SAN ANTONIO COMPLETES P1.8M ROAD CONCRETING UNDER SGLG INCENTIVE FUND

The concreting of the access road in Barangay Ward III, San Antonio, Northern Samar under the FY 2023 Seal of Good Local Governance Incentive Fund (SGLG-IF) has been completed on October 14, 2024, marking a significant milestone in local infrastructure development.
The P1.8 million-peso project received no findings or comments during a joint inspection by the DILG Northern Samar Provincial Office-PDMU team and the Municipal Engineering Office (MEO) of San Antonio, led by Engr. Janette C. Esteban.
The road forms part of a broader initiative by the local government to support waste management and environmental efforts through improved public infrastructure. The project is strategically important as it enhances access to the Sanitary Landfill, a key facility in the locality's waste management program and part of the FY 2022 GEF project.
San Antonio Mayor Gary M. Lavin prioritized solid waste management as a central concern for the municipality, and the access road's completion is expected to make a substantial difference in the operations at the Sanitary Landfill.
The successful ex*****on of the project also strengthens the municipality's chances of securing future incentives and funding under the SGLG program, positioning San Antonio as a model for sustainable, well-managed local governance.
In her statement, Engr. Esteban expressed her appreciation for the smooth implementation of the project, noting that it reflects the municipalityโ€™s commitment to creating lasting improvements in public infrastructure.
The project was made possible through the collaboration of various stakeholders, including the Local Government Unit (LGU) Engineering team, the project contractor, and the inspectorate team composed of San Antonio Municipal Local Government Operations Officer Engr. Eva Christian R. Toray, Engr. James Magalong and Engr. Eddie Cula of DILG NSPO-PDMU Team.
The concreting of the access road is just one part of San Antonio's ongoing efforts to improve its infrastructure. As the LGU continues to focus on sustainable waste management and other critical projects, the municipality is poised to make even greater strides in providing essential services to its residents.

Today, I am filled with mixed emotionsโ€”gratitude for the opportunity to serve, pride in the progress weโ€™ve achieved together, and a touch of sadness as I officially conclude my journey as your Municipal Local Government Operations Officer.

These past two years have been an incredible chapter of learning, collaboration, and service. Together, we have embraced challenges and celebrated milestones such as: Two (2) successive SGLG Awards (2023 & 2024), 2024 ADAC National Award, CY 2023 Seal of Child Friendly Local Governance Award, and Four (4) SGLG Barangay Potential Passers CY 2024 (BLGU-Ward 1, San Antonio, Northern Samar, Blgu San Nicolas, BLGU-Dalupirit, San Antonio, Northern Samar and Pilar Barangay), which strengthened the foundation of good governance in San Antonio. These accomplishments are not mine alone but the fruits of collective efforts, dedication, and teamwork.

To Mayor Gary Lavin, Vice Mayor Rudy Baguioso and Members of the Sangguniang Bayan, thank you for your unwavering leadership and trust. Your strategic vision and collaborative approach have made our work not only productive but also inspiring.

To our Punong Barangays, SK officials, and barangay secretaries, your role as the lifeblood of governance at the grassroots level cannot be discounted. Thank you for your commitment and passion in serving your communities.

To the LGU department heads and members of the SGLG Technical Working Group (San Antonio SGLG Warriors), your hard work has been instrumental in driving the townโ€™s development agenda forward. Our collective efforts have built a solid foundation for sustainable progress.

As I hand over the responsibilities to MLGOO Lindy Lipata, I am confident that the journey of progress weโ€™ve begun will continue to flourish. MLGOO Lipata is more than capable of leading with the same passion and dedication that this municipality deserves. I encourage all of you to extend the same trust and support that you have so graciously given me.

And now, as I move on to my new LGU assignment, I carry with me not only fond memories but also immense gratitude for the opportunity to serve the people of San Antonio. While my formal role here ends today, my hopes and prayers for the continued success of this town remain.

With that, MLGOO Eva Christian R. Toray is officially signing off as your MLGOO. Thank you, and may LGU San Antonio, Northern Samar continue to prosper in unity and excellence.
