May 28 2026 – The Anti-Red Tape Authority (ARTA) spearheaded the 2026 Philippine Good Regulatory Principles (PGRP) Recognition and Awards Program (RAP) to honor government agencies that have demonstrated exemplary adoption and implementation of the 10 principles of the PGRP. The PGRP RAP was developed by ARTA in partnership with the United Kingdom (UK) Government.
The PGRP is a set of principles, processes, and tools outlining practices to which government agencies can align their regulatory processes to ensure evidence-based, transparent, consultative, efficient, and business-friendly regulations.
The Power Sector Assets and Liabilities Management Corporation (PSALM) received the Bronze Award for PGRP Regulatory Excellence. With no agency qualifying for the Silver and Gold category, this stands as the highest distinction for this year's implementation, underscoring PSALM’s commitment to implementing best practices and advancing innovations in regulatory governance.
In his keynote message, Civil Service Commission (CSC) Assistant Commissioner Ariel Ronquillo highlighted the pressing demand for public service excellence.
“We needed to hustle and grind to make sure that we deliver what is required of us in accordance with R.A. 11032, which is a whole-of-government process requiring the process review and systems re-engineering to streamline, followed by digitizing and digitalizing through technology-based software and applications.”
Echoing this call to action, ARTA Secretary Ernesto V. Perez emphasized the importance of sustained collaboration among government institutions in driving regulatory reform. “Ease of doing business may once seem impossible, but it becomes achievable through our collective effort. It is this shared resolve that transforms vision into reality, and challenges into milestones,” Secretary Perez said.
The PGRP judging panel was composed of representatives from the CSC, British Embassy Manila (BEM) Government, University of the Philippines National College of Public Administration and Governance (UP NCPAG), Management Association of the Philippines (MAP), and the Philippine Chamber of Commerce and Industry (PCCI).
Clark Development Corporation (CDC) CEO and President Atty. Agnes VST Devanadera also shared an inspiring message on being both a pilot implementation and phase II nominee.
"Incentives at this point in time are the same for all economic zones. And this is the cutting edge: EODB. If it is easy for you to do business, then people will come," she emphasized.

Upang higit na mapalawak ang kaalaman sa Sustainable Land Management (SLM), naglunsad ng isang Capacity Building Activity ang Department of Agriculture – Bureau of Soils and Water Management (DA-BSWM) para sa mga magsasaka ng Balasan, Iloilo noong Mayo 19–20, 2026. Sa pangunguna ng Soil Conservation and Management Division (SCMD), ang pagsasanay ay nakatuon sa tamang pamamahala ng mga Watershed ng Small Water Impounding System (SWIS).
Naging pangunahing sentro ng talakayan ang iba't ibang pamamaraan ng SLM. Tinalakay din nang detalyado ang mga isyu ukol sa pagkaagnas ng lupa o soil erosion, kung paano ito maiiwasan o masosolusyunan, at ang pagsasagawa ng contouring gamit ang A-frame at T-frame. Bukod pa rito, binigyang-diin sa usapan ang tamang pagpaplano ng mga lupain sa pagsasaka, ang wastong pagkolekta ng lupang ipapasuri, at ang pagtatala ng mga gastusin at gawain sa pagsasaka.| via. Sa pangunguna ng Department of Agriculture – Bureau of Soils and Water Management (DA-BSWM) Soil Conservation Management Division (SCMD) isinagawa ang serye ng farm layout activities sa Eastern Mindanao Biodiversity Corridor (EMBC) bilang paghahanda sa pagtatag ng mga Sustainable Land Management Exemplar Sites (SLMES). Nakilahok sa aktibidad ang Cassava Women's Tribal Association sa CADT 223 Brgy. Pangyan Trento, Agusan del Sur noong Abril 27 - Mayo 1, 2026 at ang Bahi Indigenous People's Association at Langawisan-Bahi Tribal Association sa CADT 019 Maragusan, Davao de Oro noong Mayo 11 - 22, 2026.
Ang inisyatibong ito ay bahagi ng proyektong DENR-UNDP/GEF na “Integrated Approach in the Management of Major Biodiversity Corridors in the Philippines” o mas kilala bilang BD Corridor Project. Layunin nitong maisakatuparan ang pinagsama-samang pamamahala ng mga biodiversity corridor upang makapaghatid ng iba’t ibang benepisyo tulad ng epektibong pangangalaga sa mga nanganganib na species at mga kagubatang may mataas na halaga sa konserbasyon, pagbawas ng pagkasira ng kalupaan at pagkalbo ng kagubatan, pagsusulong ng Sustainable Land Management (SLM), at pagpapalakas ng mga kabuhayang maka-biodiversity ng mga lokal na komunidad.
Pinangungunahan ang proyekto ng Department of Environment and Natural Resources (DENR), habang ang bahagi para sa Sustainable Land Management (SLM) ay ipinatutupad ng Department of Agriculture – Bureau of Soils and Water Management (DA-BSWM), katuwang ang United Nations Development Programme (UNDP), at pinopondohan ng Global Environment Facility (GEF 6). | via Engr. Matagumpay na isinagawa ng DA-Bureau of Soils and Water Management (DA-BSWM), sa ilalim ng GEF 6 Biodiversity Corridor Project, ang farm layout activities nitong Mayo 11 hanggang 22, 2026, para sa mga itatayong Sustainable Land Management Exemplar Sites (SLMES) sa bayan ng Paluan at Rizal, Occidental Mindoro.
Adhikain ng inisyatibang ito na imulat ang mga lokal na sektor sa mga makakalikasang sistema ng agrikultura upang mapangalagaan at mapayaman ang lupa sa mga bulubunduking bahagi ng lalawigan. Layon din ng mga exemplar sites na magsilbing modelo sa tamang pangangalaga ng lupang sinasaka at sa kalikasan upang tularan ng iba pang magsasaka para sa ikauunlad ng kanilang kabuhayan.
Naisakatuparan ang mahalagang hakbang na ito dahil sa pagkakaisa ng mga Local Government Unit (LGU) ng Rizal, Paluan, at Mansalay, katuwang ang mga kasapi ng Farmer’s Association at mga landowners. Bakas sa buong aktibidad ang mataas na kooperasyon para sa tamang pamamahala sa mga lupang-sakahang nasa matataas na dako.
Bukod dito, ipinakita ng mga benepisyaryo ang kanilang sigasig na yakapin ang mga bagong estratehiya, tulad ng contour farming, na mabisang panangga sa pagguho ng lupa. Ang pagtutulungang ito ay nagpapatunay na sa pamamagitan ng bayanihan, mas masisiguro ang maayos na sakahan at magandang kinabukasan. |via R-J Efogon, SCMD

Bilang bahagi ng pagpapalawak ng implementasyon ng Adaptive Balanced Fertilization Strategy (ABFS) for Rice, higit isandaang (100) magsasaka ng palay sa bayan ng Siniloan, Laguna ang magiging bagong benepisyaryo o farmer-cooperators ng proyekto ng Department of Agriculture – Bureau of Soils and Water Management (DA-BSWM). Ang mga magsasaka ay mga miyembro ng Macatad Farmers Association (MaFaA) at ng Romelo Pinaet Irrigators Association.
Upang masiguro ang maayos na implementasyon ng proyekto sa bayan, nagsagawa ang DA-BSWM, sa pangunguna ng National Soil and Water Resources Research and Development Center for Hillyland Pedo-Ecological Zone (NSWRRDC HILLPEZ) ng Capacity Building and Technical Briefing noong ika-19 ng Mayo 2026 na ginanap sa Municipal Agriculture Office, Siniloan, Laguna.
