The National Bureau of Investigation-Cavite North District Office (NBI-CAVIDO North) arrested eight (๐Ÿ˜Ž Chinese nationals in Bacoor City, Cavite, for violation of Republic Act No. 10175 (Cybercrime Prevention Act of 2012) in relation to R.A. No. 12010 (Financial Accounts Scamming Act). The arrested individuals were identified as CHEN XING HE, LIU YONG CHANG, TANG LAO YA, XIAO LONG, XIAO LIU a.k.a. โ€œLI TIN YANGโ€, LIANG YAOCAI a.k.a. โ€œXIAO WEN, LI XIANG, and XIAO KAI.
The operation stemmed from the information received by the NBI-CAVIDO North regarding the illegal online activities being conducted in a residential house in Bacoor City, perpetrated by a group of Chinese nationals. Verification and surveillance operations conducted by the NBI-CAVIDO North agents confirmed the veracity of the information. Subsequently, the Agents applied for a Warrant to Search, Seize, and Examine Computer Data (WSSECD), which was granted by the Regional Trial Court, Branch 110, Bacoor City.
On November 15, 2025, Agents of NBI-CAVIDO North implemented the WSSECD against the premises of Chinese nationals located in Bacoor City, Cavite. The operation resulted in the seizure of various computer devices and assorted cellular phones. On-site Triage/examination of the seized items resulted in a positive finding that the items were used in online social engineering schemes.
On November 17, 2025, the arrested Chinese nationals were presented for inquest proceedings regarding the aforementioned violations before the Department of Justice (DOJ) in Manila.
OIC Director Atty. Angelito DLP Magno emphasized that the success of the recent operation underscores the NBI's unwavering dedication to tackling cybercrime. He noted that this achievement not only highlights the Bureau's effective strategies in addressing digital crimes but also reinforces their commitment to protecting the public from the growing threats in cyberspace.

In line with the directive of National Bureau of Investigation (NBI) Director Judge Jaime B. Santiago (Ret.) to intensify the campaign against the proliferation of smuggled frozen fishery products in the country, the NBI Batangas District Office (NBI- BatDO) arrested Alexious Aguilar y Yumul, Romel Estrada y Malapitan, and Jeremie Villa y Gutierrez for violation of Republic Act No. 10654 amending Republic Act 8550, otherwise known as "The Philippine Fisheries Code. of 1998 and violation of Republic Act 12022, otherwise known as the "Anti-Agricultural Sabotage Act of 2024". The entrapment operation also resulted in the seizure of one hundred (100) boxes of assorted smuggled frozen fishery products.
The operation stemmed from an information that individuals are engaged in the transportation and selling of frozen fishery products in the province of Batangas. Acting on the said information, an entrapment operation was planned and conducted. Subjects agreed to deliver frozen fishery products in Batangas City, Batangas. On February 06, 2025, Subjects arrived at the agreed place where the items will be unloaded and paid. After inspecting the declared smuggled frozen fishery products and after they received the pre-marked entrapment money, NBI-BatDO Operatives declared their authority under the law and arrested the said individuals.
The arrested Subjects were presented for Inquest Proceedings on February 07, 2025 before the Office of the City Prosecutor Batangas City, Batangas.
Director Santiago commended NBI-BatDO for the law enforcement action taken by its operatives to deter the negative effects on the supply, production, and price stability of fishery products in the country.

