The Local Government of Paranas joins the entire nation in celebrating National Teachers' Day on October 5, 2026.
We recognize and deeply appreciate our teachers for the invaluable work they do every day-not only in teaching lessons inside the classroom, but in shaping character, inspiring dreams, nurturing responsible citizens, and helping build the future of our communities and our country. Teaching is not merely a profession; it is a profound responsibility in nation-building.
The Municipality of Paranas stands in solidarity with our teachers and the whole education sector in honoring their dedication, sacrifices, and commitment to our children.
At the same time, the Local Government has the responsibility to carefully balance the interests of our teachers with the equally important need to protect learning continuity and the right of every child to quality education. Every day of instruction matters, particularly for our learners who already face various challenges in keeping pace with their studies.
For this reason, the Municipality of Paranas has decided not to declare a suspension of classes solely on account of National Teachers' Day. This decision should not, in any way, be interpreted as a lack of appreciation for our teachers. Rather, it reflects our commitment to recognize teachers while continuing to protect the learning time and educational needs of our students.
It is also important for the public to understand the legal framework governing October 5. Republic Act No. 10743 expressly declares October 5 of every year as National Teachers' Day and identifies it as a "special working holiday."
The law specifically provides that government agencies, including local government units, shall encourage and afford sufficient time and opportunities for their employees to participate in activities celebrating National Teachers' Day. The law does not declare October 5 a special non-working holiday or a general "no-class day."
The Local Government of Paranas must likewise observe the limits of its authority. Under the Local Government Code of 1991 (Republic Act No. 7160), the Municipal Mayor exercises only those powers and performs those duties and functions provided by the Code and other laws. The Mayor's authority is therefore not unlimited and cannot be used to create a national or local holiday where the law does not grant such power.
Moreover, Section 27, Chapter 7, Book I of the Administrative Code of 1987 (Executive Order No. 292) provides that the President may proclaim a local special day for a particular date, group, or place. Republic Act No. 9492 likewise establishes the national framework governing holidays and special days. The Municipality must exercise its powers within the authority granted by law.
This is different, however, from the authority to suspend classes when circumstances affecting the safety and welfare of learners and school personnel warrant it. Under the rules governing localized suspension of classes, such authority is exercised in the context of disasters, emergencies, dangerous conditions, or other circumstances affecting public safety.
While October 5 is declared as National Teacher's Day, our appreciation for teachers must go beyond one day without classes. It must be reflected in our continuing efforts to support our schools, improve learning environments, promote teacher welfare, strengthen education programs, and work together with our teachers, parents, students, and communities.
The Municipality of Paranas assures our teachers that we see you, we value you, and we stand with you. We recognize that every lesson you teach, every child you encourage, and every life you influence contributes to the future of Paranas and the nation.
Thank you for your work, sacrifices and services.
