Please be advised that Malacañang has declared Wednesday, February 04, 2026, a Special Non-Working Day in the City of San Fernando, Pampanga, in celebration of its 25th Cityhood Anniversary.

The Office of the President noted in Proclamation No. 1157, s. 2026 that it is “but fitting and proper” that Fernandinos be given the full opportunity to participate in the occasion and enjoy the Cityhood celebration.

This declaration covers all public and private schools, government offices, and private establishments within the entire City of San Fernando.

Essential services will continue to operate to ensure public safety and accessibility, and all scheduled Kaganapan 2026 events will proceed as planned.

Matagumpay na naisagawa ang Citywide Clean-Up Day bilang bahagi ng Kaganapan 2026 na may temang:
“Fernandino, abe-abe king pilak a anibersaryu niting kaganapan bang palak ya pang sumulung ing b***n tamung tibuan.”

Sa pagtutulungan ng bawat isa, naipakita natin na ang malasakit sa kapaligiran ay nagsisimula sa ating barangay.

ANTI-LOUD MUFFLER OPERATION!🚨

PNP at Barangay, magkasamang kumikilos sa pangunguna ni Hon. Kapitan Razil T. Escoto para sa isang ligtas at tahimik na barangay.

Isinagawa ang pagharang at inspeksyon sa mga motorsiklong may maingay at ilegal na muffler bilang bahagi ng pagpapanatili ng kapayapaan at kaayusan sa ating barangay.

Isinagawa ang regular na Flag Ceremony na pinangunahan ni Hon. Kapitan Razil T. Escoto, kasama ang mga Barangay Councils, Lupon, Street sweepers, Garbage collectors and Drivers, BHW, Bantay-Bayan, and all Staff bilang pagsisimula ng panibagong buwan ng serbisyo, disiplina, at pagkakaisa para sa ating komunidad.

Sama-sama para sa maayos at mas progresibong Barangay.

PAALALA PO SA MGA MAGULANG:

Para sa mga magulang na may sasakyan, may CRIMINAL LIABILITY kayo at pwedeng makulong ng anim (6) hanggang walong taon kapag pinapayagan ninyo o may pahintulot kayong gamitin o imaneho ng inyong menor de edad na anak ang sasakyan na inyong pagmamay-ari.

Letting a minor drive a car without driver’s license a form of a child abuse as per:

PRESIDENTIAL DECREE No. 603 - THE CHILD AND YOUTH WELFARE CODE
Liabilities of Parents
Article 58. Torts. - Parents and guardians are responsible for the damage caused by the child under their parental authority in accordance with the Civil Code.

Article 59. Crimes. - Criminal liability shall attach to any parent who:
12. Allows or requires the child to drive without a license or with a license which the parent knows to have been illegally procured. If the motor vehicle driven by the child belongs to the parent, it shall be presumed that he permitted or ordered the child to drive.

Allowing your minor children's to drive without a driver’s license is tantamount to child abuse. This is because your act falls under the other forms of abuse enumerated in Section 10 (a), Article VI of RA 7610. According to this provision, the acts cited in Article 59 of Presidential Decree (PD) 603 that are prejudicial to a child’s development are included among those penalized under the child abuse law. According to this law:

As clearly stated above, the law considers the act of allowing a child without a driver’s license to drive as a form of child abuse since it endangers the safety of the child by unnecessarily exposing him/her to potential road and vehicular hazards. The law imposes a penalty of prision mayor in its minimum period that is equivalent to six (6) years and one (1) day to eight years of imprisonment for those who will be proven guilty of this crime (Section 10 (a) Article VI, RA 7610).