The National Bureau of Investigation (NBI), under the leadership of NBI Director Judge Jaime B. Santiago (Ret.), arrested five (5) individuals on February 20, 2025, for violation of the Espionage Act.
After the arrest of several Chinese nationals and some Filipinos last month for the same offense, an intel packet from the intelligence service of the Armed Forces of the Philippines (AFP) revealed numerous vehicles equipped with unauthorized International Mobile Subscriber Identity (IMSI) catchers conducting signal intelligence.
On February 14, 2025, the NBI-Cybercrime Division (CCD) and NBI-Special Task Force (STF) were alerted on suspicious vehicles purportedly utilizing IMSI catchers, frequenting military and police camps, other essential systems, facilities, and national government assets within Metro Manila. CCD and STF Agents validated the information and identified actionable intelligence via network monitoring, interference detection, and signal analysis tools. Systems were employed to locate and analyze rogue or unlicensed BTS, unauthorized transmissions, and interference sources which yielded positive results. A Rogue BTS is an unauthorized or malicious base station that impersonates a legitimate cellular tower to intercept, manipulate, or disrupt mobile network communications. It is often used for unauthorized surveillance, eavesdropping, data theft, and network disruption.
Given the significant implication of the powerful tools with regard to national security and peopleโ€™s right to privacy, simultaneous interdiction operations were hatched on February 20, 2025.
The interdiction operations resulted in the arrest of OMAR KHAN KASHIM JOVERES, LEO LARAYA PANTI, and MARK ANGELO BOHOLST BINZA. They said that they were commissioned by NI QINHUI, Chinese national residing in a condominium in Malate, Manila. They further alleged that they were instructed to drive through key areas, including Villamor Airbase, Camp Aguinaldo, Malacaรฑang, Camp Crame, and the U.S. Embassy, among others, for a fee of 2,500,00 to 3,000.00 a month.
Thus, NBI Agents proceeded to QINHUIโ€™s residence, and through coordinated efforts, he was eventually arrested together with his cohort ZHENG WEI. QINHUIโ€™s wife admitted that QINHUI had several ICT equipment (IMSI catchers) in their condominium unit, and he did employ Omar, Leo, and Mark to run and operate the same ICT equipment within Metro Manila. To prove that she has nothing to do with it, Melody voluntarily surrendered multiple sets of said equipment (IMSI catchers, among others), to the NBI operatives.
Arrested Subjects underwent inquest proceedings before the Office of the State Prosecutor, Department of Justice, for violations of R.A. 10175 (Cybercrime Prevention Act of 2012) and Commonwealth Act No. 616 (Espionage).

The National Bureau of Investigation โ€“ Naga District Office (NBI-NADO), under the leadership of NBI Director JUDGE JAIME B. SANTIAGO (Ret.) arrested MARJOHN LANERA BORAGAY a.k.a. BAKS/BELLA in an entrapment operation in Naga City for violation of R.A. 10364 (Expanded Anti-Trafficking in Persons Act of 2012).
The operation stemmed from an information that certain individuals are involved in s*xual exploitation of women including minors in Naga City in exchange for monetary consideration. In response, operatives of NBI-NADO conducted verification and surveillance operation, which confirmed the veracity of the information and revealed that a certain BAKS/BELLA was offering minors for prostitution.
On January 14, 2025, the Agents conducted an entrapment operation against BAKS/BELLA at an apartelle in Brgy. Bagumbayan, Naga City, which resulted in the arrest of Subject Boragay in the act of trading ten (10) females for s*xual exploitation. The operation also resulted in the rescue of the ten (10) trafficked victims, two (2) of whom were found to be minors after they underwent dental examination.
Subject Boragay was presented for inquest proceedings for the above-stated violation and the two (2) rescued minors were turned-over to the City Social Welfare Development (CSWD) of Naga City for appropriate care and counseling.
Director Santiago commended the operatives of NBI-NADO for the successful operation, which resulted in the arrest of the Subject and rescue of the trafficked victims.

