FROM POLICY TO THE TABLE: WHEN SENIOR CITIZENS HELP WRITE THE WORK!
05 October 2026: An activity can be meaningful today and forgotten tomorrow. A policy, however, can give that same good intention a place to stand. This is why the institutionalization of the Senior Citizen Officials for a Day (SCOFAD) did not begin with a program, a photo opportunity, or a one-day activity. It began with a policy.
Recognizing that SCOFAD is intended to be more than a one-time engagement, the Ordinance No. 2026-14, known as the SCOFAD Institutionalization Ordinance was enacted to provide the activity with a clear legal and policy foundation. Before something is made part of the regular work of government, there must first be a policy.
During the flag-raising ceremony, the Secretary to the Sangguniang Bayan discussed the legal basis and important provisions of the ordinance, giving the SCOFAD participants and the officials and employees a clearer understanding of the authority behind the activity and, more importantly, the responsibility that comes with it.
And today, that purpose was put into practice. The SCOFAD SB Members convened for their session and tackled matters that are not just items on paper. They are concerns that senior citizens encounter in their homes, communities, and everyday lives. Among the proposed resolutions brought before the body were:
(1) Resolution re: Benefits of octogenarians, in addition to the existing benefits of the nonagenarians & centenarians.
(2) Resolution addressed to Congressman of Mountain Province re: Universal social pension of senior citizens.
(3) Resolution re: Assistance to bed-ridden senior citizens.
(4) Resolution addressed to Secretary Pacquiao re: Livelihood assistance for sewing skills training for senior citizens of Sabangan, Mountain Province.
The SCOFAD SB Members shared their insights, raised points for consideration, and participated in the discussions. There were different views, as there should be in any discussion where public concerns are involved. But there was a common understanding, the issues being discussed are real, and they deserve to be heard. This is perhaps the heart of SCOFAD. Senior citizens are often spoken for. Today, they were given a seat on the table to speak for themselves, voices that deserve a place in the decision-making process!
