PELP Warning Advisory On Misleading Promotions of Energy-Saving Devices (ESD)
The Department of Energy (DOE) warns the public against misleading social media posts promoting so-called energy-saving devices (ESD). These posts, which use edited photos and videos, falsely claim DOE testing and approval. DOE does not endorse any specific brands of ESD. Such materials are manipulated to deceive consumers for personal or commercial gain.
Pursuant to Republic Act No. 11285 or the Energy Efficiency and Conservation (EE&C) Act, and under the Philippine Energy Labeling Program (PELP), all energy-consuming productsโincluding energy-saving devicesโmust be registered with the DOE and bear an official energy label before they can be marketed, sold, or distributed in the Philippines.
To date, the DOE has not received credible performance test reports that validate the energy-saving claims of these devices.
The DOE strongly reminds consumers and market players that the sale or promotion of unregistered and unlabeled products is a violation of the EE&C Act. Reports of suspicious practices may be sent to the EE&C Performance Regulation and Enforcement Division (EPRED) at: [email protected] / [email protected] and telephone number (02) 8479-2900 loc. 272 / 277.
The DOE is committed to protecting consumers and ensuring that only reliable, and energy-efficient products are available in the market.

On August 27โ28, 2025, the Department of Energy (DOE), through the Energy Utilization Management BureauโAlternative Fuels and Emerging Technologies Division (EUMBโAFETD) and the DOE Mindanao Field Office, successfully spearheaded a two-day Information, Education, and Communication (IEC) Campaign on Alternative Fuels and Emerging Energy Technologies in Zamboanga City.
The academic engagement brought together students from Western Mindanao State University, Southern City Colleges, Universidad de Zamboanga, and the Zamboanga Peninsula Polytechnic State University to explore the DOEโs mandates, the Energy Efficiency and Conservation Act (RA 11285), the Vehicles Fuel Economy Labeling Program (VFELP), and forward-looking innovations such as Alternative Fuels, E-Mobility, and Hydrogen Development.
This two-day IEC was more than an exchange of knowledge it ignited awareness, empowered young minds, and sparked innovation within Zamboangaโs academic community. Two days. Four schools. One mission: to advance energy awareness and inspire the next generation of leaders toward a sustainable future.

Ensuring Compliance: DOE Conducts Enforcement, Monitoring, and Verification Activity Under the Philippine Energy Labeling Program in Tagum City
In line with its mandate to promote energy efficiency and conservation, the Department of Energy (DOE), through the Energy Efficiency and Conservation Performance Regulation and Enforcement Division (EPRED) and the Mindanao Field Office โ Energy Utilization Management Division (EUMD), successfully conducted an Enforcement, Monitoring, and Verification (EMV) Activity in Tagum City during the second week of August 2025.
The EMV forms part of the implementation of the Philippine Energy Labeling Program (PELP), institutionalized under Republic Act No. 11285 or the Energy Efficiency and Conservation Act. The PELP requires covered energy-consuming products to bear official energy labels, empowering consumers to make informed decisions while ensuring that manufacturers, importers, and distributors comply with established energy performance standards.
Through the conduct of EMV activities, the DOE safeguards consumer welfare, strengthens fair market practices, and reinforces its commitment to advancing energy efficiency and conservation contributing to long-term national energy security and sustainable development.