The National Bureau of Investigation โ€“ National Capital Region (NBI-NCR) under the leadership of NBI Director JUDGE JAIME B. SANTIAGO (Ret.), and direct supervision of Regional Director Ferdinand M. Lavin, arrested ten (10) foreign nationals in Paranaque City for violation of R.A. No. 12010 (Anti-Financial Account Scamming Act).
The operatives of NBI-NCR were able to arrest seven (7) Vietnamese nationals identified as PHAN VIET NGAN, DO ANH TUAN, NGUYEN DUC ANH, PHAN KIM SANG, VO HONG SY, NGUYEN VAN KHANH, and DOAN VAN DUNG and three (3) Chinese nationals identified as ZHANG MING YI, XIN YAO HUANG, and HIMEN CHEN.
The operation stemmed from an intelligence report that groups of foreign nationals are engaged in Investment Fraud, Crypto Asset or Crypto Currency Scam, Artificial Intelligence scam and High Yield Investment Program (HYIP), Romance scam and identity theft through the use of social engineering scheme and digital communication systems. In response, operatives of NBI-NCR conducted surveillance operations, which confirmed the veracity of the information. Thus, on January 14, 2025, NBI-NCR applied for a Warrant to Search, Seize, and Examine Computer Data (WSSECD), which was granted by the court.
On January 15, 2025, after proper coordination with concerned government agencies, the operatives of NBI-NCR implemented the WSSECD against the subject address located in Multinational Village, Paranaque City. The service of the warrant resulted in the arrest of the above-stated Subjects and seizure of computer units and Transcripts with Chinese characters. Based on the seized translated transcripts, Subjects are indeed engaged in phishing and scamming activities. In addition, OS Triage conducted on the seized computer units revealed the illegal activities of the Subjects like romance scam, fictitious messaging accounts, fraudulent cryptocurrency schemes and fake investment solicitations.
Director Santiago commended the operatives of NBI-NCR for the successful arrest of the foreign nationals and stressed the NBIโ€™s unwavering commitment in protecting the public against unscrupulous individuals.

Agents of NBI-National Capital Region (NCR) under the supervision of NBI Director Judge Jaime B. Santiago (Ret.) arrested 8 Chinese nationals in Paraรฑaque City for online phishing operations.
The case stemmed from intelligence report that group of foreign nationals are engaged in investment fraud, crypto asset/currency scam, romance scam, identity theft through the use of social engineering scheme and digital communication schemes.
Agents together with the informant conducted surveillance in the area where illegal activities were validated and confirmed. On January 14, 2024, a Warrant to Search, Seize, and Examine Computer Data (WSSECD) was granted by RTC Paranaque City against HWANG XIAOBIN et al.
On January 17, 2024, NCR operatives together with representatives from the Digital Forensic Laboratory (DFL) implemented the WSSECD. Found were laptop and desktop, DFL representatives conducted an onsite examination where transcript template of Phishing and/or social engineering schemers used in obtaining sensitive information of another person were discovered. Also, financial transactions of crypto currency scams were also found during the examination.
Violation of RA 10175 Computer Related Forgery under Sec. 4(b)(1) of the Cybercrime Prevention Act and RA 12010, otherwise known as โ€œThe Anti Financial Account Scamming Act (AFASA)โ€ were filed against HWANG XIAOBIN (at large), XIAO LI, CHUAN ZI GAO, MING RU LI, WEN SHU LIU, QUI SHUN LI, CAI LI PAN, CHANGFU LIU, and ZHANG ZHEN HONG before the Paraรฑaque City Prosecutorsโ€™ Office.
Director Santiago commended NCR for the successful operation and assures the public that NBI will continue its intensified drive against illegal scamming operations.

In two separate operations, the Inter-Agency Task Force Against Illegal Drugs composed of the National Bureau of Investigation โ€“ Pampanga District Office (NBI-PAMDO), Philippine Drug Enforcement Agency (PDEA), Bureau of Customs (BOC), and Philippine National Police (PNP), conducted a Drug Interdiction at FEDEX Warehouse, Mabalacat City, Pampanga.
On October 14, 2024, operatives opened two (2) parcels in the said warehouse. The first parcel, declared to be containing men's track suit, contains 486 grams of dried leaves and fruiting tops suspected as High-Grade Ma*****na (Kush) with an estimated street value of Php 729,000.00. The second parcel which was declared Runmax adjustable weighted vest contains two (2) black plastic packs with four (4) transparent sachets, the contents of which were suspected to be High-Grade Ma*****na (Kush), weighing 2056 grams with an estimated value of Php2,084,000.00.
On October 21, 2024, the same Inter-Agency Task force opened a parcel, containing two sealed packs, that was wrapped in sports clothing. Inside the packs, 262 grams and 264 grams of suspected KUSH were discovered, with an estimated market value of โ‚ฑ789,000.00. The consignee was identified as to be a resident of Valenzuela City, and the shipment originated from KY Wholesale in Sacramento, USA. The seized items were turned over to PDEA for further testing. No controlled delivery has been planned at this time, pending advice from PDEA's Director General.

