The Environmental Management Bureau (EMB), in partnership with Clean Air Asia and the World Bank, successfully convened a Stakeholder Consultation on the Cost Benefit Analysis (CBA) and Cost Effectiveness Analysis (CEA) of the National Air Quality Control Action Plan (NAQCAP) on May 7, 2026, in Pasig City.

This significant event supports the ongoing update of the Integrated Air Quality Improvement Framework (IAQIF) and the NAQCAP, which serves as the long-term roadmap for implementing the Philippine Clean Air Act of 1999 (RA 8749). The primary objective of the consultation was to validate analytical results and gather critical stakeholder inputs to ensure that the revised NAQCAP remains science-based, cost-effective, and responsive to current air quality and public health challenges.

In her opening remarks, OIC Assistant Secretary for Environment and Concurrent EMB Director Jacqueline Caancan emphasized the paramount importance of evidence-based planning in strengthening air quality management and protecting public health.

Echoing this sentiment, Senior Economist Dr. Pawan Patil of the World Bank expressed the institution's continued support for the country’s efforts to prioritize high-impact and cost-effective air pollution control measures. Their statements reinforced the collective commitment of government and international partners to pursue rigorous data analysis in the formulation of environmental policies.

A key highlight of the event was the ceremonial signing of a Memorandum of Understanding (MOU) between the EMB and Clean Air Asia, underscoring a strengthened partnership dedicated to advancing data-driven and science-based air quality management in the country. This agreement affirms the shared commitment of both institutions to support the updating and effective implementation of the NAQCAP under the Philippine Clean Air Act. The MOU signifies a major step forward in institutionalizing collaboration between the government and civil society to achieve cleaner air for all Filipinos.

Key presentations during the consultation featured the comprehensive results of the Cost Benefit and Cost Effectiveness Analysis, an initiative led by Clean Air Asia with support from the World Bank. These analyses provided a detailed assessment of the health, economic, and emissions reduction impacts of various priority NAQCAP measures. By outlining the costs and benefits of specific interventions, the data is intended to guide policy prioritization and optimize resource allocation for maximum environmental and health returns.

Participants from national government agencies, local government leagues, the academe, civil society organizations, and development partners actively engaged in dynamic discussions and workshops focusing on implementation strategies, monitoring mechanisms, and data sharing systems. The active involvement of these diverse stakeholders ensures that the final plan is inclusive and practical. Ultimately, the outcome of this consultation will directly inform the finalization of the revised NAQCAP, reinforcing the EMB’s commitment to collaborative and data-driven air quality management across the Philippines.

The Department of Environment and Natural Resources (DENR) and the Environmental Management Bureau (EMB) facilitated a learning session for journalists to ensure accurate, science-based reporting on waste management amid heightened fire risks at sanitary landfills (SLFs).

The “Sanitary Landfill 101 for Media,” held on April 30, 2026, in the conference room of the EMB Manila Bay Office, Executive Building, addresses growing public concern following recent landfill incidents in Navotas, Cebu, Rizal, and Daet. These events have highlighted a critical need for the public to understand how landfills are designed, operated, and monitored to ensure environmental safety.

The program comes on the heels of a directive from DENR Secretary Juan Miguel T. Cuna, who officially advised local government units (LGUs) to increase vigilance against fire hazards. He noted that landfills are highly combustible environments due to the accumulation of methane gas and the volatile nature of waste materials.

Recognizing the media’s crucial role as frontline communicators, this initiative aims to equip journalists with accurate, science-based, and policy-oriented information. The session seeks to clarify the scientific principles behind SLF design and strengthen the capacity of media practitioners to report responsibly on complex solid waste management issues.

The learning session featured a panel of technical and legal experts to guide participants through the complexities of waste management. Atty. Norlito A. Eneran, DENR Assistant Secretary for Legal Affairs, detailed the laws governing sanitary landfills, covering every stage from initial application to final rehabilitation.

The Chief of the EMB Solid Waste Management Division, Maria Delia Christina M. Valdez, discussed the "Science of Sanitary Landfills," highlighting operational do’s and don’ts and global best practices.
Atty. Janice R. Pammit, OIC Regional Director of EMB-NCR, provided a critical status update on the Navotas Sanitary Landfill following recent concerns.

Media practitioners and representatives from GMA-News, ABS-CBN, IBC-13, Manila Bulletin, Philippine Star, Manila Tribune, and Philippine News Agency participated in the learning event.

By bridging the gap between technical expertise and public reportage, the DENR and EMB expect to see more informed reporting that fosters enhanced public awareness of proper waste management practices.
Through this collaboration, the DENR aims to transform how the public perceives and understands the infrastructure designed to protect their health and environment.

