𝐃𝐈𝐂𝐓 𝐄𝐱𝐩𝐚𝐧𝐝𝐬 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐉𝐨𝐛𝐬 𝐚𝐧𝐝 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬 𝐢𝐧 𝐑𝐨𝐱𝐚𝐬 𝐂𝐢𝐭𝐲 𝐰𝐢𝐭𝐡 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐀𝐂𝐓𝐈𝐕𝐀𝐓𝐄

Roxas City, Capiz — The Department of Information and Communications Technology (DICT) turned over 25 laptops to the local government of Roxas City last May 4, 2026, to support local digital skills development and expand access to digital and digitally-enabled jobs through the Roxas Digital Innovation Hub.
The turnover was conducted under Project ACTIVATE, DICT’s initiative that combines access to ICT equipment with targeted digital skills training. Through the project, beneficiaries will be equipped with the competencies needed to access opportunities in the digital economy.

Undersecretary Leandro Angelo Aguirre and Assistant Secretary Celine Dee of the DICT Office for Strategic Initiatives and Industry and Competency Development (OSIICD), together with DICT Region 6 Director Reynaldo Sy, led the turnover of the equipment to Roxas City Mayor Ronnie T. Dadivas and other local government officials. Representatives from the Roxas Digital Innovation Hub, members of the academe, and ICT sector partners were also present at the event.

Project ACTIVATE forms part of the Trabahong Digital initiative under the OSIICD, and is implemented through the ICT Industry Development Bureau (IIDB), with digital skills training delivered in coordination with the ICT Literacy and Competency Development Bureau (ILCDB). The project is designed to sustain the practical use of the equipment and provide additional digital literacy initiatives to further equip participants with knowledge to access opportunities in the digital economy.

The Roxas City Digital Innovation Hub, identified as the city’s center for digital skills development initiatives, will facilitate training programs under Project ACTIVATE. These programs will focus on in-demand digital jobs and online livelihood opportunities to further strengthen the city’s digital economy capacity.

During the turnover ceremony, Undersecretary Aguirre highlighted the initiative’s role in expanding digital livelihood opportunities and strengthening the capacity of local businesses through technology and innovation.

“Through this program, we are helping Filipinos achieve sustainable livelihoods in the digital economy. We also empower MSMEs by teaching them how to use digital tools, including AI, to improve their businesses,” he said.

He also emphasized that the initiative provides an end-to-end approach to digital empowerment by combining access to technology, skills training, and employment opportunities, which is a step toward creating meaningful opportunities for communities and the country as a whole.

Mayor Ronnie T. Dadivas expressed the city government’s support for the initiative, emphasizing its role in advancing local digital development efforts.

“Ini nga proyekto daku nga bulig sa aton mga inisyatibo sa upskilling,capacity building kag local digital empowerment…. Indi lang ini basta donasyon sang laptops, parte ini sang mas malapad nga tikang bangud ang Project Activate nagatutok sa skills training para maka-access sa opurtunidad sa trabaho kaangay sang IT BPM, Animation, Graphic Design, Cybersecurity and Safety, kag Startups/ MSME’s nga buligan agud ma-improve ang packaging sang ila produkto kag makasulod sa online platform sa marketing sang ila negosyo.”

“This project is a big help to our initiatives on upskilling, capacity building, and local digital empowerment. This is not just a donation of laptops but part of a broader effort since Project ACTIVATE focuses on skills training for access to job opportunities such as IT-BPM, animation, graphic design, cybersecurity, safety, and startups/MSME to improve their product packaging and enter online platforms for marketing their businesses,” he said in a Facebook post.

Through Trabahong Digital and Project ACTIVATE, the DICT continues to strengthen collaboration with local government units and key institutions to implement programs that connect communities to sustainable digital and digitally enabled employment opportunities.
