The Anti-Red Tape Authority

Section 17 of Republic Act No. 11032 provides for the creation of the Anti-Red Tape Authority or ARTA, the government agency mandated to administer and implement the said law and its Implementing Rules and Regulations, and to monitor and ensure compliance with the national policy on anti-red tape and ease of doing business in the country. To achieve our Vision, we will transform the way the Government serves and enables its Citizens and Stakeholders through good regulatory practices, streamlining and re-engineering of processes, collaboration, and application of technology. Likewise, we will strictly implement and oversee a National Policy on Anti-Red Tape and Ease of Doing Business through monitoring compliance of agencies, initiating investigations, or filing cases for violations of RA 11032.

Every regional journey has a beginning. For ASEAN, it began with five founding countries—including Indonesia.

Indonesia, Malaysia, the Philippines, Singapore, and Thailand established ASEAN on 8 August 1967, laying the foundation for decades of regional cooperation.

From five founding members to a community of 11 Member States, ASEAN continues to evolve while remaining guided by the spirit of cooperation and shared regional aspirations.

As the Philippines serves as ASEAN Chair and Host in 2026, ARTA looks forward to strengthening this spirit of cooperation through the 11th ASEAN-OECD Good Regulatory Practices Network (GRPN) Bureau Meeting and Conference.

October 8, 2026 | The Anti-Red Tape Authority Regional Field Office Northern Luzon (ARTA RFO-NL), in partnership with Benguet State University (BSU), strengthened its commitment to promoting good governance and efficient, citizen-centered public service through the signing of two Memoranda of Understanding (MOUs) and the oathtaking of the officers of the ARTA Student Movement on September 29, 2026.

Held during the BSU-OSSHAYAO activity, the event brought together at least 500 student organization leaders and members, BSU personnel, and representatives from ARTA.

The activity featured an orientation on Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Law, followed by a message from Atty. May Angeli M. Estolas, Director IV of ARTA’s Finance and Administration Office. She emphasized the important role of students in promoting awareness, accountability, and citizen-centered public service.

Atty. Estolas graced the activity on behalf of ARTA Secretary Ernesto V. Perez and Undersecretary Juabilly P. Racho, Deputy Director General for Field Operations and Special Programs and Concerns, underscoring the Authority’s continued commitment to engaging the youth as partners in promoting efficient, transparent, accountable, and citizen-centered government service delivery.

A major highlight of the activity was the signing of the MOUs between ARTA and BSU for the integration of the Regulatory Management System through the BSU Certificate Program and the establishment of the ARTA Student Movement. This was followed by the oathtaking of the Student Movement officers, led by Atty. Estolas.

BSU students are encouraged to become active advocates of efficient, transparent, accountable, and citizen-centered government services. The partnership also provides opportunities to strengthen the capacity and awareness of the BSU community on regulatory management, process streamlining, and service excellence.

Together, ARTA and BSU are bringing the principles of ease of doing business and good governance closer to the academic community, empowering the youth to become active partners in building better and more responsive public service.

Developing effective regulations requires a clear understanding of the issues they seek to address, their potential impacts, and the needs of affected sectors and stakeholders.

The Regulatory Impact Assessment (RIA) provides a systematic approach to examining proposed regulations. It helps identify specific problems, establish measurable objectives, consider alternative solutions, and assess whether regulatory measures can deliver meaningful benefits.

The process also recognizes the importance of stakeholder participation and proper monitoring and evaluation, helping ensure that regulations remain evidence-based, responsive, and aligned with their intended objectives.

Through RIA, regulatory decisions can better balance public welfare, business needs, and socio-economic development - contributing to a regulatory environment that supports both effective governance and sustainable growth.

October 7, 2026 | The Anti-Red Tape Authority (ARTA) conducted a two-day Gender and Development (GAD) Focal Point System (GFPS) Capacity-Building Workshop on October 1–2, 2026 in Quezon City.

This aims to strengthen the capacity of the ARTA GFPS members in advancing gender-responsive governance, promoting an inclusive workplace, and enhancing public service delivery.

The capacity-building activity sought to deepen participants’ understanding of key GAD concepts, principles, mandates, and accountability mechanisms, while emphasizing the strategic value of gender mainstreaming in strengthening organizational effectiveness and public service delivery.

The workshop also equipped participants with practical knowledge and skills in applying gender-fair language in official communication and workplace interactions, conducting basic gender analysis, identifying gender issues, and formulating appropriate GAD interventions.

