The National Authority for Child Care (NACC) and the Regional Alternative Child Care Office (RACCO) IV-A, recently conducted a series of monitoring visits and technical assistance activities in selected local government units (LGUs) in Cavite, reinforcing their commitment to enhancing the quality and responsiveness of their programs and services at the local level.
On March 13, 2026, a technical assistance session was held at the Municipal Hall of Silang, Cavite, led by the Social Welfare Officers, Ms. Kacy Mae R. Abobon and Ms. Shinette Nidoy of the RACCO IV-A. The activity engaged the Municipal Social Welfare and Development Office (MSWDO) staff handling adoption cases, focusing on case management processes and providing targeted feedback on ongoing adoption cases. The session aimed to further strengthen the capacity of local social workers in ensuring timely, compliant, and child-centered adoption practices.
Subsequently, on March 17, 2026, NACC and RACCO IV-A conducted a monitoring visit and technical assistance at the City Hall of Carmona City, Cavite, in collaboration with the City Social Welfare and Development Office (CSWDO). The activity was facilitated by representatives from NACC and RACCO IV-A, including Ms. Jesica Simangan, Ms. Kaye Ericka Alyssa Cuarto, Ms. Kacy Mae R. Abobon and Ms. Jhea Zayrhene N. Abanilla. The activity provided a comprehensive review of active adoption cases, alongside constructive feedback to support case progression and adherence to established standards. A brief orientation on the NACC-LGU Partnership (NLP) was also delivered, highlighting collaborative mechanisms designed to streamline adoption processes and improve service delivery at the grassroots level. A courtesy call was made to City Mayor Dr. Dahlia A. Loyola, further strengthening institutional ties and affirming local leadershipโs support for child welfare initiatives.
Participating social workers and staff from both LGUs demonstrated strong engagement throughout the activities, reflecting their continued dedication to safeguarding the best interests of children under their care. Beyond office-based assessments, the NACC sustains its engagement through regular home visits and personalized support mechanisms. These efforts ensure that children, adoptive parents, and foster families receive consistent guidance and intervention, while also allowing the agency to better understand the lived experiences of families. Such initiatives reaffirm the principles enshrined in Republic Act No. 11642 or the Domestic Administrative Adoption and Alternative Child Care Act, which upholds every childโs right to a loving, permanent, and nurturing family environment.
This series of monitoring visits highlights the NACCโs unwavering commitment to strengthening institutional capacity, promoting evidence-based decision-making, and deepening collaboration with local stakeholders. Through continuous technical guidance, shared best practices, and proactive engagement, NACC and RACCO IV-A remain steadfast in advancing child welfare and protectionโensuring that every child is given the opportunity to grow in a safe, secure, and caring family.