In accordance with the marching order of National Bureau of Investigation (NBI) Director JUDGE JAIME B. SANTIAGO (Ret.) to eradicate the crime of online child s*xual exploitation and abuse, the NBI- Human Trafficking Division (NBI-HTRAD) arrested a Filipina Facilitator in an entrapment operation and implementation of Warrant to Search and Examine Computer Data (WSSECD) in Taguig City.
The operation stemmed from an information received by the NBI-HTRAD that an alleged facilitator in the Philippines is transmitting s*xually exploitative images and videos of minors into the United States (US). Acting on the information, NBI-HTRAD operatives conducted a series of surveillance operations, which resulted in the discovery of the whereabouts of the Subject and the victims. The NBI-HTRAD then applied for a WSSECD against the Subject, which was granted by the Regional Trial Court, Branch 15, Family Court of Taguig City.
On October 21, 2024, information provided to the NBI-HTRAD disclosed that Subject continues to offer live shows of her two (2) minor daughters in exchange for money. Subject informed the undercover agent that the live show will commence at exactly 01:00 in the afternoon on the same day. Thus, on even date, the operatives of NBI-HTRAD conducted an entrapment operation and implemented the WSSECD against the premises of the Subject. The operation resulted in the arrest of the Subject in the act of offering her children to perform s*xually explicit shows and the rescue of four (4) minor victims. The operatives also confiscated computer devices, various s*x toys, and money remittances in the Subjectโ€™s premises.
Director Santiago commended the NBI-HTRAD for their action in the NBIโ€™s campaign against online s*xual abuse of children and appealed to the public to report to the NBI any information that may lead to the arrest of persons involved in this nefarious activity.

The National Bureau of Investigation-Cybercrime Division (NB-CCD), together with the NBI-Special Task Force (NBI-STF), under the leadership of NBI Director Judge Jaime B. Santiago (Ret.), arrested a total of eighteen (18) Chinese nationals who conspired in scamming operations.
Director Santiago said that CCD received an information that at least four condominium units in Casiana Residences in Paraรฑaque City were being utilized as a scam hub by a syndicate of foreign nationals. Surveillance operations conducted revealed that these units contained multiple workstations engaged in various fraudulent activities, including the theft of bank account information, fraudulent investment schemes, cryptocurrency scams, and illegal gambling operations.
On October 29, 2024, in coordination with the local police, CCD operatives, together with the NBI-STF, proceeded to the target area to serve the Warrant to Search, Seize, and Examine Computer Data (WSSECD) issued by RTC Branch 258, Paraรฑaque City.
Santiago said that operatives found a total of seventeen (17) Chinese nationals in the three units where the WSSECD was served. The said nationals were discovered to be actively engaged with their desktop computers, wherein various scripts and communication flows indicative of a sophisticated scam and other fraudulent operations, were found. Further, onsite examinations on their devices uncovered a scheme that employed social engineering tactics to exploit victims. Subjects initiated contact via platforms such as WhatsApp or Telegram, posing as representatives of legitimate businesses or acquaintances. By establishing rapport and appealing to the victims' emotions, they lured them into making investments in cryptocurrency through deceptive "mining' or "farming" schemes. Additionally, the Subjects also utilized manipulated gambling sites designed to ensure users consistently lost, further enriching the syndicate.
The Chinese nationals namely: ZHAO JIANJUN, HUANG CHENG CHI, HUANG BI YING, LI HUI JUAN, LENGXIN YU, LIU XING RONG, CHEN ZIHAO, ZHOU YOU LIANG, CHEN XING, CHEN QING GANG, HUANG ZHIXON, RIU CHEN, MAO JING HANG, LIU XUAN WU, WANG WEN BIN, YAN XIAO HONG, and YANG YUN were then placed under arrest for violations of Illegal Access, Misuse of Devices, Computer-Related Forgery, and Computer-Related Fraud under RA 10175, otherwise known as the Cybercrime Prevention Act of 2012, as well as Social Engineering Schemes and Economic Sabotage under RA 12010, otherwise known as the Anti-Financial Account Scamming Act.
While transporting the arrested Subjects to NBI Office in Quezon City, one of the arrested Subjects tried to bribe the operatives by offering Php 300,000 for each detainee's release, or a total of Php 5,100,000.00 for all the seventeen Chinese nationals. Operatives played along to maintain control of the situation, and to hatch an entrapment operation. On even date, another Chinese national arrived and handed a backpack with an amount of Php 1,500,000.00 which is intended as a payment for the release of the first batch of the arrested Subjects. After confirming that the bag contained the bribe money, CCD operatives arrested the Chinese individual identified as HOU JUSEN, whose fake Postal ID contains the name JASON PONTE HAO. He was then charged with Corruption of Public Officials, Falsification of Public Document, and violation of the Anti-Alias Law.

