๐๐๐ ๐๐๐๐๐๐๐, ๐๐๐๐๐๐๐ โ Recognition is more meaningful when it is matched with action. For the Municipality of San Agustin, three recent awards serve not only as a celebration of achievement but also as a renewed commitment to strengthening community participation and advancing local development through the Department of Social Welfare and Development (DSWD) KALAHI-CIDSS: Philippine Community Resilience Project (PCRP).
During the Municipal Resilience Team (MREST) Meeting cm Municipal Work and Financial Plan (MWFP) Workshop for Calendar Year 2027 on October 12, 2026, at the Office of the Municipal Mayor, Area Coordinator Desiree M. These awards highlighted San Agustinโs achievements in community participation and local government support, providing a meaningful backdrop for discussions on sustaining program implementation and preparing for the next cycle.
The meeting revisited the completed Municipal Resilience Plan (MRP) Appraisal and the approved sub-projects reflected in the Concept Note. It also reviewed completed activities and upcoming milestones, including the KCIS and ESS reiteration and orientation, CSPMC Training, Sub-Project Development Workshop (SPDW), site validation, Third Barangay Assembly, MREST Technical Desk Review, and submission of the Request for Fund Release (RFR). Demonstrating his support for the process, the Municipal Mayor requested the target dates for site validation and expressed his intention to join the activity.
A key highlight was the presentation of the CY 2027 Municipal Work and Financial Plan by Administrative Officer IV/Municipal Finance Analyst Hazel Mae M. Magracia, which emphasized the importance of mobilizing local resources to complement the programโs grant allocation. With a Municipal Grant Allocation of โฑ70 million, San Agustin has a corresponding 20% Local Counterpart Contribution (LCC) requirement of โฑ14 million.

The discussion also guided the MREST in identifying available local resources and eligible cash and in-kind contributions to help sustain program implementation.
Looking ahead, the MREST agreed to carry over the unutilized LCC from CY 2026 to CY 2027. The LGU further committed to providing additional resources, if necessary, for administrative expenses, personnel services, and Community Resilience Implementation Process (CRIP) activities. In a further demonstration of its support, the municipality committed โฑ5 million in LCC cash exclusively for Sub-Project Implementation (SPI) under Cycle 3.
Beyond financial commitments, the meeting reaffirmed the importance of integrating community action plans into the municipalityโs Comprehensive Development Plan (CDP) and endorsing them to the Department of the Interior and Local Government (DILG). This step aims to strengthen the link between community-identified priorities and the municipalityโs broader development agenda, ensuring that local voices remain part of the planning process.

For San Agustin, the three awards represent more than recognitionโthey affirm the value of collective effort and sustained local government support. By aligning community priorities with development plans and backing these commitments with local resources, the municipality continues to demonstrate that meaningful community-driven development is built not only on plans and promises, but also on partnership, participation, and concrete action.
