The ๐๐จ๐๐๐ฅ ๐๐๐ก๐จ๐จ๐ฅ ๐๐จ๐๐ซ๐ convened for its Monthly Meeting on March 25, 2026, at the Office of the Mayor, with Vice Mayor Hon. Noel S. Morales -presiding/acting Mayor, with the presence also of Hon. Antonio Torrenueva as the Committee Chair on Education & Hon. Rosalyn L. Bernal the SK President, bringing together key officials and stakeholders to discuss important matters concerning education and local governance.
Key agenda included the review and approval of previous minutes, updates on the SEF Budget presented by the Municipal Budget and Treasury Offices, reporting of accomplishments, and deliberation on purchase requests, along with other relevant concerns.
This meeting reflects the continued commitment of the Local School Board to ensure transparent, efficient, and responsive management of educational resources for the benefit of the community.

Through this initiative, we encourage every barangay and Youth Leaders to become more proactive in understanding possible hazards in their communities and to be equipped with the necessary knowledge and systems that can help respond effectively during critical situations. Disaster preparedness is not only about responding when something happensโit is about being ready, informed, and coordinated even before disasters occur.
๐๐๐๐๐๐๐ ๐๐๐๐๐ also highlights the importance of clear communication and cooperation among community leaders, responders, and residents. By improving communication readiness, barangays can respond faster, minimize risks, and ensure the safety and well-being of their constituents during emergencies.

๐ข๐ซ๐ฌ๐ญ ๐๐ข๐ ๐ญ๐ซ๐๐ข๐ง๐ข๐ง๐ , where participants were given the opportunity to learn essential life-saving knowledge and skills that can be used during emergencies and disasters. The session also included an actual demonstration on how to perform cloth stitching for different types of injuries, allowing participants to understand practical first aid techniques that may help in providing immediate care while waiting for professional medical assistance.
Together, we aim to build safer, stronger, and more resilient communities in San Miguel through awareness, preparedness, and collective action. Because when communities are prepared, lives can be protected and disasters can be faced with courage and unity.

Even while attending trainings and seminars, our commitment to serve and support our fellow Sangguniang Kabataan Councils continues. Today, we also took the time to assist SK Councils in their registration and compliance with the ๐๐ ๐๐๐ ๐๐จ๐ซ๐ญ๐๐ฅ to ensure that all necessary information and documents are properly submitted.
This initiative aims to guide our fellow youth leaders in understanding the process and importance of the SK Web Portal, which promotes transparency, accountability, and organized documentation of SK activities and reports. We believe that by helping one another, we can make the work of every SK Council easier and more efficient.
๐๐๐๐๐๐ซ๐ฌ๐ก๐ข๐ฉ is not only about attending seminars and learning new ideasโit is also about applying those learnings through action and service. Despite the busy schedule of trainings and seminars, we remain committed to extending our assistance to ensure that no SK Council is left behind in complying with the required systems and processes.

Last March 4, 2026, youth leaders and development officers from across the Province of Catanduanes gathered at the New Sangguniang Bayan Legislative Building for a meaningful and action-driven Youth Development Co-Lab.
The activity brought together Local Youth Development Officers (LYDOs), Sangguniang Kabataan Federation Presidents (SKFPs), and Local Youth Development Council (LYDC) Members in a shared mission: to strengthen partnerships and advance youth development initiatives in our communities.
The program officially opened with an inspiring message from ๐ป๐๐. ๐๐๐๐ ๐. ๐๐๐๐๐๐๐ , ๐๐๐๐ ๐๐๐ฆ๐๐ ๐๐ ๐กโ๐ ๐๐ข๐๐๐๐๐๐๐๐๐ก๐ฆ ๐๐ ๐๐๐ ๐๐๐๐ข๐๐. He emphasized that unified efforts is essential in achieving our shared goals for the youth sector.

Sir Louis Rhey from the National Youth Commission delivered a powerful session on โLeading with Heart: Emotional Intelligence for Youth Development,โ reminding participants that effective leadership begins with empathy and self-awareness.
Ms. Nydia Delfin, NYC Bicol Area Officer, presented updates on the Status of LGU Compliances and facilitated a comprehensive discussion and walkthrough of the SK Web Portal.
Sir Benito Lot Reyes from National Youth Commission, discussed the LEAP Program (Leadership, Empowerment, and Advocacy Program), including the Climate Action and Disaster Resilience Module for SK โ empowering young leaders to take proactive roles in environmental and disaster preparedness efforts.
Ms. Camille Jade G. Daep
M, representative from Department of the Interior and Local Government Catanduanes shared important updates on Youth Governance Initiatives.
Ms. Alyssa Mae San Juan, representative from the
Department of Agriculture Regional Office V-Bicol introduced Young Farmers Challenge (YFC) and innovative opportunities under the Youth Program for Agriculture and Entrepreneurship, encouraging young people to explore sustainable livelihood and agripreneurship pathways.
The activity concluded with an Open Forum, where participants voiced their concerns, shared best practices, and clarified pressing issues faced in their respective communities โ reinforcing that collaboration thrives through open communication.
Closing messages were delivered by Mr. John Joseph P. Tabirao, Local Youth Development Officer of San Miguel, and Ms. Nydia Delfin, who both reaffirmed the commitment to continuous partnership, compliance, and innovation in youth governance.