TWO APPREHENDED FOR QUALIFIED THEFT
The National Bureau of Investigation-Organized and Transnational Crime Division (NBI-OTCD) filed Qualified Theft charges against two individuals in relation to the swapping of live poultry products.
FOSTER FOODS, INC. (FFI), a corporation duly organized and primarily engaged in poultry production and operations with various farms and plants in different parts of Luzon, filed its complaint before the NBI-OTCD.
In its complaint, FFI averred that they noticed discrepancies between the weight of the live chickens computed from its farms and the weight of the live chickens received by its plants. They initiated an initial investigation and found out that the loss of weight occurs when its third party truck delivery drivers transport the live chickens produce from the farm to the plant.
Notably, an entrapment operation was conducted by NBI-OTCD last February 28, 2024 following its investigation on FFIโ€™s complaint against the syndicate involved in the systematic theft and pilferage of in-transit poultry products. The said operation resulted in the arrest of ten individuals in Sta. Maria, Bulacan, who were subsequently presented for inquest proceedings for Qualified Theft and Direct Assault.
Unfortunately, on March 15, 2024, FFI was informed by Riverview Farm that the es**rt, whom they sent to monitor the trip of two trucks loaded with live chickens, reported that he lost sight of one truck. The said truck was later on reported to had joined the other truck at the bridge near Pulilan exit before they would eventually return to the plant. FFI immediately requested for the supervision of the unloading of the live chickens. It was then reported that there was tampering of the truckโ€™s GPS safety seal and its locks as well as inconsistencies in the GPS report.
Further, there was a discrepancy on the weight of the live chickens. As loaded in the truck, the live chickens weigh 4,191.23 kilograms. However, based on the Truck Scale Ticket, the weight of live chickens in the plant was 3,460 kilograms. There was a discrepancy of 731.23 kilograms, with a total damage amounting to Php 167,451.67.
When confronted with the matter, RUEL TORRES BARREDO and WILFREDO CRUZ VICENTE, the truck driver and helper respectively, admitted and gave details on how the swapping of 520 premium-sized live chickens and runts transpired in a property somewhere in Hermosa, Bataan, that they received Php26,000 for the said transaction, and how their cohorts โ€œMARVINโ€ and โ€œIANโ€ forcefully tampered the truckโ€™s locks to secure the live chickens.
Subjects RUEL TORRES BARREDO and WILFREDO CRUZ were charged with Qualified Theft defined and penalized under Article 308 in relation to Article 310 of the Revised Penal Code, as amended. Subjects RYAN SANTOS and REYNANTE DECHOSA, truck driver and helper of the truck used as decoy, who remain at large, were likewise charged with the same offense.