As part of the activity, participants assessed the current status of ARTA's gender mainstreaming efforts using the Gender Mainstreaming Evaluation Framework (GMEF) and GAD Focal Point System Functionality Assessment Tool (GFAsT). The assessment provided a basis for identifying areas for improvement and strengthening the agency’s continuing efforts toward gender-responsive institutional practices.

As Chairperson of the GFPS, ARTA Secretary Ernesto V. Perez underscored the importance of translating the principles discussed during the workshop into actual workplace practices, particularly through mutual respect and recognition of the rights of every employee and official.

“Treat each other like family. Don’t do things that you will regret later on because we will actually be held accountable,” Secretary Perez said, emphasizing the need for a workplace culture anchored on respect, responsibility, and accountability.

He likewise reminded ARTA personnel of the responsibility that comes with the public’s trust and confidence in the Authority, saying, “Let us not make any action that will diminish us from the trust and confidence that our people are giving to us.”

Meanwhile, a key output of the two-day workshop was the identification of priority entries for ARTA’s GAD Plan and Budget (GPB) for Fiscal Year 2027. The GPB will serve as a strategic guide in integrating gender-responsive programs, activities, and projects into the agency’s plans and operations.

Through the workshop, ARTA further strengthened the capacity of its GFPS to serve as a mechanism for the sustained mainstreaming of gender perspectives across the organization. The activity also underscored the shared responsibility of ARTA personnel in fostering a workplace where respect, inclusivity, accountability, and equal opportunity are actively practiced in a Bagong Pilipinas.

To ensure that agencies can proceed with the implementation of new services and updates to their existing Citizen’s Charter, agencies intending to introduce new services or revise existing information in their Citizen’s Charter Handbook may submit the corresponding updates via email to [email protected]

Please be reminded that all updates submitted through email must also be reflected in ARTEMIS once the platform resumes operations to ensure that the information maintained in the system remains accurate and up to date.

The Anti-Red Tape Authority (ARTA), in coordination with the Securities and Exchange Commission (SEC) and the World Bank Group (WBG), officially launched Joint Memorandum Circular (JMC) No. 01, Series of 2026, establishing the Business Registry Forum for Corporate Registration and Licensing (BRF-CRL), and convened its first inter-agency meeting at One Global Place in Bonifacio Global City, Taguig City.

To open the event, ARTA Secretary Ernesto V. Perez delivered his remarks with gratitude to WBG for its steadfast support since the start of BRF-CRL’s conceptualization in December 2025 until today’s launching.

WBG Senior Private Sector Specialist Atty. Kimberly May Baltao-Chandra provided an overview of the BRF-CRL and highlighted the need to address gaps between corporate registration and sector-specific licensing requirements, particularly those involving foreign equity limitations, minimum capitalization requirements, and corporate purpose provisions.

October 6, 2026 | Anti-Red Tape Authority (ARTA) Secretary Ernesto V. Perez showed support to the Philippine International Maritime Conference and Exposition (BEACON 2026) held at the SMX Convention Center, Mall of Asia Complex in Pasay City on September 29, 2026. Part of BEACON 2026 day 1 was the Metro Shipbuilders and Ship Repairers Association, Inc. (MSSAI) 2nd Shipbuilding and Ship Repair (SBSR) Convention, to which Secretary Perez served as a keynote speaker and delivered imperative updates and developments in the ARTA's intervention in the SBSR industry.

With leaders from the public and private sectors, international partners, and maritime professionals as audience, Secretary Perez gave an elaborate presentation of ARTA’s efforts to streamline and digitalize the ship building and ship repair sector’s regulatory processes, which currently involve more than 20 government agencies, 195 steps, 49 requirements, and up to 366 working days. He emphasized the vital role of applying the whole-of-government approach to strengthening the sector as it serves as a critical pillar for national economic resilience and maritime capability development.

Among the outcomes of the WOG approach is the proposed Joint Memorandum Circular (JMC) that aims to institutionalize reforms in the SBSR industry through a one-stop shop, accelerated digitalization and interoperability, improved access to government support, simplified requirements, information sharing, and stronger inter-agency and stakeholder coordination.

Secretary Perez underscored that the proposed JMC and the continued collaboration between public and private stakeholders are key to move the maritime sector closer to being globally competitive, investment-ready, and responsive to the needs of stakeholders. The proposed JMC is targeted for launch before the end of the following month, with the subsequent phases covering digitalization, system integration, data sharing, interoperability, and the development of a dynamic one-stop shop, supported by regular monitoring and performance tracking

"The reforms that we presented today are not merely process improvement. They represent our commitment to building a more efficient, coordinated, and investor-friendly environment for the SBSR sector," Secretary Perez firmly stated as he ended his presentation.
