| 𝗧𝗵𝗲 𝘄𝗮𝗶𝘁 𝗶𝘀 𝗼𝘃𝗲𝗿: 𝗘𝗥𝗖 𝗴𝗿𝗮𝗻𝘁𝘀 𝗽𝗿𝗼𝘃𝗶𝘀𝗶𝗼𝗻𝗮𝗹 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 𝗶𝗻 𝗳𝗮𝘃𝗼𝗿 𝗼𝗳 𝗢𝗠𝗘𝗖𝗢 𝗮𝗻𝗱 𝗢𝗠𝗖𝗣𝗖-𝗦𝗔𝗠𝗔𝗥𝗜𝗖𝗔

The Energy Regulatory Commission (ERC) issued an Order granting Interim Relief in favor of Occidental Mindoro Electric Cooperative, Inc. (OMECO) and Occidental Mindoro Consolidated Power Corporation for San Jose, Magsaysay, Rizal and Calintaan (OMCPC-SAMARICA) in the Application for the Approval of their Power Supply Agreement (PSA). The PSA pertains to OMCPC’s Bunker-Fired, Modular-Diesel and Solar Power Plants.

The Interim Relief will allow OMECO and OMCPC-SAMARICA to provisionally implement their PSA pending its evaluation by the ERC. Under the ERC Order, “𝘖𝘔𝘌𝘊𝘖 𝘴𝘩𝘢𝘭𝘭 𝘤𝘩𝘢𝘳𝘨𝘦 𝘪𝘵𝘴 𝘮𝘦𝘮𝘣𝘦𝘳-𝘤𝘶𝘴𝘵𝘰𝘮𝘦𝘳𝘴 𝘢 𝘳𝘢𝘵𝘦 𝘦𝘲𝘶𝘢𝘭 𝘵𝘰 𝘵𝘩𝘦 𝘚𝘶𝘣𝘴𝘪𝘥𝘪𝘻𝘦𝘥 𝘈𝘱𝘱𝘳𝘰𝘷𝘦𝘥 𝘎𝘦𝘯𝘦𝘳𝘢𝘵𝘪𝘰𝘯 𝘙𝘢𝘵𝘦 (𝘚𝘈𝘎𝘙)”.

Therefore, the Member Consumer Owners (MCOs) of OMECO can finally enjoy the benefits of this subsidized rate.

Did you know that there are three types of ancillary services based on the Philippine Grid Code of the Philippines?

1. Frequency Regulating Reserve – This refers to the power being supplied by generating plants that are already online but have adequate capacity to add a little more power or reduce output as needed to keep the grid stable.

2. Contingency Reserve - Generating Capacity that is intended to take care of the loss of the largest Synchronized Generating Unit or the power import from a single Grid interconnection, whichever is larger. It includes Spinning Reserve and Backup Reserve.

3. Demand Control - The reduction in Demand for the control of Frequency when Grid is in an Emergency State. This kind of reserve is what the grid operator might call on in cases where the available capacity is very close to actual demand.

Know the difference between Transmission Network Provider and System Operator:

Transmission Network Provider refers to the party that is responsible for maintaining adequate Grid Capacity in accordance with the provision of the Philippine Grid Code.

Meanwhile, System Operator refers to the party responsible for generation dispatch, the provision ancillary services, and operation to ensure safety, power quality, stability, reliability, and security of the grid.

Both functions are currently performed by the concessionaire, National Grid Corporation of the Philippines, after securing congressional franchise to operate the transmission network through Republic Act No. 9511. Ownership of all transmission assets, however, remains with TransCo.

𝐒𝐈𝐆𝐒𝐎 𝐞𝐧𝐠𝐢𝐧𝐞𝐞𝐫𝐬 𝐮𝐧𝐝𝐞𝐫𝐠𝐨 𝐃𝐢𝐬𝐭𝐫𝐢𝐛𝐮𝐭𝐢𝐨𝐧 𝐒𝐎 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠

With the desire to deepen their knowledge and enhance their capacities on system operations, TransCo engineers have undergone a four-day distribution system operation training program at the Meralco Power Academy (MPA).

On 21-23 November 2022 and 01 December 2022, 11 engineers of the Small-Island Grid System Operation (SIGSO) were oriented on the distribution system operations aspect of proper switching operations, paralleling operations, and Volt-Ampere Reactive (VAR) power management. They were likewise trained on how to operate the distribution system under normal and abnormal conditions including the restoration works during system disturbances, among others.

The said training is in line with TransCo's continuous preparation for its assumption as SIGSO.

𝐓𝐡𝐞 𝐫𝐨𝐥𝐞 𝐨𝐟 𝐓𝐫𝐚𝐧𝐬𝐂𝐨 𝐚𝐬 𝐒𝐦𝐚𝐥𝐥 𝐈𝐬𝐥𝐚𝐧𝐝 𝐒𝐲𝐬𝐭𝐞𝐦 𝐎𝐩𝐞𝐫𝐚𝐭𝐨𝐫

As system operator, TransCo works with island grid power players to deliver more reliable and stable electricity, empowering households, and businesses to be more productive and contribute to the improvement of local economies.

Specifically, TransCo is tasked with the following functions:

• Management of operating reserves, reactive power support, black start, and other operating requirements;

• Operate the system such that voltage and frequency remain within the acceptable limits;

• Coordinate and establish the schedule of the planned shutdown/ preventive maintenance outage of power plants and transmission facilities with the power plant operators and distribution utility;

• Develop power system protection to isolate the fault from the rest of the Grid and leaving as much of the network as possible in operation;

• Perform demand forecasting;

• Preparation of the Island Generation Plan and Island Power Transmission Plan, and

• Provide training and capacity building programs to the ECs and formulate readiness program in preparation for eventual island interconnection to the main grid.

𝐈𝐧𝐝𝐞𝐩𝐞𝐧𝐝𝐞𝐧𝐜𝐞. TransCo is an independent player, able to operate purely in the interest of the consumers.

𝐇𝐢𝐬𝐭𝐨𝐫𝐲 𝐨𝐟 𝐓𝐫𝐚𝐧𝐬𝐂𝐨 𝐒𝐦𝐚𝐥𝐥-𝐈𝐬𝐥𝐚𝐧𝐝 𝐆𝐫𝐢𝐝 𝐒𝐲𝐬𝐭𝐞𝐦 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 (𝐒𝐈𝐆𝐒𝐎)

On 4 February 2021, the Department of Energy (DOE) issued a Memorandum from the Secretary mandating TransCo to act as the Off-Grid System Operator for any small grid or off-grid power system with more than one power supplier.

In support of the said memorandum, the DOE issued Department Circular No. DC 2021-11-0039 on 9 November 2021 listing the guidelines for TransCo’s designation as Small Island Grid System Operator (SIGSO).
