig Jr., representing Secretary Jose Ramon Aliling, joins the groundbreaking ceremony on April 28 for a resettlement site in Calumpit, Bulacan, for Project-Affected Families (PAFs) of the North–South Commuter Railway Extension (NSCR-Ex) Project.
The Local Government Unit (LGU) of Calumpit, as the designated housing implementer of the Department of Transportation (DOTr), formally commenced the LGU-led housing project, Casa El Pueblo. The project will initially deliver 648 housing units across six buildings, benefiting families in the City of Malolos, Bulacan, and the municipalities of Apalit and Minalin, Pampanga.
Assistant Secretary Caraig was joined by DOTr Assistant Secretary Irish Calaguas, who, in her remarks, highlighted the importance of the project and DOTr’s continued commitment to its implementation, emphasizing its role in advancing infrastructure development while ensuring the welfare of affected families, together with DHSUD–DOTr RIC PMO Director Atty. Joselito Melchor, representatives from the DHSUD RIC PMO, DOTr, local government officials, and representatives from affected LGUs.
Vice Mayor Zacarias Candelaria, Vice Governor Alex Castro, and Mayor Glorime Faustino delivered messages of full support for the project, noting its significance to affected communities. They also underscored the strong collaboration between national agencies and local government units in ensuring the dignified relocation of affected families.
This initiative reaffirmed the government’s commitment to inclusive development, ensuring that major infrastructure projects such as the NSCR-Ex Project prioritize the welfare of affected communities.

Following courtesy visits with local government officials in the Province of Quezon, the Resettlement Implementation Coordinator Project Management Office (RIC PMO) of , along with the National Housing Authority (NHA) Region IV-A Batangas–Quezon District and project developers, carried out site inspections on April 22 for resettlement housing projects under the Philippine National Railways – South Long Haul Project (PNR-SLHP).
In line with its mandate to coordinate and monitor resettlement site readiness, the RIC PMO ensured that housing developments were aligned with approved standards, timelines, and relocation requirements.
The team visited Vista Del Rio Residences in Pagbilao, Ciudad de Real Residences in Lucena, and Sariaya Residences in Sariaya to assess ongoing development and determine the sites' readiness for the relocation of affected families.
These site visits underscored DHSUD’s continued commitment, through the RIC PMO, in close coordination with the NHA, concerned local government units, and project developers, to provide safe, decent, and sustainable housing solutions for families affected by the PNR-SLHP.

Tronila, Municipal Administrator of Sariaya, representing Hon. Marivic T. Gayeta. The activity aimed to engage local government units and strengthen inter-agency coordination to ensure the effective implementation of relocation and resettlement efforts.
Leading the visit were Assistant Secretary Hernando M. Caraig Jr. and Project Director Atty. Joselito F. Melchor, together with representatives from the DHSUD RIC PMO, National Housing Authority (NHA) Region IV-A Batangas-Quezon District, and the LGUs of Pagbilao, Lucena, and Sariaya.