In a concerted effort to advance the Manila Bay Rehabilitation Program, the Environmental Management Bureau (EMB), through its Manila Bay Office, partnered with the Metropolitan Waterworks and Sewerage System (MWSS) and its concessionaires: Maynilad Water Services, Inc. (MWSI) and Manila Water Company, Inc. (MWCI), to conduct a comprehensive Technical Training on Wastewater Treatment Processes and Parameter-Specific Compliance. Held from April 20 to 24, 2026, in Quezon City, the capacity-building initiative served as a critical platform for inter-agency collaboration in environmental protection and water management.

The primary objective of the activity was to strengthen and harmonize the technical expertise of EMB personnel stationed across the Manila Bay Regions (NCR, Central Luzon and CALABARZON). With a particular focus on newly hired frontline regulators, the training aimed to deepen their understanding of wastewater treatment systems and effluent parameter compliance, ensuring strict alignment with the DENR Administrative Orders (DAO) 2016-08 and 2021-19, collectively known as the Water Quality Guidelines and General Effluent Standards.

During her opening remarks, EMB OIC-Assistant Director Engr. Marivic E. Yao underscored the critical necessity of rigorously monitoring water quality results within Manila Bay and its tributaries. She emphasized that these environmental assessments serve as vital indicators of the rehabilitation program’s overall progress and success. “Let us ensure that our regulatory frameworks translate into measurable, crystal-clear improvements in the waters of Manila Bay,” she added.

The program integrated lectures covering wastewater treatment stages from primary to advanced processes, along with discussions on how industrial and domestic wastewater differ and the basics of wastewater characterization. To strengthen practical understanding, participants were also oriented on the roles of MWSS and its concessionaires in managing water supply, wastewater services, and watershed systems, and this was complemented by field visits to the La Mesa Dam and Reservoir as well as the Marikina North Sewerage Treatment Plant.

Alongside the technical training, the program also covered important environmental policies and regulatory frameworks such as Malacañang Administrative Order No. 16, the EMB mandates under the Operational Plan for the Manila Bay Coastal Strategy (OPMBCS), and applicable DENR Administrative Orders. It further delved into effluent quality parameters, frequent sources of compliance failures, and the responsibilities of EMB technical staff in enforcement, reporting, and documentation, with the overall learning outcomes assessed through pre- and post-training evaluations.

This technical training forms part of the wider Manila Bay Rehabilitation Program, a coordinated multi-agency effort directed under the Supreme Court’s Writ of Continuing Mandamus (G.R. Nos. 171947-48, December 18, 2008). The initiative requires 13 national government agencies to work together in restoring, protecting, and cleaning up Manila Bay, with the shared objective of improving water quality to Class SB standards, suitable for recreational activities such as swimming and skin diving, in line with DAO 2016-08.

In line with its commitment to strengthen national capacity for implementing the Country Programme, the Environmental Management Bureau (EMB) – Philippine Ozone Desk (POD), through its National Ozone Unit (NOU), conducted an on-site validation activity among refrigerant trading stakeholders across selected companies in the CALABARZON Region from March 23 to 25, 2026, in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, highlighting the government’s dedication to ensuring data integrity and enforcing regulations on ozone-depleting substances.

The EMB delegation was led by Engr. Nolan B. Francisco, Program Manager of the POD-NOU, and included Ms. Bellrose B. Buraga, Project Evaluation and Monitoring Officer V and Project Coordinator, and Ms. Eloisa Myra H. Balicha, Project Evaluation and Monitoring Officer. They were joined by Ms. Mylene Velasquez, representing GIZ. The validation activity aimed to verify the 2025 importation data from the Bureau of Customs alongside the 2025 production data reported by refrigeration and air conditioning manufacturers by cross-referencing these figures on-site to ensure that reported statistics accurately reflect actual industry activities.

During the three-day activity, the reported refrigerant use of manufacturers was validated through site inspections and document reviews, while the POD-NOU presented the activity’s objectives, facilitated discussions on transitioning production lines to low-global warming potential (GWP) refrigerants, and shared key elements of the Kigali Implementation Plan (KIP-I) proposal to gather stakeholder insights and recommendations for integration into national planning.

Verification efforts also covered the end-use of manufactured equipment by reviewing export volumes and the number of air conditioning units imported into the country, with these data serving as key inputs to reports submitted to the Multilateral Fund Secretariat and highlighting the importance of validation in ensuring accurate and reliable Country Programme data.

Additionally, the phase-out and phasedown schedules for ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs) were reiterated to keep stakeholders informed of regulatory developments, supporting manufacturers in planning research and development activities, particularly for those exploring independent conversion to lower-GWP technologies, with several companies also expressing interest in potential grant assistance.

In closing, manufacturers were encouraged to actively participate in government-led initiatives supporting the implementation of the Montreal Protocol, reinforcing a collaborative approach to environmental protection and highlighting the importance of joint public and private sector efforts in achieving the country’s climate mitigation goals, while the EMB remains committed to guiding industries toward sustainable practices and ensuring compliance with international environmental standards.
